2 Public Works Commission Regular Meeting Synopsis September 13, 2018 REPORTS FROM PRIORITY AGENCIES Dr. Pressman was not present. Assistant Director Gil Borboa gave a brief MWD Report. 2. Public Feedback Process for La Cienega Park & Recreation Complex Director of Community Services Nancy Hunt-Coffey, reported on the process for gathering feedback related to the possible work to be done at the location Chair s Report Taken out of Order Chair Felsenthal made suggestions to improve efficiency in the Public Works Commissions procedures with regard to Liaison Meetings. Chair Felsenthal spoke about the importance of apprising community groups about issues being discussed within the Public Works Commission. Chair Felsenthal commented about the percentage of Will Serve Letters being evaluated from West Hollywood and requested information from staff on the impacts of their usage. Updates on Fiber Optics installation and Emergency Preparedness were requested. CONTINUED BUSINESS 3, Capital Projects Update City Engineer Daren Grilley updated the Commission on the Capital Improvement & Project items. Major 4. Water Reliability Charges Public Works Director Shana Epstein, explained the Water Reliability item was not discussed at the recent Liaison Meeting due to a misconception of what the Water Reliability Charge was going to be and how it was calculated. General Fund subsidies were discussed. Significant investment is necessary to get up and running by The cash flow is necessary to fund the capital expenditures. Scenarios were developed to meet the cash flow requirements and the four alternatives presented, show the average bill impacts. Speaker: Lauren Meister, City of West Hollywood Councilmember The Commission took a break at 10:31 am The Commission returned at 10:45 am Motion: AYES: NOES: MOVED by Commissioner Alpert, SECONDED by Commissioner Greer that the Public Works Commission recommend to City Council that the Water Reliability Charge not be funded with a direct loan from the General Fund for the purposes of cash flow management, rather the Commission directs the staff to prepare and present to City Council a range of amortized subsidy options for the Water Reliability Charge that represents consideration of consumer impacts (5-0). 3 Public Works Commission Regular Meeting Synopsis September 13, Update Submeters and Residential Irrigation Meters Assistant Director of Public Works Gil Borboa and Water Conservation Administrator Debby Figoni reported on the development of the two program initiatives and their progress. 6. Water Will Serve Letters/Application Request Form Update Assistant Director of Public Works Gil Borboa and Water Resources Manager Vince Damasse reviewed the changes that have been made to the documents contained in the packet for the Will Serve process. Staff agreed to update the Will Serve document and report back quarterly on the development activity. NEW BUSINESS 7. Clean Power Alliance Selecting a Default Renewable Energy for Beverly Hills (Taken out of Order) Environmental Compliance and Sustainability Manager Josette Descalzo briefed the Commission on a minor change from the previous report on this topic. The projections for Edison s rates are lower and the cost for renewable energy is higher so the CPA is taking a conservative estimate making the discounted rate less in this year s projections. Motion: MOVED by Commissioner Greer, SECONDED by Vice Chair Aronberg to affirm remaining with the selection of the 50% Renewable Energy tier product for Beverly Hills (5-0). AYES: NOES: Commissioners Alpert, Greer, Wolfe, Vice Chair Aronberg, Chair Felsenthal CARRIED 8. Single-Use Plastic Straw Restriction Legislative Update Environmental Compliance and Sustainability Manager Josette Descalzo gave an informational update on the current legislative action banning plastic straws in some eating establishments and updated the Commission on the showing of a documentary on the topic on September 27, Performance Measures This item was tabled until the October 11, 2018, Public Works Commission Meeting. 4 Public Works Commission Regular Meeting Synopsis September 13, 2018 o The Commission requested a future discussion on the role of staff and commissioners and the use and efficiency of consultants. COMMUNICATIONS FROM STAFF 13. Director s report An update was given on the Arkell Drive water main break as well as other water main projects and concerns. The upcoming MWD Inspection Trip was reviewed. The focus group for La Cienega Park will be taking place soon and it has been requested we send two representatives to participate. Chris Hertz, Director of School Safety, spoke regarding school safety measures. 