1 1. RECOGNITION OF MINUTES: To recognize the minutes from the March 26, 2018 and March 28, 2018 Potter County Commissioners Court meetings. The minutes from the March 26, 2018 Regular Commissioners Court meeting and the March 28, 2018 Special Commissioners Court meeting were so recognized. 2. VOUCHERS: To consider and act upon the approval of the payment of vouchers processed by the County Auditor s office for the period of March 21, 2018 to April 4, Judge Tanner referenced Vouchers checks Nos and wire # , and check No and wire #6736 in the total amount of $1,217, MOTION was made by Commissioner Murguia; I make a motion that we approve as presented. 3. INSURANCE REPORT: To recognize the insurance fund report. [Holland] The insurance fund report was so recognized. 4. TEXAS ASSOCIATION OF COUNTIES: To hear a report and mid-year review of the group health insurance plan from TX Association of Counties (Holland, Davenport) Kathy Davenport and Shameria Davis, Texas Association of Counties, gave a mid-year report to Commissioners Court. Kay Holland, Potter County Human Resources Director, introduced Morgan Young, Potter County s new Insurance Consultant with Holmes Murphy & Associates, Inc. 5. ENTERPRISE FLEET MANAGEMENT: To hear a presentation on possible fleet management and leasing services from Enterprise Fleet Management. To authorize entering into negotiations regarding the MASTER Lease Agreements leveraging the TIPS CONTRACT: [Watson] Kirby Watson, Sr. Fleet Consultant with Enterprise Fleet Management Inc., gave a presentation to Commissioners Court. MOTION was made by Commissioner Murguia: I make a motion that we authorize entering into negotiations regarding the MASTER Lease Agreements leveraging the TIPS CONTRACT

2 6. QUARTERLY BUDGET COMPARISON: To recognize the second quarter comparison report for FY17 and FY18. [Hood] The Quarterly Budget Comparison report was so recognized. 7. POTTER-RANDALL CHILD WELFARE BOARD: To recognize APRIL as Child Abuse Awareness month. [Ingram, Tanner] Darla Ingram, Child Protective Services, spoke before Commissioners Court. Judge Tanner read the Resolution to Commissioners Court. MOTION was made by Commissioner Church: I move we declare the month of April as Child Abuse Awareness month. 8. ELECTIONS: To consider and act upon the following for the May 5 Highland Park ISD Special Election: a. Order Appointing Election Judges and Hours for Early Voting b. Order Appointing Officers for Central Counting Station; c. Order Appointing the Early Voting Ballot Board [Huntley] Melynn Huntley, Potter County Elections Administrator, gave an explanation to Commissioners Court. MOTION was made by Commissioner Church: I move for the approval of the following items for the May 5 Highland Park ISD Special Election : The Order Appointing Election Judges and Hours for Early Voting, Order Appointing Officers for Central Counting, and Order Appointing the Early Voting Ballot Board.

3 9. ELECTIONS: To consider and act upon the following for the May 22 Joint Primary Runoff Election: a. Order Appointing Early Voting Election Judges, Hours and Clerks b. Order Appointing Officers for Central Counting Station c. Order Appointing Early Voting Ballot Board Judge [Huntley] Melynn Huntley, Potter County Elections Administrator, gave an explanation to Commissioners Court. MOTION was made by Commissioner Murguia: I make a motion that we approve the May 22 nd Joint Primary Runoff Election The Early Voting Election Judges, Hours and Clerks; the Appointment of the Officers in Central Station location; and the Voting Ballot Board Judge, as presented to the Court. 10. ELECTIONS: To consider and act upon spending approximately $ for parking signs to be installed at Buzula Furniture through Potter County Elections Fund 236. Funding available in this budget year. [Huntley] Melynn Huntly, Potter County Elections Administrator, gave an explanation to Commissioners Court. MOTION was made by Commissioner Murguia: I make a motion that we approve the license agreement with Potter County Texas and Buzula Furniture Outlet for 6 signs to be identified Customer Parking Only that serves a public benefit as our primary location. 11. POTTER-RANDALL APPRAISAL DISTRICT BOARD MEETING: To hear a report on the March 28 th PRAD Board of Directors meeting. (Church) Commissioner Church gave a report on the PRAD Board of Directors meeting. 12. CERTIFICATE OF COMPLETION OF REQUIRED HOURS: To recognize the Certificate of Completion of required hours for County Commissioner Church. (Church) The Certificate of Completion for Potter County Commissioner Leon Church was so recognized.

