1 PUBLIC MEETING OF BOARD OF SCHOOL DIRECTORS PENN DELCO SCHOOL DISTRICT 2821 CONCORD ROAD ASTON, PA Minutes of the Board of School Directors APRIL 26, 2017 A special meeting of the Board of School Directors of the Penn-Delco School District convened on Wednesday, April26, 2017, at 7:40p.m. at the District Service Center pursuant to advertisement published in the Delaware County Daily Times. School Directors Present: Leon Armour Kate Denney John Dougherty Lisa Esler Catherine Hilferty M. Colleen Powell Georgia Stone Kevin Tinsley School Directors Absent: Dawn Jones Others in Attendance: Dr. George Steinhoff, Superintendent Tracy Marshall, Business Administrator Sean Lilly, Director of Human Resources A moment of silence was observed for Community Member Richard Scharrer who passed away suddenly. MINUTES AND MONTHLY REPORTS The Agenda for this meeting is attached hereto as Appendix "1 ". 1. APPROVAL OF MINUTES -Upon considering the draft minutes attached hereto as Appendix "2", it was resolved that the minutes of the regular meeting of March 22, 2017 the special meeting of April 11, 2017 as presented, be and are hereby approved. Motion to approve the resolution was made by Mrs. Powell and seconded by Mr. Armour. The motion was unanimously approved. 2. APPROVAL OF INVOICE LISTING- Upon considering the invoice listing attached hereto as Appendix "3 ", it was resolved that the invoice listing for March April 2017 as presented, be and is hereby approved. Motion to approve the resolution was made by Ms. Hilferty and seconded by Mrs. Esler. The motion was approved as follows: Voting Yea: VotingNo: 1

2 MINUTES AND MONTHLY REPORTS - Continued 3. APPROVAL OF TREASURER'S REPORT- Upon considering the draft Treasurer's Report attached hereto as Appendix "4", it was resolved that the Treasurer's Report of March, 2017, as presented, be and is hereby approved. Mrs. Powell presented the Treasurer's Report for March, Motion to approve the Treasurer's Report was made by Mr. Armour and seconded by Mrs. Denney. The motion was unanimously approved. 4. BUDGET TRANSFER REPORT MOTION: To approve the Budget Transfer Report as presented. Motion to approve budget transfers was made by Mrs. Powell and seconded by Mr. Armour. The motion was unanimously approved. 5. SUPPLEMENTAL FINANCIAL INFORMATION (1) Expenditures (2) Revenue (3) Student Activity SUPERINTENDENT'S REPORT TO THE BOARD Dr. Steinhoff shared a video highlighting Northley's Career Day, which was recently held. Dr. Steinhoff complimented the students on their outstanding concentration displayed during the recently PSSA Assessment Tests. Dr. Steinhoff announced the following: Legislators are talking about allowing districts to determine if Keystone Exams would be a requirement for graduation. A new position, Director of Teaching & Learning, will take the place of the Assistant Superintendent's position, which is currently vacant. This would be an Act 93 position. Penn-Deco will host 10 Days in May, which is will feature the Arts in Penn-Delco. Including several Chorus Concerts and Arts Alive. Dr. Steinhoff commended the teachers for a successful in-service day on April 17th. This was an outstanding professional growth event for the District. STUDENT REPRESENTATIVATES REPORT TO THE BOARD Olivia Lambert reported on the following: Cafeteria renovations are underway. Junior Prom was held on April 21st at the Waterfall Arts Students will participate in the Arts Alive on May 17,

