1 MINUTES OF REGULAR MEETING OF THE CITY COUNCIL CITY OF BLACK JACK OLD JAMESTOWN ROAD June 20, :00 pm ROLL CALL The City Clerk called the roll and the following members were present: Councilman Krank Councilwoman Muller Councilman White Councilman Allen Councilman Grady Councilman Steigerwald Councilman Hinkle Councilwoman Watkins-Austell arrived at 7:07 pm EXCUSED The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:00 p.m. PUBLIC HEARING PRESENTATION Mayor McCourt read in its entirety, a plaque for former Councilman Albert Schroeder. Councilman Schroeder is the City s longest serving City Official. The plaque will be presented at a later date. PROCLAMATIONS APPROVAL OF MINUTES Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of May 16, Councilman White moved to amend the minutes by correcting 501(c)(3). The minutes were approved as amended. COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC Felicia McCain 5427 Priorybrook. Ms. McCain inquired about the light pole in front of her home that has been out for some time. Mayor McCourt and audience member, Mr. Jerry Wientrode 375 Uthe, advised that she should contact Ameren Missouri and provide the pole number and they will come out to correct the issue. 1

2 MAYOR S REPORT 1. Mayor McCourt advised that he received a letter from Mr. Scott Haynes from the Walgreens Corporate office in response to a letter he previously sent. The letter was concerning the exterior appearance of the Walgreens store. Mr. Haynes advised that they have begun the process to remedy the problem. 2. He forwarded a memo to the City Council concerning the appointment of Committee members. 3. For the month of May, there were 14 home occupancy permits issued and 16 apartments. 4. For the month of May, 2017, based on revenue vs expense, Court was down $3, In May, 2016, court was down $1, On Saturday, June 24th from 10 am to noon, St. Louis Community College at Florissant Valley will have an open house. The event will be held in the Terry M. Fischer room. Come meet their enrollment staff, explore their programs, tour the campus, etc. OFFICIALS Councilman Hinkle advised that he spoke with the City Clerk of the City of Florissant concerning their process of running their annual festival. She advised that they have an organization that is responsible for their entire event. She will provide him with information. He had not received a response from the City of Hazelwood yet. REPORTS FROM COMMISSIONS/BOARDS COMMITTEE 1. Councilman Krank advised that the Safety and Loss Prevention Committee met and continued discussion on equipment use and maintenance and how to identify signs of a heat stroke. 2. Councilman Steigerwald advised that he spoke with Patricia Grubb, Administration and Finance Manager, to distribute a flyer to the current tennis participants for consideration for a second round to begin July 15 th. SPECIAL COUNSEL UNFINISHED BUSINESS 1. Bill #1195, entitled, AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF BLACK JACK AMENDING CHAPTER 10 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI BY ADDING A NEW ARTICLE XIII ENTITLED SHORT TERM RENTAL PROPERTIES was read for the second time. Councilman Krank moved to place Bill #1195 on its passage. Motion was seconded. 2

3 Councilman Allen moved to amend Bill #1195 line 155 by, adding the words cell phone number and driver s license number. Motion was seconded and passed when a poll of the Council produced the following vote: Councilman Krank moved to place Bill #1195 on its passage as amended. Motion was seconded and passed when a poll of the Council produced the following vote: Bill #1195 became Ordinance # Bill #1196, entitled, AN ORDINANCE ADDING A NEW ARTICLE XIII TO CHAPTER 6 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI PERTAINING TO FENCES was read for the second time. Councilwoman Muller moved to place Bill #1196 on its passage. Motion was seconded. Councilwoman Muller moved to amend Bill #1196 as follows: Line 68 - $25.00, Line days, and Line $ Motion was seconded and passed when a poll of the Council produced the following vote: Councilwoman Muller moved to place Bill #1196 on its passage as amended. Motion was seconded and passed when a poll of the Council produced the following vote: Bill #1196 became Ordinance # Bill #1197, entitled, AN ORDINANCE AUTHORIZING THE CONVEYANCE TO MSD OF CERTAIN REAL PROPERTY HAVING AN ADDRESS OF OLD JAMESTOWN ROAD was read for the second time. Councilwoman Watkins-Austell moved to place Bill #1197 on its passage. 3

4 Motion was seconded and passed when a poll of the Council produced the following vote: Bill #1197 became Ordinance #1110 PENDING LEGISLATION: CC Councilman Hinkle moved to place Resolution # under Resolutions and assigned Councilman Allen as the sponsor and Resolution # under Resolutions and assigned Councilman Steigerwald as the sponsor. Motion was seconded and passed when a poll of the Council produced the following vote: NEW BUSINESS: RESOLUTIONS: 1. Resolution #170601, entitled, A RESOLUTION OF THE COUNCIL OF THE CITY OF BLACK JACK, MISSOURI GRANTING THE ISSUANCE OF LIQUOR LICENSES TO VARIOUS BLACK JACK BUSINESSES PURSUANT TO CHAPTER 4 OF THE CODE OF ORDINANCES, CITY OF BLACK JACK, MISSOURI SUBJECT TO CONDITIONS was read in its entirety. Councilman Allen moved to place Resolution # on its passage. Motion was seconded and passed when a poll of the Council produced the following vote: Resolution # is attached and made a part hereof 2. Resolution #170602, entitled, SALARY/WAGE FOR CERTAIN CITY OF BLACK JACK, MISSOURI EMPLOYEES FOR FISCAL YEAR 2018 was read in its entirety. Councilman Steigerwald moved to place Resolution # on its passage. Motion was seconded and passed when a poll of the Council produced the following vote: 4

5 Resolution # is attached and made a part hereof MISCELLANEOUS CC 1. Councilman Krank moved to award the bid for Asphalt Repair at City Hall in the amount of $84, to Dura Seal Paving of Barnhart, Missouri. Motion was seconded and passed when a poll of the Council produced the following vote: 2. Councilwoman Muller moved to approve the destruction of non-court related Financial Records. Motion was seconded and passed when a poll of the Council produced the following vote: 3. Councilwoman Muller moved to deny C.H.A.M.P. Assistance Dogs request to waive their annual Business License fee of $ Motion was seconded and passed when a poll of the Council produced the following vote: Councilman Allen yes Councilman Steigerwald no 4. Mayor McCourt advised that pursuant to the City s Code of Ordinances, there will not be a City Council meeting on the first Tuesday in July. 5. Councilman Steigerwald moved to reappointment members to the Boards and Commissions as presented. Motion was seconded and passed when a poll of the Council produced the following vote: 5

6 6. Councilwoman Muller advised that former City of Black Jack volunteer, Carl Lahney s, wife passed away last week. Also, stated that the Father s Day Juneteenth celebration was great and that the City of Black Jack was well represented. 7. Councilman White acknowledged one of his constituents in the audience, Ms. Ann Marie. This was her first time attending a City Council meeting..
