President s Message Dear Members, I hope everyone enjoyed their time off from work or from students during Winter Break. It is hard to believe that we are moving into the second half of this school year already. But there is still a lot to happen between now and June. Our new E Board is ready to come on board and get busy making 2014 the best year for CSEA and Chapter 439. Negotiations are continuing and your team is hard at work protecting your rights and working with the district to create the best contract for the members. Also, just a reminder that if you have questions or concerns to please contact either myself or any member of the Executive Board. We want you to have the informationn you need. Our E Board works diligently and voluntarily to help DUSD run smoothly. 2 CSEA 439 NEWLINE JANUARY 2014 COMMITTEE 411 It is time for members to sign up to serve on committees for the 2014 year. Below is a list of the various committees & their descriptions. If you are interested in potentially serving on a committee, there will be a sign up sheet at the General Meeting on January 8. Auditing Committee: This committee receives and audits the books and records of the Treasurer immediately after the close of each fiscal year. The President may direct an audit at other times during the year. Findings are reported to the membership at a General meeting. Elections Committee: This committee shall supervise and assist in the preparation, distribution and counting of the ballots in all elections (including contract ratifications) within the Chapter and certify the results to the Chapter President. Membership Committee: The duty of this committee is to strive for 100% CSEA membership within the represented bargaining unit(s) and to prepare and execute a program designed to secure new members and stimulate membership attendance at Chapter meetings on a regular basis. Political Action Committee: This committee keeps us informed of the political issues affecting members. Meeting candidates for office is sometimes necessary. Scholarship Committee: This committee shall meet once the applications for the Teresa Harrington Scholarship have been received and will review all applications and determine who the recipients of the award are. (Note: Parents or relatives of scholarship applicants are not eligible to sit on this committee during the year their student is applying). Negotiations Committee: This committee is appointed by the Chapter President and it is the duty of this committee to 1) research issues & prepare & submit initial bargaining proposals for review & approval 2) Negotiate the contract (including re-openers & modifications) for and on behalf of the Chapter 3) Keep the Executive Board & membership informed on the progress of negotiations and 4) Ensure all bargained agreements are submitted for ratification of the bargaining unit. Whether you trying to shed some excess weight or get rid of your carb loving tummy; low carb night time meals are the way to go! Ingredients 3 zucchinis 1 cup tightly packed basil leaves 1/4 cup loosely packed parsley 1 clove minced garlic 1/4 cup grated carrot 1/2 cup (4 oz.) fat free ricotta cheesee 1/8 cup grated Parmesan cheese 1 tbsp hot water 1 tbsp lemon juice 1/4 tsp salt 1/4 tsp black pepper Directions Preheat the oven to 450 F. Wash each zucchini thoroughly. Cut off the ends and then cut each one in half. Then cut each half lengthwise so you have 12 pieces of zucchini total. With a spoon, scoop out the seeds and compost them, or use them to make soup broth. Place the zucchini boats on a lightly oiled cookie sheet. Now you re ready to make the filling. Chop the basil and the parsley and place it in a bowl with the garlic, grated carrot, ricotta, Parmesan, water, lemon juice, salt and pepper. Mix it thoroughly. Now fill each boat with the creamy mixture, pressing it down with the back of a spoon. Bake for 20 minutes, or until the zucchini is tender. Serve warm and enjoy. Get Connected with... 4 CSEA 439 NEWLINE JANUARY 2014 Glossary of Term: Weingarten Rule Weingarten Rights: In 1975 the United States Supreme Court, in the case NLRB v. J. Weingarten Inc. 420 US 251 (1975), upheld a National Labor Relations Board decision that employees have a right to union representation at investigatory interviews. During the investigatory interview, the Supreme Court has ruled that 3 rules apply: Weingarten Rule # 1 The employee must make a clear request for union representation before or during the interview. The employee cannot be punished for making the request. Weingarten Rule # 2 After the employee makes the request, the employer make choose to: 1. Grant the request and delay questioning until the union representative arrives and has a chance to consult privately with the employee; 2. Deny the request and end the interview immediately; or 3. Give the employee a choice of having the interview without representation or ending the interview. Weingarten Rule # 3 Denial of Representation If the employer denies the request for union representation, and continues to ask questions, it commits an unfair labor practice and the employee has a right to refuse to answer. The employer may not discipline the employee for such refusal. That, too, is an unfair practice. * The employee should respond to questions by saying I am not comfortable answering that without representation. The right of an employee to the presence of a union representative at a meeting with the employer if he or she has a reasonable expectation that discipline may result. Q: If the Request for Representation is denied... Can the employee just leave the meeting if they have been denied representation or if a representative is not available? A: No, leaving the meeting could be considered insubordination.
