3 PRESENT: Dan Ericksen, County Judge Sherry Holliday, County Commissioner Bill Lennox, County Commissioner Kathy McBride, Administrative Assistant At 9:16a.m. Judge Dan Ericksen called to order the Public Hearing on the adoption of the Mt Hood Economic Alliance Regional Strategy. There were six people in attendance. Mary McArthur, Mt Hood Economic Alliance Staff, informed the Court of the purpose for today's Public Hearing. She stated that the Mt Hood Economic Alliance looked at how we are supportive of regional capacity, and how we can get our communities prepared for economic development. Ms. McArthur stated it is not a funded plan; it is a road map of where we can go if we get funding. Ken Bailey, Mt Hood Economic Alliance, stated that the Oregon Economic and Community Development Department asked for a couple of changes, which would address what the Oregon Legislature wanted them to address. The Legislature is looking for better coordination. Having regional boards are important to the state. Some discussion occurred regarding the plan and the update process. Judge Ericksen acknowledged that Amanda Remington did a great job in developing additional projects outside of the County's Needs and Issues Inventory. Ken Bailey stated that he feels the match with Hood River and Clackamas Counties has gone well. At 11:22 a.m. Judge Ericksen asked if there was anyone wishing to testify. Amanda Remington, Mid-Columbia Economic Development District, discussed with the Court the top 10 regional projects for the Mt Hood Economic Alliance. The projects are as follows: Hood River Indian Creek Lift Station, Hood River County Wind master Corners Project, Cascade Locks Marine Park, 911 lnteroperations/workforce Center, The Dalles Eastgate/Fiour Mill, The Dalles Cruise Ship Dock, Estacada Highway 224 Improvements, Molalla Four-Corners Industrial Park, Sandy Fiber Optics Extension, and Canby Industrial Park.
4 PAGE2 Some discussion occurred regarding the proposed projects. At 11:32 a.m. the Public Hearing was closed to further testimony. {{{Commissioner Holliday moved to adopt the Resolution in the matter of adopting the Mt Hood Economic Alliance Regional Strategy. Commissioner Lennox seconded the motion; it was then passed unanimously.}}} Ms. Remington informed the Court that when the projects were being entered by the state, five of Wasco County's ten projects did not make high priority. Ms. Remington is recommending that we request that these five projects be ranked as a high priority. Mr. Bailey recommends that the County Court request that the state prioritize all Wasco County projects as having a high priority. Ms. Remington stated that Dan Spatz's dated November 26, 2007, listed 11 Wasco County projects instead of 10. Since that meeting, they are recommending that the Port of The Dalles Northwest Aluminum Clean Up Project be taken off the list. Further discussion occurred. Mr. Bailey stated that he has been told that projects could be added to the list in the future. {{{Commissioner Lennox moved to adopt the following projects as Wasco County's Top Priority Projects: The Dalles Cruise Ship Dock, 911 lnteroperations/ Workforce Center, Rural Fire Training Center, Public Health/Mental Health Facility, The Dalles Eastgate/Fiour Mill, Dufur Wastewater Plant Engineering Study, Shaniko Wastewater System Study, City of Antelope Water System, Shaniko Well, and Maupin Food Distribution Center. Commissioner Holliday seconded the motion; it was then passed unanimously.}}} {{{Commissioner Holliday moved to request that the State of Oregon Economic and Community Development Department move the following Wasco County Projects from a low priority ranking to a high priority ranking: 911 lnteroperations/ Workforce Center, Rural Fire Training Center, Public Health/Mental Health Facility, City of Antelope Water System, Shaniko Well, and Maupin Food Distribution Center. Commissioner Lennox seconded the motion; it was then passed unanimously.}}}
