3 DRAFT FINANCE/PERSONNEL COMMITTEE December 9, 2008 De Pere, Wisconsin A regular meeting of the Finance/Personnel Committee of the City of De Pere was held at 7:30 p.m. on December 9, 2008 in the City Hall Council Chambers. Members present: Mayor Walsh, Alderpersons Daniel Robinson, Paul Kegel, Kathleen Van Vonderen and Carl Castelic. Also present: Alderperson Michael Donovan, City Administrator Lawrence Delo, City Attorney Judith Schmidt Lehman, Director of Human Resources Jackie Nystrom, Fire Chief Bob Kiser, Police Chief Derek Beiderwieden, Director of Public Works Scott Thoresen, Director of Planning and Economic Development Ken Pabich, Finance Director Joe Zegers, Building Inspector David Hongisto and Director of Parks and Recreation Marty Kosobucki. AGENDA ITEMS #1 THROUGH #16 ITEM #1. Roll Call. All members present. ITEM #2. Approval of the November 11, 2008 minutes of the regular Finance/Personnel Committee Meeting. Moved by Alderperson Kegel to approve minutes of the November 11, 2008 Finance/Personnel Committee Meeting with noted correction to item #7, to indicate purchase of two chairs. Motion seconded by Alderperson Castelic. Motion carried. ITEM #3. Fire Department Overtime Report for the month of November Correction to report was the addition of page three. Alderperson Van Vonderen inquired as to the explanation of categories of numbers. Fire Chief Bob Kiser responded with explanation of reporting. Chief Kiser distributed additional information regarding overtime history. He also explained the change in standby procedure since Motion was made by Alderperson Van Vonderen to approve the overtime report for the month of November Motion seconded by Alderperson Castelic. Motion carried. ITEM #4. Police Department Overtime Report for the month of November Motion was made by Alderperson Castelic to approve Police Department Overtime Report for the month of November Motion seconded by Alderperson Robinson. Motion carried. ITEM #5. Engineering Department Overtime Report for the month of November Moved by Mayor Walsh to approve the Engineering Department Overtime Report for the month of November Motion seconded by Alderperson Robinson. Motion carried. ITEM #6. Consider Celebrate De Pere s request for donations to cover the costs associated with - 1 -
4 DRAFT Celebrate De Pere 2009: A. Parks, B. Public Works, C. Police. Motion was made by Alderperson Kegel to approve Celebrate De Pere s request for donations to cover the costs associated with Celebrate De Pere. Motion seconded by Alderperson Van Vonderen. Motion carried. ITEM #7. Consider Offer to Purchase Parcels WD-1375 and WD-1376 submitted by Nicolet Real Estate. Motion was made by Alderperson Van Vonderen to authorize staff to negotiate offer to purchase with conditions listed in staff memo. Motion seconded by Alderperson Robinson. Motion carried. ITEM #8. Consider emergency repair of eleven unit heaters at the MSC to be funded from the Contingency Fund. Alderperson Robinson questioned if there are other areas we also need to look at given the large amount of units now tagged as operating inappropriately, that may have not been found by the previous prevention maintenance company. Parks and Recreation Director Marty Kosobucki answered explaining how these repairs were found and the overall preventative maintenance process. Motion was made by Alderperson Kegel to approve emergency repair of eleven unit heaters at the MSC to be funded by the Contingency Fund. Motion seconded by Alderperson Castelic. Motion carried. ITEM #9. Consideration of 2008 Non-Represented Market Study Salary Survey. Human Resource Director Jackie Nystrom explained the details of the Non-Represented Market Salary Survey and that the overall pay plan is at 99% of market. She also explained that there were adjustments needed for six positions. She responded to questions from Alderpersons Van Vonderen and Robinson. Mayor Walsh motioned to approve market study and recommendation with Director of Public Works position moving to grade 14 with no impact on current employee pay. Motion seconded by Alderperson Castelic. Motion carried on a roll call vote. ITEM #10. Consideration of 2009 Cost of Living Adjustment for Non-Represented Employees. City Administrator Lawrence Delo offered an explanation of cost of living adjustment. City Administrator Delo also provided additional information regarding building inspector s request. Motion was made by Mayor Walsh to approve a 3% cost of living adjustment increase for nonrepresented employees and to consider building inspectors request in the future. Alderperson Castelic asked about the longevity component in the pay plan. Motion previously made seconded by Alderperson Robinson. Motion carried. ITEM # 11. Consideration of 2009 Park Department, Public Works and Other Non-Represented Employee Pay Recommendations
5 DRAFT Motion was made by Mayor Walsh to approve 2009 Park Department, Public Works and Other Non-Represented Employee Pay Recommendations. Seconded by Alderperson Robinson. Motion carried. ITEM #12. Discussion regarding city owned house. City Administrator Lawrence Delo offered information regarding options for use of city owned house. One option is to continue to try and lease building or if there is an interest in the city working with an organization to use it for a family that is currently homeless. The intent would be that a third party would handle the details; we would just be the owner of the property. Additional research would have to be done by staff on the idea and more information would have to be gathered. Administrator Delo asked if the concept is something the committee is interested in. Alderperson Robinson expressed he thought it was a great idea and that there is a need for transitional housing in the area. Perhaps Freedom House or the Economical Partnership for Housing would be a place to start. Alderperson Von Vonderen also expressed it was an excellent idea, noting it makes sense to use it for a great cause. Additional information will be gathered by staff in the coming months. ITEM #13. Public comment and announcements. None ITEM #14. Future agenda items. None ITEM #15. Discussion of tentative successor collective bargaining agreements with Municipal Employee s Association, Engineering Employee s Union and Professional Firefighter s Association. Motion was made by Alderperson Van Vonderen to go into closed session. Motion was seconded by Alderperson Robinson. Motion carried on a roll call vote. Motion was made to return to regular order of business by Mayor Walsh. Motion seconded by Alderperson Castelic. Motion carried on a roll call vote. Motion was made by Mayor Walsh to accept agreements with Municipal Employees Association, Engineering Employee s Union and Professional Firefighters Association. Motion seconded by Alderperson Robinson. Motion carried. ITEM #16. Adjournment. A motion was made by Mayor Walsh to adjourn the meeting. Motion was seconded by Alderperson Van Vonderen.
