APPROVAL OF MINUTES: Motion by Ryan, second Robinson, to approve minutes from the May 10, 2017, meeting. Motion DEPARTMENT REPORTS: Planning and Zoning/Board of Adjustment: Reports distributed; Zoning Inspector position filled. Board of Adjustment low on applications. Rural Housing Authority: Northwest Regional Planning (Sheldon Johnson) to do a presentation for County Board on CDBG Emergency Assistance grant application. Douglas County is region lead; to seek approval to submit emergency assistance application for weather disasters. Land Conservation: Lake Superior Basin Watershed Committee developing prospectus to submit for in-lieu of fee mitigation program. Cost-share and well abandonment projects continue to be worked on; Allouez Bay exclusion fence being installed. Surveyor: Continuing to collect corners to assist in parcel mapping updates and numerous county projects. Land Records: To consider contract for discount with future aerial photography. Address sign updates include private road additions; storage hard drive needs capacity increase due to LiDAR acquisition. Register of Deeds Retained Fees Account: Report distributed; 654 documents recorded in May. Break from 9:41 a.m. to 10:00 a.m. PUBLIC HEARING: Animal Manure Storage Ordinance: Included with agenda; reviewed. David Conley addressed concerns including the disposal of animal materials (bones, flesh, etc.) and Zoning, 6/6/17 Page 1 of 5
2 spraying of excess manure with particles potentially traveling to nearby homes. ACTION (ORDINANCE): Motion by Robinson, second Ryan, to approve ordinance as presented, and refer to County Board. Motion carried unanimously. Amendment to the Douglas County Zoning Ordinance: 1.
