CONSENT CALENDAR Consideration of minutes from the Health and Safety Commission meeting on April 24, Commissioners noted changes to be made and approved the minutes with changes. Consideration of minutes from the Health and Safety Commission Special meeting on May 1, Commissioners noted changes to be made and approved the minutes with changes. 2 Health and Safety Commission Regular Meeting Synopsis May 22, 2017 Motion: AYES: NOES: MOVED by Commissioner Ross, SECONDED by Commissioner Lurie to adopt the minutes (5-0). Commissioners Ross, Schwartz, Lurie, Vice Chair Demeter, Chair Nazarian CARRI ED REPORTS FROM PRIORITY AGENCIES Beverly Hills School District Board Member, Noah Margo Chris Hertz was present from BHUSD on behalf of Noah Margo. Mr. Hertz informed the Commissioners that records of all student immunizations are being kept updated. He also informed the Commission that all BHUSD employees are trained to handle earthquakes, active shooters, and receive CPR training. There will be a BHUSD staff training day on April 22, Chair Nazarian and Commissioner Lurie asked for an update about the oil well on BHUSD property. Mr. Hertz will prepare an update for next time. Beverly Hills Police Department Sergeant Gregg Mader Sergeant Gregg Mader and Sergeant Don Chase were present to provide the PD report regarding traffic around the Woodland/Coldwater area near Coldwater Canyon Park. A speedtrailer was placed in the area and has worked successfully to deter traffic violations. Officers have also spent time in the area and their presence has had in impact in making the area safer. PD will continue to monitor the region. Also, Chair Nazarian expressed concern for cars driving recklessly and spinning donuts at the multi-street intersection near Sunset Blvd. The Sergeants have been made aware of this situation and will monitor closely. Beverly Hills Public Works Director Shana Epstein Director Shana Epstein introduced herself to the Commissioners. She reminded the Commission and residents that any customer service concerns for Public Works can be reported by calling CONTINUED BUSINESS 1. Health and Safety Recognition Program. 2. Disaster Ready Partner. 3. Cybersecurity Beverly Hills Information Technology (IT) Department Murugan Krishnan, IT Systems Architect, and Art Ziyalov, IT Systems Integrator, presented on how to keep computer networks safe, how to spot phishing s, reviewed router technology safety, and discussed how to keep technological devices safe in the hands of children. The Commissioners asked IT to come back for future presentations. This Item was heard 2.

3 Health and Safety Commission Regular Meeting Synopsis May 22, Discussion on Smoking Regulations for Multi-Unit Housing After extensive study and consideration regarding smoking regulations for multi-family dwellings, the Commission voted to recommend to City Council several provisions that would regulate smoking in all multi-family residences. The following items were put to motion and unanimously agreed on: The Commission recommended prohibiting smoking in all common areas, private enclosed spaces, and private outdoor spaces of both apartments and condominiums with two or more units, regardless of whether they were owner-occupied or renteroccupied. The Commission recommended a timeline for implementation of the regulations which include a four-to-five-month public outreach period, an immediate implementation following the public outreach period for common areas of apartment units as well as newly leased apartment units, a one-year phase-in period for apartment units with existing leases, and a two-year phase-in period for condominium units. Staff will present a draft ordinance with these elements incorporated for the Commission to evaluate. If the Commission recommends City Council adoption, staff would present the recommendations and seek City Council direction during a July or August Study Session Meeting. One letter was read into public record advocating for smoke free multi-unit housing. Four speakers were present and all advocated for smoke free multi-unit housing. Speakers represented the American Lung Association, the American Cancer Society s Cancer Action Network, and Smokefree Air For Everyone (S.A.F.E.). This Item was heard 5th 5. Outreach Strategy Smoking Regulations Logan Phillippo, Senior Management Analyst, reviewed the community outreach strategy for the current smoking regulations, which went into effect on May 5, The Commissioners viewed the video outlining the current smoking regulations for business and outdoor dining areas, The video can be seen on the City s smoking regulation website. The Commissioners also viewed the City s smoking regulations website, which can be viewed at This Item was heard 6th NEW BUSINESS 6. Santa Monica Blvd Reconstruction Update Samer Elayyan, Project Manager, provided an update on the Santa Monica Blvd. Reconstruction project and the detour scheduled for June 4th, He presented the detour map and reviewed the plans for improvements in Phase C and Phase D of the project.

6 Planning Commission Regular Meeting Synopsis June 8, 2017 REPORTS FROM PRIORITY AGENCIES CONTINUED BUSINESS No items PLANNING COMMISSION I BOARD OF ZONING ADJUSTMENTS I PLANNING AGENCY PUBLIC HEARINGS NEW BUSINESS WILSHIRE BOULEVARD Planned Development Permit and Vesting Tentative Tract Map (PLI ) Request for modifications to a previously approved Planned Development Permit and Vesting Tentative Tract Map to allow a 6-story mixed-use project with 5,696 square feet of ground floor retail and 90 residential units with three levels of subterranean parking. Pursuant to the provisions set forth in the California Environmental Quality Act (CEQA), the Planning Commission will also consider an addendum to a certified Final Environmental Impact Report for this project. Additionally, Vice Chair Gordon disclosed familiarity with the homeowners as former neighbors. The Commission reconvened at 2:38 PM SOUTH BEVERLY DRIVE Development Plan Review (PL ) Request for a Development Plan Review to allow the construction of a rooftop employee lunchroom and associated roof deck on an existing commercial building located at 228 South Beverly Drive. Pursuant to the provisions set forth in the California Environmental Quality Act (CEQA), the Planning Commission will also consider adoption of a Categorical Exemption for this project. 8 Planning Commission Regular Meeting Synopsis June 8,2017 City Planner Updates o City Planner Ryan Gohlich provided updates on the following: The Planned Development Amendment for Blu Apartments at 8601 Wilshire Boulevard, will be considered by the City Council at its formal meeting on Tuesday, June 20, Sargent Town Planning has been selected as the consultant for the Southeast Area planning effort; the contract will reviewed by the City Council at its formal meeting on Thursday, June 29, New Assistant Planner Chloe Chen was introduced to the Commission.
