1 PUBLIC MEETING OF BOARD OF SCHOOL DIRECTORS PENN DELCO SCHOOL DISTRICT 2821 CONCORD ROAD ASTON, PA Minutes of the Board of School Directors JULY 19, 2017 A special meeting of the Board of School Directors of the Penn-Delco School District convened on Wednesday, July 19, 2017, at 7:50p.m. at the District Service Center pursuant to advertisement published in the Delaware County Daily Times. School Directors Present: Leon Armour Kate Denney John Dougherty Lisa Esler Catherine Hilferty Dawn Jones M. Colleen Powell Georgia Stone School Directors Absent: Kevin Tinsley Others in Attendance: Dr. George Steinhoff, Superintendent Tracy Marshall, Business Administrator Sean Lilly, Director of Human Resources MINUTES AND MONTHLY REPORTS The Agenda for this meeting is attached hereto as Appendix "1 ". 1. APPROVAL OF MINUTES- Upon considering the draft minutes attached hereto as Appendix "2", it was resolved that the minutes of the regular meeting of June 28, 2017 as presented, be and are hereby approved. Motion to approve the resolution was made by Mrs. Jones and seconded by Mrs. Esler. The motion was unanimously approved. 2. APPROVAL OF INVOICE LISTING- Upon considering the invoice listing attached hereto as Appendix "3", it was resolved that the invoice listing for June July 2017 as presented, be and is hereby approved. Motion to approve the resolution was made by Mrs. Jones and seconded by Mrs. Denney. The motion was approved as follows: Voting Yea: VotingNo: All None 1

APPROVAL OF TREASURER'S REPORT- Upon considering the draft Treasurer's Report attached hereto as Appendix "4", it was resolved that the Treasurer's Report of June, 2017, as presented, be and is hereby approved. Mrs. Powell presented the Treasurer's Report for July, Motion to approve the Treasurer's Report was made by Mrs. Jones and seconded by Mrs. Esler. The motion was unanimously approved. 4. BUDGET TRANSFER REPORT MOTION: To approve the Budget Transfer Report as presented. Motion to approve budget transfers was made by Mrs. Jones and seconded by Mrs. Powell. The motion was unanimously approved. 5. SUPPLEMENTAL FINANCIAL INFORMATION (1) Expenditures (2) Revenue (3) Student Activity ITEMS FOR BOARD INFORMATION None COMMENTS BY MEMBERS OF THE BOARD Dr. Steinhoff introduced Mr. Pat Rafferty. Mr. Rafferty is the Administration's recommendation for the Athletic Director position, which is on the agenda this evening. ACCOUNCEMENTS FOR THE PUBLIC Vice-President Dougherty announced, pursuant to Act 48, prior to the meeting, the Board met in executive session to discuss legal and personnel issues. 2

3 PUBLIC COMMENTS PREPARED AND INFORMAL COMMENTS AND INQUIRES FROM CITIZENS GUIDELINES FOR PUBLIC PARTICIPATION IN BOARD MEETINGS The Board recognizes the value added to school governance by public comment on educational issues, and the importance of involving members of the public in Board Meetings. In order to permit fair and orderly expression of such comments, the Board will provide two periods for public participation during Board Meetings. The presiding officer at each public board meeting will follow these guidelines: Public participation shall be permitted only as indicated on the order of business in the procedures of this Board or at the discretion of the presiding officer on a given issue; Participants must be recognized by the presiding officer and must preface their comments by an announcement of their name, address, and group affiliation; If appropriate all statements shall be directed to the presiding officer; No participant may address or question Board Members individually; The public participation in the peginning of the agenda will be limited to 15 minutes totally and to 3 minutes for individuals; The public participation at the end of the agenda will be limited to 30 minutes totally and to 3 minutes for individuals. The presiding officer may: Interrupt or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, obscene, or irrelevant. Approved January 24, 1990 PUBLIC COMMENTS Carol Cannon Aston Mills Road- Aston, commented on Penn-Delco's AYP scores. Dr. Steinhoff commented on her concerns and invited Mrs. Cannon to call him to discuss further. 3

The group will leave Wednesday, August 23, 2017 and return Thursday, August 24, MOTION: To approve the request as presented Following a motion by Mrs. Powell and seconded by Mrs. Denney, motions were unanimously approved. Voting Aye: Voting No: All None COMMENTS BY MEMBERS OF THE PUBLIC Pat Rafferty thanked the Board for approving his appointment as Athletic Director; he's honored for the opportunity. COMMENTS BY MEMBERS OF THE BOARD Dr. Steinhoff informed the Board the Administration is wrapping up their three-day Management Team meetings tomorrow. He also gave an update on the facility work currently being completed in the District.
