2 Public Works Commission Regular Meeting Synopsis March 8, 2018 Public Works Director Shana Epstein introduced Gilbert Borboa as the incoming Assistant Director of Public Works/Utilities. REPORTS FROM PRIORITY AGENCIES Operations Reports from City Departments, Consultants and Outside Agencies Metropolitan Water District (MWD) Director Barry Pressman was not in attendance. o Assistant Director Borboa reported on the February MWD Meeting. 2. Emergency Management The Public Works Commission discussed and examined our emergency management systems in place and how we would deal with a similar situation to Montecito. CONTINUED BUSINESS 3. Capital Improvement & Major Projects Acting City Engineer Tony Antich updated the Commission on the Capital Improvement & Major Project items in the Commission packet. The Commission took a break at 9:39 am. The Commission returned at 9:49 a.m. 4. Hollywood Basin Wells Pre-Treatment Testing Update Water Resources Manager Vince Damasse and Carollo Project Manager Adam Zacheis gave a brief update on the past month s pretreatment process. 5. Cabrillo Reservoir Resourcing Option 2 Coldwater Canyon Park Project Manager Derek Nguyen presented background on the project to the Commission. The Commission agreed with the staff recommendation that it become part of the 2018 Water Master Plan. 6. Renewable Natural Gas and Fleet Service Update Fleet Services Manager Craig Crowder reported on the collaboration with an outside vendor to manage and trade our low carbon fuel standard credits generated by using compressed natural gas. NEW BUSINESS 7. Introduction to Urban Forest and Street Tree Master Plan Programs Urban Forest Manager Ken Pfalzgraf introduced the program and the services they provide to the City. This includes tree maintenance; watering, pest control, grid trimming, removal and replacement of declining trees and Street Tree Master Plan projects. PROJECT UPDATES & STATUS ITEMS 8. Water Efficiency Update Public Works Director Shana Epstein reported on an upcoming increase in activity for outreach on conservation and programming. 9. Specific Information and Department Update This report transmits answers to questions that have been raised at previous Public Works Commission meetings, information regarding upcoming items for the City Council meeting, an update on the Department s Master Plans, a financial statement for the Water Enterprise Fund and a Will Serve status update for development projects. Deputy Director of Transportation Aaron Kunz summarized the City Council priority setting exercise for the upcoming fiscal year, including projects to be considered. 6 Traffic and Parking Commission Regular Meeting Minutes April 5, 2018 Transportation Planner Martha Eros provided a recap of the recent March 12, 2018 workshop on the Complete Streets plan, including the topics discussed, along with upcoming community workshops and engagement events. The Commission agreed with Staff s recommendation to consider mid-block crossings after completion of construction and occupancy of the building located at 325 N Maple Drive. 6. North Santa Monica Boulevard Reconstruction Project Project update and receive public comment. Deputy Director of Transportation Aaron Kunz provided an update on the North Santa Monica Boulevard Reconstruction Project regarding upcoming activities, including paving work. 7. Purple Line Extension Project update and receive public comment. Transportation Planner Jessie Holzer provided a brief update on the Purple Line Extension project including hauling and advanced utility relocation activities. QUARTERLY REPORTS 8. Traffic Engineering Report City Transportation Engineer Kevin Riley presented the Traffic Engineering Report, and discussed outstanding, design phase, and pre-installation projects. STATUS REPORTS 9 Staff Status Report a. Preferential Parking Permit Zones Consolidation Update b. Transit RFP Transportation Planner Martha Eros updated the Commission on the status of the Preferential Parking Permit Zones Consolidation, including status and outreach. 11 Design Review Commission Special Meeting Synopsis April 9, 2018 STUDY SESSION 1. CONSIDERATION OF DESIGN REVIEW EXPANSION BEYOND THE CENTRAL AREA OF THE CITY Conduct a public meeting and provide comments to the Planning Commission in consideration of this issue. Project Planner: Mark Odell, Urban Designer Project Applicant City Initiated Public Input: Ilene Nathan, Frieda Berlin Trousdale Estates Homeowners Association, Alan Berlin Trousdale Estates Homeowners Association, Ron Richards, Karen Platt, Debbie Weiss, Shahram Melamed, Franny Rennie, Mark Elliot The Commission received the staff report and public comment, and provided comments to be forwarded to the Planning Commission. Summary of the Commission s comments on the respective elements were as follows: The Trousdale Estates Area of the City should not be included in the expansion of Design Review (unanimous) All sides of proposed buildings should be reviewed, rather than only street-facing elevations (unanimous) Permissibility of exemptions for certain lots, due to their limited or lack of view from the street(s) (split decision) Hillside Area-specific required findings should be developed, with focus on retaining walls. Revised findings should not replace existing findings, but should build on them (unanimous) Story poles should be required on a case-by-case basis at the determination of staff (unanimous) For projects that require review by both the Planning Commission and the Design Review Commission, each Commission should serve in its respective capacity. The order in which reviews should take place could remain as currently practiced, with Planning Commission review taking place first (split) Accessory elements should be included as part of the Commission s review, in a holistic I overall perspective. Exemptions for smaller elements that are not associated with a new house may be evaluated by staff to determine if Commission review is warranted (unanimous) Unless determined by staff to be impactful, trash enclosures should be exempt from Commission review (unanimous) The current Track I (staff level) / Track 2 (Commission level) system should be preserved, provided the Design Style Guide is updated to include specific provisions that are relevant to Hillside Area projects (unanimous) Timeline and staffing impacts will be evaluated as the process progresses Twice-monthly meetings will be scheduled as necessary; increased frequency will be evaluated as appropriate 500 public notice of projects is sufficient; bus tours will be integrated as appropriate (unanimous) Page 2of3
