APPROVAL OF AGENDA With the concurrence of the Commission, the Chair may choose to amend the order of the items on the agenda. By order of the Chair, the agenda was approved. CONSENT CALENDAR 1. Consideration of Minutes of the Regular Meeting of March 15, MOTION by Rubins, SECONDED by Vahn to accept the minutes as presented with the addition of the comments provided by Commissioner Kaye. 2 Fine Art Commission Regular Meeting Synopsis April 19, 2018 CONTINUED BUSINESS 2. Kusama Update Vice Chair Rubins updated the Commission on the meeting that took place to discuss this item with the sculpture s fabricator. An additional meeting with City Attorney s Office has been scheduled to draft a Memorandum of Understanding with Kusama Studio (Ota Studio). Ralph Hudson from Ironwood, the sculpture s fabricator, addressed the Commission and answered their questions in regards to the different options for re-fabrication of the art piece and value of his warranty. The Commission discussed best way to proceed with the re-fabrication of the sculpture and contemplated 3 possible options: Re-fabricate under warranty at no cost to the City and sell the refurbished Kusama sculpture, re-fabricate under warranty at no cost to the City and keep it in the City art collection with future maintenance costs, re-fabricate in metal at over $300,000 cost to the City and keep it with minimum maintenance costs. The Commission reached the decision to prepare this item for presentation to City Council consideration. MOTION by Smooke, SECONDED by Kaye to re-fabricate the existing Kusama and make a reserve for future repairs, if required, and obtain recertification from Ota Studio (4/0) ABSENT: CARRIED: Kaye, Vahn, Rubins, Smooke Hiller MOTION by Rubins, SECONDED by Kaye to keep the conversation open with Ota studio and to create a memorandum of understanding of what the process would be if we were to re-make this sculpture in metal (4/0) ABSENT: CARRI ED: Kaye, Vahn, Rubins, Smooke Hiller Vice Chair Rubins left the meeting at 5:07pm. NEW BUSINESS /PUBLIC HEARINGS 3. Burton Way Median Design Recommendation Derek Ngyuen, Public Work s Project Manager updated the Commission on the upcoming redesign of Burton Way Median to achieve environmental goals. The main objective of the proposed design is to address water and storm water federal and state regulatory compliance. The grassy area of the median will be replaced by drought tolerant landscaping. The Commission was asked to make a recommendation on their preference for the proposed landscaping and proximity of the planting to the art pieces installed in the median. Page 2 of 4

Fine Art Fund Report Information provided in packet. B. Tom Friedman Update The engineering drawings for this sculpture have been almost finalized. We are really close to process payment for the first installment of the sculpture. C. Fletcher Benton Status Report The estimates from constructors have been secured and Staff will provide those estimates to Mr. Louchheim for approval to proceed with the installation. D. Bove Raising Update Following City Council s direction to raise the Bove, Staff has been working with the City Architect and with Mia Lehrer and Associates, the Landscape Architect firm that has designed all the landscape for the Beverly Gardens Park renovation. The proposed direction is to raise the art piece onto individual piers and to create lush planting around the piece maintaining the artist s intent of the piece to look like it is floating on greenery. Staff is working on obtaining drawings of this concept and will present them to the Commission at the next meeting. E. Public Art Archive Staff reached out to the Public Art Archive organization. They have confirmed to be willing to be flexible with the licensing requirements. City Attorney s Office will look over the licensing terms and will provide suggestions to reach an agreement with this organization. F. Canon/Wilshire Update Staff is working with City Attorney s Office to create an amendment to the existing covenant for this property to ensure that we include provisions for the storage of the art piece currently installed at this address and the responsibility to re-install the art piece after the Metro project is complete. 6 Health and Safety Commission Regular Meeting Synopsis April 23, 2018 REPORTS FROM PRIORITY AGENCIES Beverly Hills School District Isabel Hacker, Board Member and Chris Hertz, Director of School Safety, presented updates on health and safety realted issues. Beverly Hills Police Department Sergeant Sean Smollen No report was made. CONTINUED BUSINESS 1. Health and Safety Recognition Program All Norman-Franks Chair Myra Demeter and Commissioner Myra Lurie nominated Au Norman-Franks for the recognition program. In 2008, Ms. Norman-Franks established the Norman Aid Center on the campus of Beverly Hills High School where she and a team of Maple Counselors, Pupil Personnel Service interns and peer counselors help with a range of student needs through crisis management and mental health education throughout the school. 