1 At 6:35 PM, Mayor Sordillo made a motion, seconded by Committeeman Marion to approve Resolution and move to closed session to discuss the following: EXECUTIVE SESSION RESOLUTION NO Pending Litigation: Affordable Housing Potential Land/Property Acquisition: Block 5 Lot 4 & Block 6 Lot 1 OPEN PUBLIC MEETING Clerk Reese read the following statement: In compliance with the Open Public Meetings Act of New Jersey, adequate notice of this meeting was provided on January 11, 2018 by sending written notices to the Echoes Sentinel and Courier News, posting on the Bulletin Board in the Municipal Building and filing with the Township Clerk. This meeting is to be taped for broadcast on the Access Channel and everyone is required to comply with the policies and procedures governing access programming for the Access Channel. No mention of political affiliation or political advertising shall take place at this meeting or it will be deleted from any rebroadcast of the meeting. Mayor Sordillo called the meeting to order at 7:15 PM. All present stood and recited the Pledge of Allegiance. ROLL CALL : Mayor Sordillo, Committeeman Lazo and Committeeman Marion were present. Committeewoman Garafola and Deputy Mayor DiNardo were absent but excused. PRESENTATION: Mayor Sordillo presented the Warren Green Team with Certificates for achieving the Silver Sustainable Jersey Certification. Federal Tax Reform Act Impact on Property Taxes Attorney V. Anthony Digirolamo from the firm of DiFrancesco Bateman Kunzman Davis Lehrer & Flaum, PC explained the New Tax Reform Act to the public. Tony has an LL.M. in taxation, Armed with an in-depth knowledge of state and federal tax law. Committeeman Lazo made a MOTION, seconded by Committeeman Marion to approve TOWNSHIP COMMITTEE MINUTES for the Re-organization Meeting- January 4, Voice Vote: All in favor. REPORTS OF TOWNSHIP OFFICERS OR OFFICIALS None at this time REPORTS OF STANDING COMMITTEES Mayor Sordillo congratulated Eleanora Murfitt, Recreation Director and her team for a successful Winterfest. The Mayor also thanked all the volunteers that worked on the event. The Mayor attended the Library get together and noted that the Somerset County Executive Library Director considered Warren Township Library one of the best in their system. COMMUNICATIONS AND PETITIONS - None at this time NEW BUSINESS None at this time ORDINANCE NO AN ORDINANCE AUTHORIZING THE AMOUNT OF $55,000 AS AN APPROPRIATION FROM CAPITAL FUND BALANCE TO PROVIDE FUNDING FOR THE PURCHASE OF HIGH DENSITY MOVABLE SHELVING FOR TOWN HALL RECORDS STORAGE. EXPLANATION: This Ordinance provides funding for the purchase of High Density Movable Shelving for Town Hall records storage. Committeeman Lazo made a motion to pass Ordinance No on first reading. ORDINANCE NO AN ORDINANCE AMENDING ENTITLED PERMITS OF SECTION 10-8 ENTITLED LOCAL ENFORCEMENT OF THE UNIFORM FIRE SAFETY CODE OF CHAPTER IX ENTITLED FIRE PREVENTION OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WARREN EXPLANATION: This Ordinance amends Subsection entitled Permits of The Revised General Ordinances of the Township of Warren to revise permit fees as required by N.J.A.C. 5: Committeeman Lazo made a Motion to pass Ordinance No on first reading. Seconded by Committeeman Marion. Discussion: It was noted that this referred only to the state mandated fees increase. Roll call: All in favor. 4 AMENDING 2018 TEMPORARY BUDGET AWARD OF CONTRACT TO FIELD TURF FOR EAST COUNTY RESERVE ATHLETIC FIELD THROUGH ESCNJ UTILIZING THE COOPERATIVE PRICING SYSTEM DEFERRED BUSINESS Committeeman Marion noted that the Turf Field at Pop Warner Field is years old. Somerset County will pay 75% of the cost, $375,000.00, and the Township will fund the balance of $26, from the Open Space Trust Fund. DISCUSSION a. Bond Sale The Bond sale is January 30 th, with $7,450,000 in bonds. The sale is expected to be very successful due to the Township s Triple AAA rating from both S&P and Moody s. b. Affordable Housing Report Judge Miller extended the Township s immunity until June 30, c. Ordinance - Requiring Notification to Township on a Foreclosure This Ordinance is being prepared to aid the Zoning Official to enforce property maintenance and fines for abandoned and foreclosed properties. d. Park & Ride Update Committeeman Lazo noted that negotiations with Lakeland Bus Company are going well and it is expected to open this spring. e. Cable TV Policy Amendment This amendment is a work in progress with Verizon. f. Wagner Farm Master Plan Update Administrator Krane presented a memo on the items needed to be done this year at the farm. g. Appointments - Somerset County Solid Waste Advisory Committee and Cultural Heritage Advisory Committee The Township Committee appointed Doug Buro, Public Works Superintendent to the Solid Waste Advisory Committee, but needed more time to appoint someone to the Cultural Heritage Advisory Committee. The Mayor suggested putting an invitation on the Cable Access Chanel to anyone that wanted to volunteer. Clerk Reese reminded the Township Committee about 3 current vacancies that needed to be filled for the Library Advisory Board. Mayor Sordillo has reached out to Laura Ryan, Library Director to help find interested volunteers for the Board. PRIVILEGE OF THE FLOOR Members of the public wishing to address the governing body on any matter will be allowed three (3) minutes, unless there are unusual circumstances. Joe Lakatose 7 Horseshoe Road, complained that he was still getting estimated electric bills despite his continued requests to have his meter read. He will be filing a complaint with BPU. Rick de Pinho 11 Wilshire Road, asked if there had been any decisions on the Old Town Hall, and Administrator Krane explained that no decision as of yet because there was still many things to get moved, The Cable TV office and some of the underground cabling along with all the files that the Clerk s Department is currently re-boxing and purging for permanent storage in the basement of the new Town Hall. 5 Mr. de Pinho also complained about the quality of the audio on the access channel, which needed to be revamped and more robust. He also asked about the construction of East County Park, and Administrator Krane noted that the bridge is completed. Future plans for the park could be viewed at the Somerset County office. As there was no further business to discuss, Mayor Sordillo made a motion, seconded by Committeeman Lazo to Adjourn. The meeting adjourned at 8:10 PM.