4 13. CERTIFICATE OF COMPLETION OF REQUIRED HOURS: To recognize the Certificate of Completion of required hours for Leann Jennings, Potter County Treasurer. [Jennings] The Certificate of Completion for Potter County Treasurer, Leann Jennings, was so recognized. 14. COUNTY COMMISSIONER CONTINUING EDUCATION: To recognize Commissioner Murguia s Certificate of Completion for (16) hours of continuing education for 2017, pursuant to Section of the Local Government Code. [Murguia] The Certificate of Completion for Potter County Commissioner Mercy Murguia was so recognized. 15. LOCAL GOVERNMENT CORPORATION: To hear an update on the Local Government Corporation [Murguia] Commissioner Murguia gave a Local Government Corporation update to Commissioners Court. 16. POTTER COUNTY/PRPC: To consider and act upon Amendment No. 1 to interlocal agreement between Potter County & PRPC for Strategic Planning Professional Services [Murguia, Meyer] Dustin Meyers, Panhandle Regional Planning Commission, spoke before Commissioners Court. MOTION was made by Commissioner Vaughn: I move that we approve of the agreement between Potter County & PRPC for Strategic Planning Professional Services for the No. 1 interlocal agreement. SECOND was made by Commissioner Church. 17. RESOURCE OFFICERS FOR RIVER ROAD ISD. To consider for approval, an inter-local agreement with River Road ISD for two school resource officers to be staffed by the Potter County Sheriff. [Thomas] Brian Thomas, Potter County Sheriff, gave an explanation to Commissioners Court. MOTION was made by Commissioner Church: I move we approve the interlocal agreement with River Road ISD for two school officers to be staffed by the Potter County Sheriff s Office.

FORMAL BID RENEWAL: To consider and act upon renewing Formal Bid # Painting and Surface Refinishing Services with Palmer Painting Company, Inc. for an additional one year term from 5/1/2018-4/30/2019 as per bid contract. There is one more year of option to renew. [Shelton, Head] MOTION was made by Commissioner Murguia: I make a motion that we approve renewing Formal Bid # Painting and Surface Refinishing Services with Palmer Painting Company for an additional one year, May 1, 2018 through April 30, LAW ENFORCEMENT COMPLEX (LEC) PROJECT: To consider and act upon approval to authorize the County Purchasing Department to proceed with advertising and issuing requests for bids on the Demolition of the Old Potter County Sheriff Department Administration Facility (Formal Bid ) and the Landscape of the Old Potter County Sheriff Department Administration Facility (Formal Bid ). [Shelton, Head, Kiehl] Mike Head, Potter County Facilities Maintenance Director, gave an explanation to Commissioners Court. MOTION was made by Commissioner Vaughn: I move that we approve of the authorizing of the County Purchasing Department to proceed with advertising and issuing requests for bids on the Demolition of the Old Potter County Sheriff Department Administration Facility. SECOND was made by Commissioner Church. The Landscape of the Old Potter County Sheriff/Department Administration Facility (Formal Bid ) was passed at this time. 20. SURPLUS PROPERTY: To consider and act upon approving Purchasing to proceed with the auction of salvageable items remaining in the Old Potter County Sheriff Department Administration Facility. [Shelton] MOTION was made by Commissioner Murguia: I make a motion that we approve Purchasing to proceed with the auction of salvageable items remaining in the Old Potter County Sheriff Department.

ROOFING MAINTENANCE: To consider and act upon approving agreements for Planned Roofing Maintenance Programs with bi-annual maintenance beginning in on TexBuy Contract #RFP# for the following buildings: a. Potter County District Courts building in the amount of $6, per year. b. Potter County Courthouse building in the amount of $13, per year; c. Potter County Santa Fe building in the amount of $11, per year. Funds budget [Shelton, Head.] Mike Head, Potter County Facilities Maintenance Director, gave an explanation to Commissioners Court. MOTION was made by Commissioner Church: I move we approve the roofing maintenance contract with Techta America - the $ on the District Courts for a 5-year period, the planned maintenance on the County Courthouse $10,400.00, and Santa Fe $ POTTER COUNTY PROJECTS: To hear a report on various Potter County Projects and to take any action necessary. [Head] No Potter County projects report was given. 23. JAIL REPORT: To hear a report on the Potter County Detention Center and to take any action necessary. Jail population of 547 (84 female; 0 Childress) 85% felonies and 10% misdemeanors was given by Judge Tanner. 24. COUNTY INSURANCE ITEMS: To consider and act upon any insurance claims, accidents, etc. against the county. No insurance items were presented.

7 25. EXECUTIVE SESSION: To hold an executive session, if necessary, on the above agenda items as allowed by Chapter 551, Texas Government Code. No executive session was held. 26. AGENDA ITEMS: To receive agenda items for the next Commissioners Court.
