1 November 7, 2018 SLNC Board Meeting Supplemental Documents 7.3. November 1, 2018 Dear Silver Lake Neighborhood Council, Thank you for considering our grant application for Hilltop Nursery School.. We are requesting the grant so we can create two large banners to hang on our school fences. The purpose of these banners is to generate more awareness within the local Silver Lake community about the scholarship program that we offer at the school. The banners will list information in three languages: English, Spanish, and Korean. Our ultimate goal is to serve a more socio-economically diverse range of local Silver Lake residents at our preschool. Hilltop Nursery School is located in the highly trafficked and well-loved Bellevue Park, so we feel the banners would be very effective in communicating our mission. We have found that many people that use the park are not aware that there is a school in the park. They re also unaware that we provide financial aid to families in need. We fundraise all year long to generate a scholarship fund, but we need help bringing in a broader range of applicants who could benefit from the fund. We have been part of the Silver Lake community since 1951 and we truly appreciate the partnership we have felt from SLNC in the past. I am available to answer any further questions you may have. In the prior fiscal year, the SLNC authorized expenditures for a lecture on tree care by a licensed arborist Immediately To conform to a recent City Clerk interpretation which holds that any funding motion from a prior fiscal year must be re-voted in the current fiscal year To pay a vendor for an event that was authorized by the SLNC governing board in a prior fiscal year Total amount is $ from the Outreach Budget The treasurer will submit a payment request to the City Clerk 7.5. Date: Nov 7, 2018 Committee/Requestor: Treasurer-Terrence Jackson Text of Motion: The treasurer recommends the approval of paying N &M printers $ for the No Dogs Allowed signs. In the prior fiscal year, the SLNC authorized expenditures for No Dogs Allowed signs to be posted at the recreation center. The City Clerk now takes the position that any expenditures to be made in the current fiscal year requires a new roll call vote in the current fiscal year. This expenditure must be paid by check since the vendor has switched to a type of PayPal card processing system which is not accepted by the City Clerk Immediately To conform to a recent City Clerk interpretation which holds that any funding motion from a prior fiscal year must be re-voted in the current fiscal year To pay a vendor for printing that was authorized by the SLNC governing board in a prior fiscal year. In the prior fiscal year, the SLNC authorized expenditures for the Adopt a Stairway Roll Out. The City Clerk now takes the position that any expenditures to be made in the current fiscal year requires a new call vote in the current fiscal year Immediately To conform to a recent City Clerk interpretation which holds that any funding motion from a prior fiscal year must be re-voted in the current fiscal year Reimburses a board member for expenditures incurred on behalf of a SLN approved program Total amount is $ from the Outreach Budget The treasurer will submit a payment request to the City Clerk 7.7. Date: Nov 7, 2018 Committee/Requestor: Treasurer-Terrence Jackson Text of Motion: Committee Vote: N/A The treasurer recommends that the up to $300 be spent from the Outreach Budget for Silver Lake Neighborhood Council logo imprinted T Shirts At the August Governing Board meeting the Board approved reimbursement to Anne-Marie Johnson for the SLNC logo T Shirts to be worn at Outreach Events. To conform to current City Clerk procedures reimbursements to a board member requires two separate votes one for the expenditure and one for the reimbursement Immediately To conform to City Clerk approval procedures

Date: October 28, 2018 Committee/Requestor: Community Resident and Stakeholder John Engelke (as an individual) Text of Motion: WHEREAS it has come to the attention of the Silver Lake Neighborhood Council Governing Board that At-Large Representative Jerome Courshon is no longer a resident of the Silver Lake neighborhood region for which he is charged to serve. Nor did Mr. Courshon formally notify the SLNC upon obtaining new domicile outside Silver Lake. FURTHER, Mr. Courshon did not resign his position, and it has been determined that Mr. Courshon does not retain any legitimate Stakeholder status in the region as provided in Article IV of the SLNC By- Laws Approved WHEREAS it is incumbent upon the SLNC Governing Board to fairly and faithfully represent interests of all Stakeholders and to execute in compliance with all local state and federal laws; all DONE guidelines; and all applicable regulations, including the Los Angeles Governmental Ethics Ordinance. It therefore becomes apparent that the SLNC Governing Board must enforce its By-Laws as delineated in Article V, Sections 9[A](5) and 9[A](6), to undertake the grave action of removing a member for no longer meeting the required status of Stakeholder. THE SLNC GOVERNING BOARD THEREFORE MOVES to remove At-Large Representative Jerome Courshon from the SLNC and to revoke all rights, privileges and responsibilities afforded such position, effectively immediately. By both information and belief, At-Large Representative Jerome Courshon does not reside nor maintain legitimate, ongoing Stakeholder interests in Silver Lake yet remains seated on the SLNC Governing Board. (See attachments as EXHIBIT A and B.) Effective immediately. This motion complies with regulatory and statutory timelines based on the original date of violation and procedural notifications to the Governing Board. Essentially, this motion is part of an ongoing complaint process.

