AGRICULTURE REPORTS Members Reports Councillor A. Heinrich reported on: Budget passed. Vivian Krause presentation. Bighorn Country. Reeve B. Guyon reported on: Vivian Krause presentation. Bighorn Country. Map of oilfield activity. B. Guyon left the meeting at 10:11 a.m. and returned at 10:12 a.m. with a map showing the oilfield activity within Brazeau County boundaries. Member at Large M. Mueller reported on: Bighorn County. Member at Large D. Ekstrom reported on: Bighorn Country. Grazing leaseholder meeting. Mandatory training now in effect for Class 1 & 2 drivers licenses, which includes agricultural producers. Significant costs and time associated with training. Page 2 of 6
3 Member at Large D. Movald reported on: ALUS meeting one new project approved for Attended a mental health session hosted by Breton FCSS & Breton Ag Society. Day to day farming. Mild weather helps stretch the feed out. Councillor S. Wheale reported on: Cows are home. Resigned from Prime Minister s Youth Council. 174/18 Moved by D. Ekstrom to receive the Members Reports for information. Manager of Agricultural Services and Assistant Agricultural Fieldman s Reports November/December 2018 D. McCann provided a verbal review of the Agricultural Fieldman Report. Budget was wrapped up this week. D. McCann attended In-Service-Training (IST) in Calgary. An interesting topic at IST was the heat tolerance of Angus cattle in Alberta compared to in Brazil. She advised W. Noga has accepted another position outside of the County with his last day being December 21, Recruitment for the Assistant Agricultural Fieldman position is ongoing and the job posting closes January 4, D. McCann provided a verbal review of the Assistant Agricultural Fieldman Report. The working well workshop was well attended. Currently working on year-end reports for ALUS and fielding ALUS inquiries. Members asked about the P&D green sheets noted on the Agricultural Fieldman Report. The Planning & Development (P&D) Department sends referrals for certain applications to the Community Services Department to comment on soil types so they can determine suitability for subdivision applications and some development permit applications. 175/18 Moved by A. Heinrich to receive the Agricultural Fieldman Report and the Assistant Agricultural Fieldman Report for information. Page 3 of 6
4 OLD BUSINESS Fertilizer Spreader Specifications D. McCann provided a hand out with fertilizer spreader specifications with the original quote for the 10 tonne spreader, and additional pricing and specifications provided for a 5 tonne and an 8 tonne spreader. It was recommended that a minimum 3 tonne truck be used to pull the unit when loaded. This is not for a capacity reason, but rather for braking reasons. Rental equipment purchases, with exception of the cattle squeeze, were moved to the 2020 budget. In accordance with the purchasing policy, three quotes are required prior to purchase. Members asked about the potential usage of the spreader, noting that a roller and spreader are limited to seasonal use. The spreader could possibly also be used for seeding as well as fertilizing. Members discussed the cleaning processes and liability. 176/18 Moved by B. Guyon to receive for information. Letter to Ministries Regarding Bighorn Country Proposal Members discussed the draft letter to the Minister of Environment and Parks concerning the Bighorn Country proposal. Members suggested checking with the County s GIS department to confirm if any private lands are encompassed in the proposed area. Crown Lands have provided additional agricultural subsidies for our producers. It was suggested to reiterate Council s recommendation for the removal of Brazeau County from the Bighorn Country proposal. It was suggested to mention that the agricultural sector feeds all the people and doesn t need any more barriers. Weed control on public lands have been a serious challenge and will continue to be a challenge with more traffic on public lands. It was suggested to include the example of Federal Parks with little or no weed control. A Bighorn Country Proposal meeting is scheduled for January 7, 2019 in Drayton Valley. D. McCann summarized the suggested changes to the letter as: remove the last sentence of second paragraph, tie in weed control issues, mention how industry benefits our agricultural producers, request removal of Brazeau County from the proposal area, address the business of ag and the challenges, sustain industry, and stop putting barriers in place. 177/18 Moved by A. Heinrich to amend the letter with the changes as discussed and the revised letter to the ASB members for approval and signature by the Chairperson as soon as possible. Page 4 of 6
5 PUBLIC INPUT Public Input Session S. Wheale opened the floor for public input at 11:00 a.m. No members of the public were in attendance and the public input session was closed at 11:00 a.m. S. Wheale left the meeting at 11:03 a.m. and A. Heinrich assumed the chair. 178/18 Moved by B. Guyon to work with Administration to create a template letter for residents to submit in opposition of the Bighorn Country, with an agricultural flavor and room for additional comments, and to provide a copy of the letter to ASB members to distribute to residents. ASB Provincial Conference Attendance Confirmation Registration deadline is December 21, Hotel rooms are booked for all members. Administration will adjust hotel bookings and conference registrations according to confirmed attendance. B. Guyon, M. Mueller, D. Ekstrom (no hotel room required), and A. Heinrich all confirmed attendance. D. Movald is not available. Administration will confirm attendance with S. Wheale & M. Schwab. NEW BUSINESS ITEMS FOR INFORMATION No new business. Correspondence/Items for Information Mountain Pine Beetle Members discussed the forwarded to the ASB via Council from the President and CEO of the Alberta Forest Products Association. The is asking for letters of support to be sent to the local MP and Minister of Natural Resources Canada to support federal funding to contain the Mountain Pine Beetle. 179/18 Moved by B. Guyon to send a letter on behalf of the ASB. Hayes Family Thank You Letter The thank you letter was provided for information. Drayton Valley & District Agricultural Society Card The card was provided for information. Members asked how many Agricultural Societies are in Brazeau County and discussed financial contributions toward agricultural societies and events. Page 5 of 6
6 2019 Meeting Schedule DRAFT Members discussed the MPC meeting schedule conflicts and suggested to start all ASB meetings at 1 p.m. in the new year, to avoid conflicts with other meetings. It was also noted the March 20, 2019 ASB meeting conflicts with the RMA spring conference. 180/18 Moved by B. Guyon to approved the 2019 ASB Meeting Schedule with the change from March 20 to March 13, 2019 and change all ASB meetings to a 1:00 p.m. start time with 2:00 p.m. for public input sessions. 181/18 Moved by D.
