Bergman Roll: Ayes _ Noes Absent Abstain Passed Lost Refer Amend Other Rev. 06/15/17 RESOLUTION #40-17 RESOLUTION BY THE FOREST, PARKS AND RECREATION COMMITTEE Subject: Payment in Lieu of Taxes (PILT) Increase Supported WHEREAS, collectively, counties manage nearly 2.4 million acres of land in Wisconsin, making County Forests the largest public ownership in the state, and WHEREAS, as of June 2016, Douglas County had twenty (20) towns and other local units of government with County Forest lands totaling 280,046 acres, and WHEREAS, the State of Wisconsin currently provides $0.30 per acre to towns and other local units of government with lands enrolled in the County Forest Law program, commonly referred to as Payment In Lieu of Taxes (PILT), and WHEREAS, this $0.30 per acre PILT payment is critically important for repairing and maintaining public road infrastructure, managing elections, and providing emergency services, and WHEREAS, the rate of $0.30 per acre was established in 1989 and has not changed over the past 28 years, and WHEREAS, costs to repair and maintain roads, manage elections, and provide emergency services have increased dramatically since 1989, and WHEREAS, in Wisconsin Counties containing National Forest Lands, the Federal Forest Payment in Lieu of Taxes for towns and other local units of government with these lands is $2.00 per acre, and WHEREAS, in Wisconsin Counties containing State owned lands, the State of Wisconsin Payment in Lieu of Taxes for towns and other local units of government with these lands is, on average, no less than $10.00 per acre, and WHEREAS, increasing the annual PILT payment to local units of government in Douglas County from $0.30 cents per acre to $2.00 per acre, would result in an overall annual increase in payments from $83, to $560, NOW, THEREFORE, BE IT RESOLVED that the Douglas County Board of Supervisors accept the recommendation of the Forest, Parks and Recreation Committee and hereby supports increasing the annual PILT payment paid by the WDNR to all

Bergman Roll: Ayes _ Noes Absent Abstain Passed Lost Refer Amend Other RESOLUTION #44-17 RESOLUTION BY THE ADMINISTRATION COMMITTEE Subject: Wisconsin Prevailing Wage Law Proposed Repeal Legislation Opposed WHEREAS, Wisconsin s prevailing wage law was enacted in 1931 and required employers to pay workers what local workers were being paid in the area, and WHEREAS, changes to the law were made in 1996 and significant changes made in the state budget whereby January 1, 2017, the prevailing wage was eliminated for all but state projects, state agencies, and state highway projects if $48,000 or more for single trade and $100,000 or more for multi-trade, and WHEREAS, the federal prevailing wage laws are still effective on any public building or works project that receives $2,000 or more of federal funds, and WHEREAS, Governor Walker s Biennial Executive Budget includes language repealing Wisconsin s prevailing wage required and both the Wisconsin Senate and Assembly have proposed legislation eliminating the prevailing wage law, and WHEREAS, the prevailing wage law ensures the skilled construction trade workers will be paid a fair minimum wage when working on public infrastructure projects. NOW, THEREFORE, BE IT RESOLVED that the Douglas County Board of Supervisors supports the recommendation of the Administration Committee and opposes repeal of Wisconsin s prevailing wage law. BE IT FURTHER RESOLVED that upon adoption of this resolution, copies be forwarded to Governor Walker, members of the Wisconsin state legislature, all Wisconsin counties, and the Wisconsin Counties Association.