5 Residents presently are disenfranchised by an elected representative who is not a resident of Silver Lake nor a Stakeholder.. This motion will allow appointment a legitimate local representative. It maintains public trust by allowing SLNC Governing Board to legally maintain Parliamentary Authority (see SLNC By-Laws Article XII and Article XIV). SLNC will fulfill its pledge to comply with the City of Los Angeles Governmental Ethics Ordinance, the California Government Code and other local, state and federal laws, as well as its commitment to conduct legislative process in a fair, unbiased and ethically sound manner. N/A At-Large Representative Jerome Courshon s service will be terminated by the Los Angeles City Attorney s Office in conjunction with the Department of Neighborhood Empowerment, reflected in records maintained by the Los Angeles City Clerk Date: December 22, 2016 Name/Committee: Heather Carson Text of Motion on the Agenda: Move that the SLNC Governing Board fund up to $2,500 for the creation and installation of 6-10 Little Lending Libraries to be installed throughout Silver Lake in all 7 regions and to print 1,000 bookmarks with our logo. Describe the event/project in detail. Little Free Libraries are springing up all over. Credited with building community, sparking creativity and inspiring readers, there are over 50,000 Little Free Libraries world wide. Find out more here - We would locate neighbors interested and excited about this project and we will make sure they are disbursed throughout all 7 regions. Our logo can be stenciled on the library and they can be painted blue and white to reflect the colors in our logo. We can also put in some of our history collective brochures, the stairway maps if we decide to print those, or any other info. We can also coordinate with the Outreach Committee to include a sheet on the inside back wall with info about what a Neighborhood Council is with a list of committees and how to get involved. We can also print bookmarks with our logo and info (approx$60 for x6 bookmarks). The Little Free Library website offers several libraries for purchase. I ve included the lowest priced here that are also un- finished so that we can paint them as we like. If purchased thru them they come with a Silver Aluminum Charter Sign (val- ue $42.45). Each one will also receive a unique charter number, an option to add the location to the world map, access to a private FB Group to swap stories and connect with others, as well as other benefits. Purchasing thru their website would allow us to get 6-7 libraries for the $2,500. We can also investigate having them made locally to save the shipping costs and install 8-10 libraries, in which case we could also consider making them in different shapes or with different artwork to reflect Silver Lake with images of the Reservoir, the Great Blue Herons, the polka dot plaza, the stairways, mid-century modern architecture, etc., etc.

