3 Library Board Minutes October 15, 2018 Library Advisory Board Meeting Minutes Puyallup Public Library October 15, 2018 at 6:15 p.m. (These minutes are not verbatim. The meeting was recorded, and copies of the recording are retained for a period of six years from the date of the meeting and are available upon request) Board Members Present: Chair Darice Hermann, Board members Dee Dee Henry, Jason Norris, Jee Hamburg, and Sharon Shaw Staff Present: Library Director Patty Ross and Administrative Clerk Tulika Makharia Approval of Minutes: A motion was made by Ms. Henry, second by Ms. Hamburg, to approve the minutes of September 17, The motion passed 5-0. Library Director s Report Library Services Director Patty Ross presented her report on September staff events and projects including Memory Café; Local Author Fair at the Book Festival; a Halloween costume exchange; outreach at the Salmon Homecoming event; garden installation by the staff NOVO committee; a holiday book drive; meetings for National Write a Novel Month; a Banned Books display; planning for Makerfest; and story time for kids in the Early Childhood Education and Assistance Program. Ms. Ross shared her plan to attend the upcoming Washington Library Association (WLA) conference and announced Library Services Manager Megan Dazey s election as chair of the Collection Development and Technical Services committee for WLA. She also advised that the city council cancelled the $300 Facility Naming fee and that she would inform the Kiwani s club of this development. Finally, Ms. Ross furnished a report on the 2018 Puyallup Festival of Books. She elaborated on attendance numbers, audience feedback, and future plans for the event. Old Business Ms. Ross informed the board that the city s Information Technology (IT) department purchased a filtering software to block offensive content on library computers by zone, as stated in the library s Public Internet Use (PIU) Policy. The IT department planned on installing the filters by October Following a review by board members, Chair Darice Hermann signed the PIU Policy presented by Ms. Ross. Board Action: A motion was made by Board Member Hamburg, second by Board Member Henry, to adopt the Public Internet Use Policy. The motion passed

4 Library Board Minutes October 15, 2018 Friends of the Library (FoL) Report Ms. Ross apprised the board of the FoL s success with its fundraising efforts along with revenue growth from used book sales. Library Foundation Report Ms. Ross advised that there had been no Library Foundation meeting in September. Board Member Comments Mr. Norris shared information regarding the Creepypasta internet phenomenon that incorporates user-generated paranormal stories. He explained that it provided mentorship, reading, and writing opportunities for youth. Board members discussed the new generation s involvement with social media, technology, and video games. They believed that the library played an important role in society, particularly in the modern environment. Adjourned 7:51 p.m. 4 2

6 Library Board Report October/November 2018 Prepared by Patty Ayala Ross Building Issues: Painting/Project: We are off and running with the children s project. The city has gone forward with the painting of that area and we are hopeful that the rest of the library will be painted as well. I look forward to updating you all on the project and what the next steps are. Staff: Welcome! Melissa Padavich joined the staff in November as a part time library assistant. LEAN Green Belt: In November, I graduated from the city s inaugural LEAN/Six Sigma class. I now hold a green belt certification. It was a great experience and I have already begun to look at operations differently as a result of the class. Events/Projects/Meetings Book Festival: The book festival was lovely though not well attended. We had a short debrief of the event and have some ideas about how to do things differently next year. The festival was funded for 2019 but if it doesn t draw a larger audience, funding could end for City Health Book Club: I led a book club in October for city employees related to our city health initiative. The book was Why We Sleep by Matthew Walker a fascinating study on how sleep affects our health. 32 city employees attended this lunch meeting and they earned health points for coming. We plan to do this twice in ,000 Books Before Kindergarten: As we were preparing to launch this initiative, we were approached by Pierce County to partner on a similar project. We have put ours on hold to join with PCLS in planning such a program. Bonnie Anderson is the contact for the project. Vacation: I was gone for two weeks in November so I won t be taking any more significant vacation for some time. Filtering Update: We are preparing to enact the filtering plan in December. Target dates for changing the server are December 19 and 20. Safety/Security: Security Schedule: I have enough money left in the security budget for 2018 to employ them full time for now. This has been extremely helpful as we have been dealing with more security issues since the return of winter. Security presence keeps the issues under control and definitely deters problems. 8 TITLE: AUTHORIZATION OF LIBRARY FINES AND FEES POLICY NUMBER: 18.3 EFFECTIVE: JANUARY, 2019 REVIEW DATE: DECEMBER, 2018 (ANNUALLY) AUTHORIZED BY: LIBRARY ADVISORY BOARD SUPERCEDES: OVERDUE LIBRARY MATERIALS AND FINES: REVISED October 2006, January 2009, November 2011, June 2013 Purpose: The Puyallup Public Library (hereafter referred to as PPL) is a tax-funded public entity. As such, PPL provides general library services free of charge. However, to offset some of the costs associated with operating a library, PPL reserves the right to charge reasonable fines and fees. The intent of this policy is to authorize particular library fines and fees. Scope: Applies to all PPL cardholders. Definitions: None. Policy: PPL reserves the right to charge the following fines and fees. Particular amounts are outlined in policy 18.4, Fines and Fees Schedule. Fines and associated fees for overdue, lost and damaged materials Collection agency fee when a library user is referred to a collection agency for non-payment of fines and/or fees Photocopying Printing at public access computers Non-resident, non-reciprocal card fees Interlibrary loan pass-through charges PPL may waive some fines or fees for library patrons who have experienced bankruptcy, theft, fire, hospitalization, domestic violence or other emergencies. Patrons may be asked to provide supporting documentation and appeals may require administrative review. PPL will actively pursue the return of library materials and payment of fines and fees, including the use of a collection agency and a collection agency referral fee. 10 TITLE: FINES AND FEES SCHEDULE POLICY NUMBER: 18.4 EFFECTIVE: JANUARY, 2019 REVIEW DATE: DECEMBER, 2019 (Annually) AUTHORIZED BY: LIBRARY ADVISORY Purpose: The Puyallup Public Library (hereafter referred to as PPL) is a tax-funded public entity. Computer Print Outs and Photocopies $0.15 per item per day to a maximum fine of $6.00 per item regardless of card used No overdue fines; items that are more than 60 days overdue will be considered lost.
