1 PROCEEDINGS OF THE DOUGLAS COUNTY BOARD OF SUPERVISORS Thursday, September 21, 2017, 6:00 p.m., Board Room, Second Floor, Government Center 1316 North 14 th Street, Superior, Wisconsin Meeting called to order by Chairman Mark Liebaert. Pledge of Allegiance recited. Roll call taken by County Clerk Susan Sandvick. There were 18 present, 3 absent. Absent Sam Pomush, Robert Mock, Keith Allen (arrived 6:14 p.m.). Student representative present Lora Randa. Motion by Quam, second White, to approve August 17, 2017, meeting minutes. Motion carried. County Clerk Susan T. Sandvick administered the Oath of Office to Noah Pulkinen, Solon Springs High School, student representative to County Board, September August CLAIMS Summons and Complaint by Wisconsin Housing and Economic Development Authority, Plaintiff, vs. Chelsea A. DeMoure and Unknown Spouse, Superior Savings Bank, and Douglas County, regarding foreclosure of mortgage. CORRESPONDENCE Nine items of correspondence were either received and placed on file or referred to the appropriate committee. PRESENTATIONS County Board Chair Liebaert presented Gary Valley with a Proclamation by Douglas County recognizing the 100 th Anniversary of Catholic Charities Bureau, Inc. On behalf of Executive Director Alan Rock and Catholic Charities Bureau staff and volunteers, Valley thanked the Board for the recognition and continued support. Acting Administrator Doucette presented Employee of Quarter Award to Shannon Tuura, Health and Human Services Department. Lynn Stringer, Supervisor, highlighted Tuura s professionalism and contributions to the department. Tuura thanked the County Board. PUBLIC COMMENT Public comment will be allowed on action items listed on the agenda. All comments shall be limited to three minutes in length, unless otherwise directed by the board. ORDINANCES

2 AMENDMENT TO ORDINANCE #8.0 ZONING ORDINANCE PRESENTED BY THE ZONING COMMITTEE THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: WHEREAS, the Douglas County Zoning Committee held a public hearing on September 13, 2017, on the following petitions for amendment of the county zoning district ordinance map: 1) Part of E1/2 of Gov t Lot 5, Lot 4 of CSM #574, Vol 4, Pgs , Section 5, T43N-R12W; (WA ; 14678S Bell Road), Town of Wascott from the RR-1: Residential-Recreational zoning district to the R-1: Residential zoning district, by Martin and Jane Russo, Gordon, Wisconsin. Intended use: Home occupation for storage of green coffee beans for shipment; and 2) Part of NE1/4-SW1/4, Lot 1 of CSM #919, Vol 6, Pgs , Section 1, T44N-R12W; (SO ; 12247S Business 53), Town of Solon Springs from the C-1: Commercial Zoning district to the R-2: Residential zoning district, Robert and Carol Miesen, Solon Springs, Wisconsin. Intended use: Dwelling. WHEREAS, public hearing notice, affidavit of publication, notice given to town clerks of the hearing, and letters of town board approval, are as shown in Exhibit A NOW, THEREFORE, BE IT RESOLVED that the Douglas County Board of Supervisors accepts the recommendation of the Zoning Committee and approves the petitions. BE IT FURTHER RESOLVED that the County Clerk notify the town clerks of this action. (Fiscal Note: None) ACTION: Motion by Bergman, second Baker, to adopt. Motion carried.

3 AMENDMENT TO ORDINANCE #3.8 MANDATORY RECYCLING ORDINANCE FOR RESIDENTIAL AND NON-RESIDENTIAL FACILITIES IN THE DOUGLAS COUNTY RESPONSIBLE UNIT PRESENTED BY SUPERVISORS ON THE EXTENSION EDUCATION AND RECYCLING COMMITTEE THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: The following paragraph is hereby amended: DEPOSIT SCHEDULE FOR MANDATORY RECYCLING ORDINANCE #3.8 1 st 2 nd Violation Violation 7. Illegal dumping of solid waste or recyclables. $75 $50 $150 (Fiscal Note: None) ACTION: Motion by Corbin, second Hendrickson, to adopt. Motion carried.

5 RESOLUTION #45-17 RESOLUTION BY THE LAND AND DEVELOPMENT COMMITTEE Subject: Land Sales WHEREAS, the following parcels of land were advertised on June 30, July 7 and 14, 2017, in accordance with Section 76.59, Wisconsin Statutes, and the highest bids received are as follows: $ 11, Parcel 16-17: SW1/4 of Government Lot 4, Section , Town of Summit, 7760 S Foxboro Chaffey Road (SU ), from David Olson. Intended use: Construct home. $ 24, Parcel 17-17: Lots 4 and 5, Block 9, Highview Addition, and Lots 6, 7, 8 and 9, and the South 15 running East and West on Lot 10 of Block 7, Maple Grove Park, Section , Village of Solon Springs, E 3 rd Street (SS , SS , SS , SS ), from Donald Lessard. Intended use: Home. NOW, THEREFORE, BE IT RESOLVED that the Douglas County Board of Supervisors, in regular meeting assembled, authorizes the County Clerk to execute quit claim deeds on the above named properties. (Fiscal Note: Increase Profit and Loss on Land Sales Account by $35,800.00) ACTION: Motion by Jaques, second White, to adopt. Motion carried.

6 RESOLUTION #46-17 RESOLUTION BY THE LAND AND DEVELOPMENT COMMITTEE Subject: Transfer of Tax Deeded Property to City of Superior RESOLVED that the Douglas County Board of Supervisors accepts the recommendation of the Land and Development Committee and approves transfer of ownership to the City of Superior of the following described property: Parcel # (1013 Ogden Avenue), Lots 13 and 14, Block 102, West Superior, First Division, City of Superior, upon payment of delinquent real estate taxes and fees in the amount of $8, (City of Superior has $46, invested through razing of the structure). (Fiscal Note: None) ACTION: Motion by Corbin, second Luostari, to adopt. Motion carried.

8 RESOLUTION #48-17 RESOLUTION BY THE PUBLIC SAFETY COMMITTEE AND ADMINISTRATION COMMITTEE Subject: District Attorney s Office Fees for Discovery Authorized RESOLVED that the Douglas County Board of Supervisors supports the recommendations of the Public Safety Committee and the Administration Committee and authorizes the District Attorney s Office to charge fees for discovery as follows: (1) $0.25 per page; (2) $5.00 per audio/video disc; and (3) $10 or cost (if higher) per thumb drive. (Fiscal Note: Increase in revenue) ACTION: Motion by Lear, second Ryan, to adopt. Motion carried.

9 COUNTY ADMINISTRATOR REPORT: Written report reviewed. COUNTY BOARD CHAIR REPORT: Corporation Counsel opinion on conflict of interest provided to each County Board member; additional ½ percent sales tax option did not pass; board supervisors within city districts encouraged to attend Superior City Council meetings. APPOINTMENTS: Nonprofit Funding Policy Work Group Doug Finn, Keith Allen, Rosemary Lear, Terry White, Ann Doucette, Carolyn Pierce, Candy Holm Anderson, Pat Schanen, Sue Sandvick. Motion by Quam, second Corbin, to approve. Motion carried. Local Emergency Planning Committee Mark Liebaert. Motion by Corbin, second Hendrickson, to approve. Motion carried.