6 If the Board supports this idea in principle and wishes to allocate the funds, we can come back to the Board for approval on any of the specifics - types of libraries, locations, materials to include and signage, etc.what is the total budget for the project? $2,500 to be installed within 2-3 months once fully approved. From which budget line(s) are the funds to be drawn? Community Improvement Projects. I will coordinate the project and follow through with the support of Board Members Jerome Courshon and Patty Jausoro and the Arts & Culture Committee Date: October 30, 2018 Committee/Requestor: Outreach Committee Text of Motion: The Outreach Committee recommends that the SLNC establish an Instagram account for use by the SLNC and SLNC Committees. A representative of the Outreach Committee would monitor the account, and Committee co-chairs would be authorized to post images and content on their Instagram committee pages. All content and images would be subject to guidelines in the SLNC Social Media Access and Use Policy. Committee Vote: Recommended 8/0. No objections Instagram is a popular photo and video-sharing social networking service owned by Facebook, with one billion users as of June Users upload photos and videos, which can be organized with various filters or tags. Posts can be shared publicly or with pre-approved followers. Through an Instagram account, the SLNC will be able to connect with more constituents, especially those in the younger age-demographics. Instagram Key Age Demographics (October 2018) Ages 18 24: 270 million (32%) Ages 25 34: 270 million (32%) Ages 35 44: 131 million (15%) Maureen Richey, who is also a member of the SLNC History Collective Committee, brought the project to the Outreach Committee. Maureen volunteered to work with other Outreach Committee members to set up the account and coordinate SLNC and committee posts. She will also monitor SLNC Instagram pages to be sure guidelines are followed. November The SLNC will be able to connect with more constituents, especially those in younger age demographics who are strong users of Instagram. Please explain how this motion benefits Silver Lake: Silver Lake is known for it s beautiful landscapes, natural environment, iconic images and history and a talented artistic community. Through Instagram, the SLNC will be able to show case the Silver Lake and share its features in photos and videos. Outreach expects the History Collective, Green, Arts & Culture and Youth Committees to be highly involved in their Instagram pages and all committees are encouraged to participate. The new social media account is also a positive environment where constituents can engage with one another, as well as with the SLNC.

7 The Outreach Committee will establish and coordinate the SLNC s Instagram account. Outreach member Maureen Richey, who is also a member of the SLNC History Collective Committee, has volunteered to work with Outreach to set up the account and coordinate with SLNC committees. Committee s discussion from the Committee meeting minutes: October 30, 2018: Maureen Richey presented the benefits of setting up a SLNC Instagram account. Members agreed that this would a good idea. Maureen said it is a best practice to have only one Instagram account for the SLNC but committees could each have a page and would be able to post their own content. The group agreed and said the cochairs of the committee should be responsible for posting. The committee discussed the process and Maureen volunteered to work with Outreach to set up the account, if approved by the board, and coordinate access and guidelines with the committee co-chairs. Once the account is established she will monitor the Instagram account to insure guidelines are followed and appropriate content is being posted. Motion was made by Terry Jackson and seconded by Bob Lisauskas. Passes 8/0 without objection Date: October 30, 2018 Committee/Requestor: Outreach Committee Text of Motion: The Outreach Committee recommends that the Governing Board approve that the Election Committee spend up to $225 to print attached 2019 Silver Lake Neighborhood Council (SLNC) election materials. (See attached PDFs) Committee Vote: Motion passed 9/0, without objection. * The 2019 Silver Lake Neighborhood Council elections will be held on Saturday April 6, Candidates may file to run for a seat on the SLNC Governing Board from December 22, 2018 to January 22, The proposed materials will inform SLNC residents and stakeholders about this opportunity. November 2018 These materials will explain the who, what, when and where of the upcoming elections and encourage stakeholders to run. They will provide key dates. Please explain how this motion benefits Silver Lake: It is important that the most qualified representatives represent the community on the Silver Lake Neighborhood Council. These materials will encourage people to run. The Election Committee will coordinate printing and distribution of materials. What is the total budget? Up to $250 From which budget will the funds come from? Elections Committee Committee s discussion from the Committee meeting minutes: October 30, 2018: Eric Kissack presented the materials to members of Outreach Committee and explained their purpose and how they will be used. Various members stated that the materials were well designed and represented the SLNC in a positive manner. Taryn made a suggestion to change the second subhead on the brochure to HOW YOU FIT IN. Eric received the suggestion and it is shown on the attached PDF. Terry made the motion to approve and Taryn seconded. The motion passed without objection, 9/0 *One of the responsibilities of the Outreach Committee is to vet outreach material intended to be distributed community wide. Any motions dealing with funding issues are ultimately approved by the Silver Lake Neighborhood Council Governing Board. SLNC Co-Chairs