6 Health and Safety Commission Regular Meeting Synopsis September24, 2018 Beverly Hills Police Department Sergeant Eric Olson discussed school safety and being able to text 91 1 in Beverly Hills. The Commission discussed runner and pedestrian safety. Sergeant Olson stated that the number to report non-emergency incidents or issues is Chair Demeter discussed neighborhood watch groups and Sergeant Olson advised to contact for additional information. The next Cops, Cars & Coffee event will take place on October 13, 2018 from 8:00 AM 10:00 AM. David Gingold made a public comment regarding disabled parking spaces. CONTINUED BUSINESS 1. Health and Safety Recognition Program Beverly Hills Public Library Homebound Program Chair Myra Demeter honored AsherWaxman, Charles Coffman, Ed Bautista, Ida Nalbandian, Max Koretskiy, and Steven Chavez from the Beverly Hills Public Library Homebound Program. More information is available on HPPLor or by calling Cannabis and Toxicology Presentation Dr. Patil Armenian, MD, Research Director, Associate Professor of Clinical Emergency Medicine & Toxicology at UCSF-Fresno, provided a presentation to the Commission on drug use, marijuana edibles, opioids, and other items related to drug toxicology. 3. Smoking Update Michael George, Management Analyst, updated the Commission on smoking related issues. Proposition 56 Grant will be used for anti-smoking initiatives, including a survey, ambassador services, and creating public awareness. Kris Zagyva, Operations Manager for Block by Block, mentioned how the ambassador program can help impact smoking regulations and to contact to report smoking issues. Cedars-Sinai has established a smoking cessation program from July 1, 2018 until June 30, 2019 for 25 Beverly Hills residents free of charge. 4. Disaster Preparedness Luis Gonzalez, Administrative Intern, shared that cash is always best for disaster donations and to utilize a trusted source like Red Cross or the National Voluntary Organizations Active in Disaster Jjdog. Wil Master, a disaster relief volunteer, made a public comment that cash is best to donate. 5. Great Shakeout Luis Gonzalez, Administrative Intern, spoke about the Great ShakeOut earthquake drill on October 18, 2018 at 10:18 AM. More information can be found at
7 Health and Safety Commission Regular Meeting Synopsis September24, 2018 NEW BUSINESS 6. La Cienega Park and Recreation Complex Public Outreach Nancy Hunt-Coffey, Director of Community Services, requested the Commission s and the public s feedback on the possible development of La Cienega Park and Recreation Complex. This item was heard third. 7. Mosquito Prevention Pamela Mottice-Muller, Director of the Office of Resilience, spoke regarding mosquito threats and preventive measures. (Commissioner Lurie moved to propose a recess, Vice Chair Ross seconded the motion. There was a recess from 6:12 PM to 6:16 PM.) The Dangerstoppers: Fight the Bite video was shown. Commissioner items - Commissioner Nazarian mentioned the benefit of travel insurance. 9 Human Relations Commission Special Meeting Synopsis September 26, 2018 REPORTS FROM PRIORITY AGENCIES Beverly Hills Unified School District - Board Member Isabel Hacker updated the Commission on events going on at the Beverly Hills High School. The High School is offering training on depression and suicide prevention. Students are receiving access to a program called SOS, Signs of Suicide, a prevention program. Beverly Hills Police Department - No representative was available to attend. CONTINUED BUSINESS 2. Tenant Landlord Forum - James R. Latta, Human Services Administrator, updated the Commission on inquiries from tenants and landlords. The City has a new mediation contract with Loyola Marymount University and makes it available to resolve any issues businesses, tenants or landlords are having. - Rachel Evans, Human Services Specialist, informed the Commission that Rent Stabilization is currently working on updating the Tenant Landlord Rights and Responsibilities Handbook with the suggestions the Commission recommended last month and staff will bring the updated Handbook to the October Commission meeting, if complete. Chair Berman requested the Handbook be sent in advance for reviewing. 3. Random Acts of Kindness Program The Commission spoke about the Random Acts of Kindness they encountered this month. - Vice Chair Saleh gave a shout-out to Commissioner Myra Lurie from the Health & Safety Commission for her act of kindness in bringing the program Beverly Hills Music Mends Minds to the seniors at Roxbury Community Center. This program had the support of the City of Beverly Hills in addition to the Rotary Club. - Chair Berman reiterated a story where, after parking her car, a gentleman kept calling after her to remind her to put money in the meter. 4. Embrace Civility Award The Commission reviewed and discussed the eleven (11) complete nominations submitted for the 2018 Embrace Civility Award and voted for the submission that best fit the criteria. MOTION by Levyn, SECONDED by Friedman to have the 2018 Embrace Civility Award presented to both nominee number 2 and nominee number 9. 