5 BE IT RESOLVED, by this Genesee County Board of County Commissioners ( this Board ) as follows: 1. This Board proposes that Genesee County, through this Board, will levy in 2016 the following millage rates for the following purposes: General Operating Emergency Medical Services Parks and Recreation Senior Citizen Services Uninsured Health Services Delivery System Veterans MSU Extension Animal Control Total Millage Proposed to Be Levied This Board will hold a public hearing for the purpose of receiving testimony regarding the above proposed millage rates at 9:00 a.m. on Monday, June 27, 2016, in the Willard P. Harris Auditorium, Genesee County Administration Building, Third Floor, 1101 Beach Street, Flint, Michigan, such hearing to be part of the meeting of this Board already scheduled for that time, date and location. 3. This Board adopts the statements made in the NOTICE OF A PUBLIC HEARING ON INCREASING PROPERTY TAXES (the Notice ), which Notice is attached to this Resolution and incorporated herein by reference. 4. The County Clerk/Register ( the Clerk ) is directed to obtain on behalf of the County publication of the Notice no later than Sunday, June 19, 2016, in The Flint Journal (the Journal ), the Journal being hereby found by this Board to be a newspaper of general circulation within the County. 5. The Clerk is further directed to obtain publication of the Notice in the Journal in accordance with the INSTRUCTIONS TO NEWSPAPER, which Instructions appear on the attached Notice and are incorporated herein by reference.

The Clerk is further directed to send the Notice to all newspapers circulated within the County, and to do so prior to the public hearing date of Monday, June 27, This Board s Coordinator is directed to provide any notices of the above provided for public hearing, additional to the notices above directed to be provided by the Clerk, as may be required by the Open Meetings Act, MCL et seq. 7 DIRECTIONS FOR PUBLICATION OF NOTICE OF A PUBLIC HEARING ON INCREASING PROPERTY TAXES The Notice is to be published in The Flint Journal on or before June 19, It is to be published as a display advertisement in an area other than the legal notices or classified advertisement portions of the newspaper. The Notice is to be not less than 4 inches wide and not less than 8 inches in vertical measurement, although as near to 8 inches in vertical measurement as reasonably practical from a layout standpoint. The two line headline is to be in not less than 18-point type. The remaining text is to be in not less than 12-point type.

8 Notice of Public Hearing on Increasing Property Taxes The Genesee County Board of County Commissioners of Genesee County, Michigan will hold a public hearing on a proposed increase of mills in the operating tax millage rate to be levied in The hearing will be held on Monday, June 27, 2016 at 9:00 a.m. at the Genesee County Administration Building Harris Auditorium, 1101 Beach Street, Flint, Michigan Action on the proposed additional millage will be taken at the County Board meeting that follows this public hearing. If adopted, the proposed additional millage will increase operating revenues from ad valorem property taxes 2.97% over such revenues generated by levies permitted without holding a hearing. If the proposed additional millage rate is not approved the operating revenue will decrease by 2.11% over the preceding year s operating revenue. The taxing unit publishing this notice, and identified below, has complete authority to establish the number of mills to be levied from within its authorized millage rate. 9 COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN WHEREAS, the Director-Coordinator of the Genesee County Metropolitan Planning Commission ( GCMPC ) has requested the following fund transfers within the Community Development Program Funds: Recapture $9, from 2012 Genesee Township Demolition, Activity #1950; Transfer $110, from 2015 Davison Township Sidewalk Improvements, Activity 2131, to 2015 Davison Township Court Street Sidewalk; Transfer $43, from 2015 Davison Township Sidewalk Improvements, Activity 2131, to 2015 Davison Township Community Seating/Park Improvements; Transfer $23, from 2010 Metro Community Development Affordable Mortgage Program, Activity 1981, to 2016 Metro Community Development Affordable Mortgage Program; Transfer $20, from 2013 Metro Community Development Affordable Mortgage Program, Activity 2041, to 2016 Metro Community Development Affordable Mortgage Program; and Transfer $5, from 2013 Tenant Based Rental Assistance Program, Activity 2045, to 2015 Tenant Based Rental Assistance Program, Activity NOW THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that, for the reasons explained in the memorandum request dated June 6, 2016, on file with the minutes of the June 6, 2016, meeting of the Community and Economic Development Committee, the requested fund transfers are approved, and the GCMPC is authorized to transfer the funds. BE IT FURTHER RESOLVED, that this Board finds that extenuating circumstances exist supporting waiver of the hiring freeze, and directs the Director of Human Resources to have the necessary personnel position number created, as necessary, for said position and to commence the hiring process so that the position may be filled as soon as practicable in accordance with County policy and any applicable collective bargaining agreement. BE IT FURTHER RESOLVED, that this position shall be eliminated, without further directive from this Board, upon the loss of Community Corrections grant funding that supports the position. 26 BE IT RESOLVED, that this Board of County Commissioners of Genesee County, Michigan, ratifies the expedited action taken on June 1, 2016, by the Human Services Committee of this Board approving the request by the Executive Director of the Genesee County Community Action Resource Department to authorize the submission of a supplemental application for funding in the amount of $156,627 for the Head Start and Early Head Start Grant, said supplemental application being necessary due to a cost of living increase in the Head Start and Early Head Start grants in the amount of 1.8% (a copy of the memorandum request dated June 1, 2016, and supporting documents being on file with the official records of the June 1, 2016, meeting of the Human Services Committee of this Board), and both the Executive Director and the Chairperson of this Board are authorized to execute the supplemental application on behalf of Genesee County. 29 BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Health Officer to authorize travel and overnight lodging for Sandra Manssur to attend the 15 th Philadelphia Trans Health Conference in Philadelphia, Pennsylvania, June 9 11, 2016, at no cost to the County, is approved (a copy of the memorandum request dated June 1, 2016, and supporting documents being on file with the official records of the June 1, 2016, meeting of the Human Services Committee of this Board). 30 BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Office of Senior Services to terminate the Professional Services Contract between Genesee County and Gabridge & Company, PLC ( Gabridge ) prior to its expiration, said termination to be accomplished pursuant to the terms of the contract, is approved (a copy of the memorandum request dated May 23, 2016, and supporting documents being on file with the official records of the June 1, 2016, meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized to sign the written termination notice to Gabridge.
