2 PRESENT: Dan Ericksen, County Judge Scott McKay, County Commissioner Sherry Holliday, County Commissioner Kathy McBride, Administrative Assistant At 1 :07 p.m. Judge Ericksen called to order the Regular Session of the County Court. Richard Murray invited Judge Dan Ericksen and Commissioner Scott McKay to join him on the KODL Coffee Break Program on September 27, 2006 at 10 a.m. At 1:11 p.m. Marty Matherly, Public Works Project Manager, met with the Court in regards to the proposed vacation of a portion of West 13th Street and Pomona Road. A map of the proposed vacation was reviewed at this time. [[[A copy of the map showing the location of the proposed vacation of a portion of West 13th Street and Pomona Road is hereto attached.]]] Some discussion occurred on the location of the proposed vacation. Mr. Matherly is anticipating that there is support from 100% of the adjoining property owners. {{{Commissioner McKay moved to approve the Order directing the Roadmaster to prepare his report on the proposed vacation of a portion of Pomona Road and West 13th Street. Commissioner Holliday seconded the motion; it was then passed unanimously.}}} At 1:30 p.m. Randy Christiansen, Information Services Manager, met with the Court to discuss his request to exempt under the Contract Review Board Rules the purchase of the Server Redundancy Software and Installation Project. [[[A copy of the request from Randy Christiansen, Information Services Manager, in regards to the Server Redundancy Project is hereto attached and made a part of this record.]]] Mr. Christiansen updated the Court on this project, which the County has been working on for several years. He noted the benefits of having a redundant data center.
3 PAGE2 Discussion occurred. It was noted during the discussion that the money is already budgeted in the current Fiscal Year. This purchase will not complete the scope of the entire project. The Court discussed the Contract Review Board Rules under Section 29, Wasco County Special Exemptions, Paragraph 8, which would allow an exemption for the purchase of the computer software. {{{Commissioner Holliday moved to authorize the exemption under the Wasco County Contract Review Board Rules, Section 29, for the purchase of the Server Redundancy Software and Installation Project. Commissioner McKay seconded the motion; it was then passed unanimously.}}} At 1 :41 p.m. the Court discussed the issue of feral pigs and the latest drowning on the Deschutes River. The Court considered the approval of the Regular Session Consent Calendar of September 6, [[[A copy of the Regular Session Consent Calendar of September 6, 2006, is hereto attached and made a part of this record.]]] {{{Commissioner Holliday moved to approve the Regular Session Consent Calendar of September 6, 2006 as presented. Commissioner McKay seconded the motion; it was then passed unanimously.}}} At 2:02 p.m. the Court discussed items listed on the Discussion List of September 6, [[[A copy of the Discussion List of September 6, 2006 is hereto attached and made a part of this record.]]] Items discussed are as follows: Item #1 - The Court discussed the letter received from the Oregon Department of Revenue, dated June 14, 2006, in regards to the County's A & T Grant and the filling of the vacant appraisal position. Judge Ericksen will send Tim Lynn, County Assessor/Tax Collector, a letter requesting that he begin the process of filling the vacant Appraiser Position. [[[A copy of the letter from the Oregon Department of Revenue, dated June 14, 2006 is hereto attached and made a part of this record.]]]
4 PAGE3 Item #2 -The Court briefly discussed the letter received from Brian and Linda Stahl, Wasco County Committee for Non-Discrimination, dated May 6, 2006 in regards to the County establishing a Non-Discrimination Policy. [[[A copy of the letter from Brian and Linda Stahl, dated May 6, 2006 is hereto attached and made a part of this record.]]] Commissioner Holliday suggested that the County obtain a copy of the Non-Discrimination Ordinances from the Counties of Multnomah and Benton. A copy of the City of The Dalles Employee Policy has been provided to members of the County Court. Judge Ericksen stated that he would like a better understanding on enforcing requirements under a County Ordinance. Commissioner McKay stated that he would like to talk to various organizations and groups to see how they feel about this issue. He would like to do some groundwork before we would get into a hearing process. At 2:27 p.m. Eric Nisley, Wasco County District Attorney/County Counsel, stopped in. The Court discussed the issue of adopting a Non-Discrimination Ordinance with Mr. Nisley. Mr. Nisley indicated that this is a policy decision for the County Court. Items #2, #3, and #4 will be relocated to the High Priority Section of the Discussion List. Item #5 - Commissioner Holliday stated that she just received the map of the proposed Wilderness Area, which is being proposed by Senator Gordon Smith. Commissioner Holliday is not comfortable about talking about this proposed bill until she has had time to review the new map. The Court took a moment to look at the new map of the proposed Wilderness Area. The Court will discuss this issue further at the next County Court Session. Item #6 -Judge Ericksen will prepare a letter for the Court's review in regards to the County's support of the proposed Wasco County 4-H & Extension Service District. Eric Nisley returned and informed the Court that the County has collected over $14,000 in citation fees over a period of one month. The Court requested that an appointment be scheduled with Sheriff Rick Eiesland to discuss citation revenue.