(See attached PDFs) Committee Vote: without objection The 2019 Silver Lake Neighborhood Council elections will be held on Saturday April 6, Candidates may file to run for a seat on the SLNC Governing Board from December 22, 2018 to January 22, The proposed materials will inform SLNC residents and stakeholders about this opportunity. Elections Committee Date: October 25, 2018 Committee/Requestor: Election Committee Text of Motion: Motion for up to $25 for a candidate information session to be held on a date in January subject to availability of space. Committee Vote: 6 Y-0 N The Election Committee plans to have a candidate information session during the period of candidate filing for the upcoming Elections. The Election Committee intends to have a panel including a representative from the City Clerk s Office or DONE to discuss the logistics of filing as a candidate. We also intend to include current Board Members to discuss the responsibilities of being a board member. The Election Committee would also like to try to film the event to be placed on the Committee/Neighborhood Council s webpage for prospective candidates to see after the event. The Election Committee intends to hold the event in January subject to availability of the gymnasium at the Silver Lake Recreational Center. Our target date is Saturday, January 12 at 11 am, and our alternative date is Thursday,

9 January 10 at 7 pm. The candidate filing period is December 22 to January 22, so the Election Committee believes it is most effective to hold this event after the holidays, but sufficiently before the candidate filing period ends. This event will support the Election Committee s efforts to recruit qualified and committed candidates who want to better the community. It will provide an opportunity for prospective candidates to interact with board members and learn more about the neighborhood council before they decide to run. Please explain how this motion benefits Silver Lake: This event will lead to more informed candidates and help in the recruitment of candidates, which will strengthen the field of candidates running for the neighborhood council, and thus, better Silver Lake as a whole. It may also encourage candidates to run who would not otherwise. The Election Committee intends to spend up to $25 on water and light snacks. This amount will come out of the funding that was set-aside for the Election Committee. The Election Committee understands that the History Collective has a camera that could be used for filming the event, so there will be no costs associated with that aspect of the event. This event will be conducted by the Election Committee. The Election Committee will integrate promotion for the event into its other promotional materials. If additional promotional funding is necessary (e.g. social media), the Election Committee will bring that to the Board for the December meeting. Committee s discussion from the Committee meeting minutes (October 25, 2018): Candidate Information Session Lee presented the idea of holding a candidate information session. Lee said that the Committee did not do an information session last time, but thinks it would be useful to have an event where potential candidates can get information about the neighborhood council and how to run. A representative from the city and board members can speak. However, there is not money set-aside in the budget for this, so we would have to find money elsewhere. But he did not think it would be an extravagant expense. Eric thinks that a candidate information sessions would be useful and helpful. Nick suggested an online forum like a Ted Talk. Lee said that part of this event would be to bring the community together and allow prospective candidates the opportunity to talk with board members, and have the opportunity for follow-up. An online forum would not be conducive for that. Nick agreed. Betsy suggested using the gym at the recreational center. Nick suggested holding the forum at 5 coffee shops in Silver Lake simultaneously. Jerome was concerned that could fracture attendance, so if people attend, only 3 would attend at each coffee shop. Eric thought the gym is a good option. Nick discussed filming the event and putting it on a website. Lee discussed costs. Jerome said that the History Collective Committee has a camera that the Committee could borrow. Lee discussed the possibility of refreshments. Jerome said we do not need refreshments. Possibly up to $25 for water. There was a discussion about light snacks. Betsy suggested picking a date. Lee said Saturday, January 12. Nick said Saturday is a tight day, perhaps Monday or Friday. Eric suggested Thursday at 7 pm. Jerome said the weekend is better and that the neighborhood council has better attendance at weekend events. Jerome suggested 11 am. Betsy suggested a backup date of January 10 at 7 pm. Betsy said she would check with the Recreational Center about availability on dates for the event. Lee moved to make a motion to the board up to $25 for a candidate information session to be held on a date in January subject to availability of space. Jerome seconded. The vote was 6 in favor, 0 opposed.
