FLINT, MICHIGAN PHONE: (810) FAX: (810) QUINTIN WILLIAMS SUPERVISOR MEMO To: Chairman Omar Sims Government Operations Committee From: Quintin Williams, Drug Court Supervisor Date: October 20, 2014 RE: Approval of the contract Amendment between Catholic Charities; and approval of State and Federal Grant contracts for Adult Felony, Urban Drug Court Initiative and Family Dependency Drug Court programs. The Drug Court Program is requesting a roll call vote for the approval of the proposed contract amendment for a continuation of services with the current drug treatment provider, Catholic Charities per the 2 nd Renewal Option terms in exhibit C. Catholic Charities services are funded by the grants listed below. The Drug Court Program is also requesting a roll call vote for the approval to accept Federal and State grant funding for The Adult Felony ($190,000), Urban Drug Court Initiative ($220,000) and Family Dependency Drug Court ($138,000) programs. These grants are for a continuation of programming; no county match is required. I will be present at the meeting held on Wednesday, October 29th, at 9:00 am, to answer any questions if needed.

69 M E M O R A N D U M TO: FROM: Omar Sims, Chairperson Governmental Operations Committee David Leyton, Prosecuting Attorney DATE: October 24, 2014 RE: Prosecutor s Juvenile Abuse and Neglect Contract with DHS Background For many years, the Genesee County Prosecutor s Office has received Title IV-E funding through a contract with the State of Michigan to represent the Department of Human Services (DHS) in Family Court on child abuse and neglect cases, an essential function of our office. Essentially a non-matching grant opportunity, the revenue from this contract helps fund the activities of four assistant prosecutors, a secretary, and one managing assistant prosecutor for the portion of their work associated with child abuse and neglect cases. Title IV-E funds are earned on a reimbursement basis; there are no prepayments for services. The amount of reimbursement is based on a formula that takes into account the amount of legal services and their associated costs provided by the Prosecutor s Office to DHS. The first step to submit a budget application showing our costs and quantity of work was already been approved by the Board last year. Due to a series of ongoing grant extensions in the Spring and Summer of this year and new grant application software being implemented at the State level, we actually remain in application review stage. Upon this Board s approval to enter into a contract, we should be able to enter into a formal agreement with DHS within the next week or two.1 Action Requested: ROLL CALL VOTE to allow the Prosecutor s Office to enter into a contract with the State of Michigan s Department of Human Services for Title IV-E funds to provide legal services to DHS in Family Court on child abuse and neglect cases for the period of 11/01/2014 through 12/31/2015.

An audit of the EDC is required by Federal regulations and is required to be included as a component unit in the County s CAFR.

Thompson Assistant Corporation Counsel DATE: October 28, 2014 IN RE: Damaged military discharge records; payment of restoration invoice and execution of release The Clerk s Office is responsible for keeping and maintaining copies of military discharge records placed on file by Genesee County veterans. It was discovered that several of the older books of these records suffered water damage while in storage at the County s records storage vendor, Shue & Voeks, Inc. At this time, the damaged records have been restored by DFD, Inc., and the records have been returned to the Clerk s Office. The County has received an invoice in the amount of $36, from DFD. In addition, the County has received a check in the same amount from Shue & Voeks, along with a release agreement in which the County is asked to accept the check from Shue & Voeks in exchange for releasing Shue & Voeks from all liability related to the damaged records. At this time, Corporation Counsel requests approval for the Board Chairperson to execute the release agreement, and for the Controller to issue payment to DFD for the invoice. Execution of the release agreement and payment to the restoration vendor will be contingent upon clearance of the check from Shue & Voeks. The payment will essentially be a pass-through from Shue & Voeks to DFD. No County funding is necessary for this request. Page 1 of 1