10 Human Relations Commission Special Meeting Synopsis September26, Civility Month Chair Berman informed our school board representative, Ms. Hacker, that the Commission created Bully Free Zone banners in each of the school s colors in honor of Civility Month. Chair Berman and Vice Chair Saleh will be attending the September 27 PTA Council Meeting to deliver the banners. NEW BUSINESS 6. Welcoming New Residents to the Community - James R. Latta, Human Services Administrator, updated the Commission on former Commissioner Rochelle Ginsburg s request for promoting positive Human Relations in the City by welcoming new residents to the Community. The Commission agreed the best means would be use the Tenant Landlord Rights and Responsibilities Handbook by putting a link in the Handbook that would direct the person to the letter on a web page in addition to a live link on the online version. - Resident David Gingold spoke to the Commission and suggested the brochure that the City provides titled Your City Council Welcomes You would also be an appropriate location. STATUS REPORTS 7. Beverly Hills Ambassador Program James R. Latta provided an update: - Ambassadors are working with the Police to manage the motorized scooters left within the deployment area that have been disregarded - The Ambassadors are still staffing the schools per the Joint Powers of Agreement (JPA) for school security. Ambassadors are scheduled to continue through December The Ambassadors, along with Code Enforcement, are looking for problem areas to begin using the provided grant to enforce non-smoking in the City of Beverly Hills. COMMUNICATIONS FROM STAFF 8. Administrator s Report Chair Berman reported on the August 2018 Mayor s Cabinet Meeting. - Chair Berman reported reading the Civility Statement and pointing out the plaque in Room 280A which has the statement listed. She expressed her concerns over the lack of civility in public meetings which has become visible. Additionally, she suggested a letter from the Commission to City Council and possibly the newspapers. - Commissioner Friedman suggested that since residents are concerned about issues of the lack of civility, that they send s which include the date and information on Commissioners acting less than civil and the Human Relations Commission will forward it on to City Council on a regular basis. - Commissioner Popovich Levyn supported providing a letter, noting that it is Civility Month. - Commissioner Saleh agreed to a letter, and added that the Commission should come up with a way to communicate with City Council on the subject. - Embrace Civility pins were discussed; staff to a proof to Chair Berman for approval. - Chair Berman to work with staff on the suggested letters and submit to the Commission for approvals. 11 Human Relations Commission Special Meeting Synopsis September 26, Chair Berman reported on the information Mayor Gold provided on the Clean Power Alliance. James Latta, Human Services Administrator, provided an update on the following: - La Cienega Park and Recreation Complex Outreach upcoming dates of October 8 and 24, 2018 at 7pm at the La Cienega Park and Recreation Complex. - Community Services Strategic Planning Status. - Recent Ninth Circuit Court of Appeals ruling on enforcing a no-camping if no other sleeping options are available. - Senior Health Fair was held September 17, September 18-21, 2018: Block by Block Connect Conference in Louisville, Kentucky was attended by staff Commission calendar was reviewed. Commissioners Friedman and Saleh will not be available to attend the December meeting. 9. Overview of Current and Pending Agenda Items - October 16, 2018, the Commission will be presenting the 2018 Embrace Civility Award at the City Council Meeting. - Continue with Civility Flags. 13 Design Review Commission Regular Meeting Synopsis October 4, 2018 REPORTS FROM PRIORITY AGENCIES CONTINUED BUSINESS WHITTIER DRIVE (PLI ) A request for an R-1 Design Review Permit to aflow the construction of a new two-story singlefamily residence located in the Central Area of the City, north of Santa Monica Boulevard. Pursuant to the provisions set forth in the California Environmental Quality Act (CEQA), the Design Review Commission will also consider adoption of a Categorical Exemption for this project. 14 Design Review Commission Regular Meeting Synopsis October 4, 2018 COMMUNICATIONS FROM STAFF Urban Designer Updates o Urban Designer Mark QUell advised the Commission that the Cultural Heritage Commission had recently recommended the properties at 1050 Summit Drive and 9300 Wilshire Boulevard for local landmark designation. o At its formal meeting on Tuesday, October 9, 2018, the City Council will formally consider the properties at 604 Alpine Drive and 626 North Camden Drive for local landmark designation. o The Doheny Fountain in Beverly Gardens Park will be replicated and operational once installed Meeting Schedule o Received and filed Draft Meeting Schedule o Due to conflicts with holidays, the January and July 2019 meeting dates were discussed; the schedule will be finalized after input is received from all five Commissioners.