3 ACCOUNCEMENTS FOR THE PUBLIC President Tinsley announced, pursuant to Act 48, prior to the meeting, the Board met in executive session to discuss legal and personnel issues. COMMENTS BY MEMBERS OF THE BOARD ITEMS FOR BOARD INFORMATION Legislative Council Report- Mrs. Esler reported the P A House has begun the budget process. House Bill97, Charter School Reform is currently being discuss, which would use the same methods of accountability as required by the school districts. Both parties are working together on the issue of State mandates for graduation requirements. PUBLIC COMMENTS PREPARED AND INFORMAL COMMENTS AND INQUIRES FROM CITIZENS GUIDELINES FOR PUBLIC PARTICIPATION IN BOARD MEETINGS The Board recognizes the value added to school governance by public comment on educational issues, and the importance of involving members of the public in Board Meetings. In order to permit fair and orderly expression of such comments, the Board will provide two periods for public participation during Board Meetings. The presiding officer at each public board meeting will follow these guidelines: Public participation shall be permitted only as indicated on the order of business in the procedures of this Board or at the discretion of the presiding officer on a given issue; Participants must be recognized by the presiding officer and must preface their comments by an announcement of their name, address, and group affiliation; If appropriate all statements shall be directed to the presiding officer; No participant may address or question Board Members individually; The public participation in the beginning of the agenda will be limited to 15 minutes totally and to 3 minutes for individuals; The public participation at the end of the agenda will be limited to 30 minutes totally and to 3 minutes for individuals. The presiding officer may: Interrupt or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, obscene, or irrelevant. Athletic Supplies - Funded by the General Fund Special Education Agreements MOTION: To approve the agreement with Child Guidance Resource Center for Student # and Student # as presented MOTION: To approve the agreements for Kathleen Berry for Speech and Language Services for up to total of 130 hours for a sum not to exceed $9,100, as presented MOTION: To approve the contract with Jay Tarnofffor psychological services at $1,200- $2,400 depending on how much testing is needed, per full evaluation until the end of the school year, as presented Sun Valley Summer Reading List MOTION: To approve the Summer Reading List for Sun Valley High School as presented Kitchen Equipment MOTION: To approve the purchase of kitchen equipment from Todd Devin Food Equipment of Yardley, PA, through Co-Stars State Contract for an amount not exceed $588,000, as presented Director of Teaching and Learning MOTION: To approve the creation of one ( 1) Director of Teaching and Learning: K-12, administrative Act 93 position. This position will report directly to the Superintendent and will be filled in lieu of appointing an Assistant Superintendent to that currently vacant position. Following a motion by Mrs. Powell and seconded by Mrs. Denney, motions , and were unanimously approved. Voting Aye: Voting No: Bid Award- Paving Project- Aston Elementary School MOTION: To award the Paving Project contract to Charlestown Paving & Excavating, Inc. of Devault, PA for Base Bid of $255,500 and Add Alternates #1 ($7,500), #2 ($2,500) and Striping ($1,450) for an amount not to exceed $266,950. In accordance with all bid specifications, subject to solicitor's review and execution of a mutually agreeable contract. Following a motion by Mrs. Powell and seconded by Mrs. Stone, the above was unanimously approved. Voting Aye: Voting No: 9

10 10.10 Bid Award- Roof Repair/Partial Replacement- Parkside Elementary School MOTION: To award the Roof Repair/Partial Replacement contract to Garvey Roark, LLC of West Chester, P A, for an amount not to exceed $108,736. In accordance with all bid specifications, subject to solicitor's review and execution of a mutually agreeable contract. Following a motion by Mrs. Powell and seconded by Mrs. Esler, the above was unanimously approved. Voting Aye: VotingNo: Tax Appeal MOTION: To agree to settle the tax assessment appeal for the property located at 4580 Edgmont Avenue, Brookhaven Borough (Folio # ) for relevant tax years as presented. Following a motion by Mr. Armour and seconded by Mrs. Powell, the above was unanimously approved. Voting Aye: Voting No: COMMENTS BY MEMBERS OF THE PUBLIC COMMENTS BY MEMBERS OF THE BOARD Dr. Steinhoff invited the Board to attend upcoming DCIU events. He also welcomed the Parkside teachers to this evenings meeting. President Tinsley commented on the Career Day video. The Board enjoys seeing Community involvement within our District. This week shows what a caring Community Penn-Delco is.