2. Disaster Preparedness Meena Janmohamed, Management Analyst, provided a brief presentation on disaster preparedness related mobile device apps. 3. April is Earthquake Preparedness Month Meena Janmohamed, Management Analyst, focused on the importance of earthquake preparedness throughout the community with the When It Rocks... Are You Ready to Roll campaign and shared tips on earthquake preparedness. 4. Proposition 56 Grant Funding Logan Phillippo, Senior Management Analyst, provided an update on the application submitted on March 23, 2018, for Proposition 56 Grant Funding, a California Department of Justice grant opportunity for the Tobacco Law Enforcement Grant Program. The Commission discussed the opportunities to expand public outreach and engagement regarding the City s no-smoking and anti-tobacco policies. NEW BUSINESS 5. Complete Streets Plan Martha Eros, Transportation Planner, provided the Commission with an introduction to the Complete Streets Plan. PROJECT UPDATES

7 Health and Safety Commission Regular Meeting Synopsis April 23, 2018 COMMUNICATIONS FROM THE COMMISSION Chair s Report Chair Demeter emphasized the value of the Mayor s Cabinet Meeting, an open meeting to the public, and encouraged the people to attend or watch on cable. Mayor s Cabinet Meeting 3/12/18 highlights attached Other items Commissioner Nazarian shared that if people want to be more environmentally conscious they should not use plastic straws and an option is to purchase a reusable metal straw. Chair Demeter stated that the Commisison s upcoming flavored tobacco ordinance will be presented at the June 19th City Council meeting. Commissioner Lurie reminded people about the Music Mends Minds program, which provides music therapy for individuals with cognitive decline. The program takes place every Tuesday from 1 :3Opm-3pm at Roxbury Park. COMMUNICATIONS FROM STAFF Director s report Pamela Mottice Muller, Director Office of Resilience, announced that Garin Hussenjian, Commission Secretary, has been promoted to Public Information Coordinator for the City of Beverly Hills. Upcoming events Community reminders were provided about the upcoming Arbor Day, which will take place 27th on Friday, April at Coldwater Canyon Park; the upcoming Stop the Bleed training event, which will take place on Saturday, June 2 at Fire Station #1, and supporting the Wyland National Mayor s Challenge for water conservation by visiting mywaterpledge.com. Pursuant to the provisions set forth in the California Environmental Quality Act (CEQA), the Planning Commission will also consider finding the project categorically exempt from further review under CEQA. 10 Planning Commission Regular Meeting Synopsis April 26, 2018 Principal Planner Masa Alkire provided an introductory presentation to the Commission regarding the City s General Plan, and its applicability to the work of the Planning Commission, The Commission received the report and asked clarifying questions, but took no formal action on this item. COMMUNICATIONS FROM THE COMMISSION Commissioner Ostroff noted Chair Gordon s request for the Planning Commission to receive a list of pending projects prior to the issuance of building permits, and requested that significant projects, such as new single-family residences, be highlighted on the report. Commissioner Ostroff also noted the need for the Chair to be involved in the setting of the Planning Commission s agendas. Chair Gordon confirmed her involvement in the setting of agendas. Commissioner Ostroff requested that legal analyses be communicated to the Commission in the form of a memorandum from the City Attorney s Office, rather than included in the body of a staff report. Chair Gordon expressed condolences on behalf of the Commission to Mayor Gold on the loss of his father. At the request of the Chair of the Public Works Commission, Chair Gordon rode on a City sanitation truck, and noted the difficulty that trucks have when navigating the alleys in the City. Vice Chair Licht noted that three City residents, including Commissioner Block and his wife, were recently honored by Temple Emanuel. Commissioner Shooshani inquired as to the amount of staff time that had been spent on the projects at 1184 and 1193 Loma Linda Drive. Commissioner Block inquired on the status of the referendum to repeal the City s Basement I Hillside Ordinance.