5 PAGE4 Item #8 The Court considered the memorandum received from Mike Davidson, Emergency Manager, dated August 25, ([[A copy of the Memorandum from Mike Davidson, Emergency Manager, dated August 25, 2006 is hereto attached and made a part of this record.]]] {{{Commissioner McKay moved to declare as surplus the Kohler Propane Powered Generator and a 1994 Long Utility Trailer. Commissioner Holliday seconded the motion; it was then passed unanimously.}}} {{{Commissioner McKay moved to authorize Mike Davidson, Emergency Management Services Manager, to transfer the Kohler Propane Powered Generator and a 1994 Long Utility Trailer to the Mosier Rural Fire Protection District. Commissioner Holliday seconded the motion; it was then passed unanimously.}}} Item #7 - Kathy McBride, Administrative Assistant, updated the Court on the process of developing a Transportation Plan for Wasco County. Dan Schwanz, Wasco County STF Coordinator, is suggesting that the Counties of Hood River and Wasco contract with the Mid Columbia Economic Development District to be the lead agency in the development of said plan. ***It was the consensus of the County Court to support the recommendation of Dan Schwanz that Wasco County contract with Mid Columbia Economic Development District to develop the Transportation Plans for both Wasco and Hood River Counties***. Item #9 -The Court discuss the possible establishment of a policy addressing reimbursement requests for services provided during a time of emergency. The County does not have the finances to establish a policy to consider these types of reimbursements. The Court was provided with the Assessment Records for the County owned Animal Control Shelter. The Court indicated that they have no further interest in discussing the Shelter at this time. The Court signed: - Order in the matter of the appointment of Zack Harvey to the Wasco County Fair Board.

Services. -Agreement between Anne Kelly and Wasco County, Oregon. - Order in the matter of the reappointment of Robert Carsner to the Wasco County/The Dalles Museum Commission. The Court adjourned at 3:22 p.m.

Discussion on the letter received from the Oregon Department of Revenue, dated June 14, 2006, in regards to the County's A & T Grant and the filling of the vacant appraisal position. 2. Letter from Brian and Linda Stahl, Wasco County Committee for Non-Discrimination, dated May, 2006 in regards to the County establishing a Nondiscrimination Policy. 3. Letter from Bobbie Miller, dated July 6, 2006, in regards to her thoughts on the request from Mr. and Mrs. Stahl and on grant funding provided to the Discovery Center. 4. Appointment of an individual to the Mt Hood Economic Alliance to replace Sal Sahme. 5. Discussion on Senator Smith's new Wilderness Bill proposal. 6. Request from Brian Tuck for letter from the County Court in regards to the 4-H and Extension Service District. 7. Discussion on the information received from Dan Schwanz, MCCOG-Link, regarding the requirement to develop a Transportation Plan for Wasco County. Mr. Schwanz is suggesting that the Counties of Hood River and Wasco contract with MCEDD to be the lead agency on the development of said plan. Jean Palmateer has indicated that there would be some funding available for the development of the plan. 8. Request from Mike Davidson to declare as surplus and transfer ownership of certain equipment to the Mosier Rural Fire Protection District. 9. Discussion on the possible establishment of a policy addressing reimbursement requests for services provided during a time of emergency. HIGH PRIORITY: 1. Consideration of the request from Kay Tenold, Wasco County Fair Board, seeking assistance from the County, dated April 11, Appointment of the Wasco County Wildfire Coordinator. 3. Establishment of the Wasco County Wildfire Steering Committee. Page 1 - Discussion List 9/5/2006
8 MEDIUM PRIORITY: 1. Discussion on farmable land in Wasco County. 2. Discussion on the establishment of System Development Charges. LOW PRIORITY: 1. Naming of basement meeting rooms. 2. Discussion on the availability of housing for low and moderate income households in the next five years. 3. Employee Recognition for Process Improvement. ON HOLD TEMPORARIAL Y: 1. Posting packets on the website. 2. Discussion on the possible reorder of the Sesquicentennial Flag for Wasco County, Oregon. (As per Fred, the cost will be $94.62 per flag for a minimum order of 12. The price will be higher for a flag order of 6 to 11 flags.) 3. Location for Catlink. (Will review use of old Public Works Building in September, 2006.) 4. Designation of Individual or Department to fill the openings on the Radio Station Schedule for 2006 (November 141h). (Lynn Rasmussen cannot attend since she has a class scheduled. Need to designate another person.) 5. Request from Merle Davis to lease property owned by Wasco County which is located near the Tygh Valley Cemetery and the request to rezone said property to allow a Recreational Vehicle Park. (Will reconsider in April, 2007.) 6. from Heidi Stanphill, Hood River County, dated November 2, 2005 in regards to the NACo Prescription Drug Program. 7. Storage request from the Wasco County-The Dalles Museum Commission. (On hold until after the Court conducts a walk through of County facilities.) 8.
