1 PUBLIC MEETING OF BOARD OF SCHOOL DIRECTORS PENN DELCO SCHOOL DISTRICT 2821 CONCORD ROAD ASTON, PA 1901 Minutes of the Board of School Directors JULY 20,2016 A regular meeting ofthe Board of School Directors ofthe Penn-Delco School District convened on Wednesday July 20, 2016, at :32p.m. at the District Service Center pursuant to advertisement published in the Delaware County Daily Times. APPROVAL OF MINUTES -Upon considering the draft minutes attached hereto as Appendix "2", it was resolved that the minutes ofthe regular meeting of June 22, 2016 as presented, be and are hereby approved. Motion to approve the resolution was made by Mrs. Jones and seconded by Mrs. Denney. The motion was unanimously approved. 2. APPROVAL OF INVOICE LISTING- Upon considering the invoice listing attached hereto as Appendix "3", it was resolved that the invoice listing for June- July 2016 as presented, be and is hereby approved. Motion to approve the resolution was made by Mrs. Powell and seconded by Mr. Armour. The motion was approved as follows: Voting Yea: Voting No: All 1

APPROVAL OF TREASURER'S REPORT- Upon considering the draft Treasurer's Report attached hereto as Appendix "", it was resolved that the Treasurer's Report of June, 2016, as presented, be and is hereby approved. Mrs. Powell presented the Treasurer's Report for June, Motion to approve the Treasurer's Report was made by Mrs. Jones and seconded by Mrs. Denney. The motion was unanimously approved.. BUDGET TRANSFER REPORT MOTION: To approve the Budget Transfer Report as presented. Motion to approve budget transfers was made by Mrs. Jones and seconded by Mrs. Denney. The motion was unanimously approved. 5. SUPPLEMENTAL FINANCIAL INFORMATION (1) Expenditures (2) Revenue (3) Student Activity ACCOUNCEMENTS FOR THE PUBLIC President Tinsley announced, pursuant to Act 8, prior to the meeting, the Board met in executive session to discuss legal and personnel issues. COMMENTS BY MEMBERS OF THE BOARD ITEMS FOR BOARD INFORMATION PRESENTATION FROM MM ARCHITECTS Mr. Don Main and Mr. Ted Williams gave a presentation on the renovation options available for Sun Valley. 2

3 PUBLIC COMMENTS PREPARED AND INFORMAL COMMENTS AND INQUIRES FROM CITIZENS GUIDELINES FOR PUBLIC PARTICIPATION IN BOARD MEETINGS The Board recognizes the value added to school governance by public comment on educational issues, and the importance of involving members of the public in Board Meetings. In order to permit fair and orderly expression of such comments, the Board will provide two periods for public participation during Board Meetings. The presiding officer at each public board meeting will follow these guidelines: Public participation shall be permitted only as indicated on the order of business in the procedures of this Board or at the discretion of the presiding officer on a given issue; Participants must be recognized by the presiding officer and must preface their comments by an announcement of their name, address, and group affiliation; If appropriate all statements shall be directed to the presiding officer; No participant may address or question Board Members individually; The public participation in the beginning of the agenda will be limited to 15 minutes totally and to 3 minutes for individuals; The public participation at the end of the agenda will be limited to 30 minutes totally and to 3 minutes for individuals. The presiding officer may: Interrupt or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, obscene, or irrelevant. 11 8.16 Contract Modification MOTION: To approve the modification to the employment ofmr. Sean Lilly as presented. Following a motion by Mrs. Powell and seconded by Mrs. Jones, the above motion was unanimously approved. Voting Aye: Voting No: All 8.1 Conveyance of Property MOTION: Pursuant to 2 P.S. -0 (8), to approve the sale of certain real property of the District consisting of approximately 1 acres located on Concord Road, Aston, PA 1901, and identified by Folio No , to Aston Township for a consideration of$1.00. Comments: Mrs. Stone feels the 16-acre property has value. President Tinsley noted the property would revert back to the District, if it were no longer going to be used by the Township. Mrs. Jones noted that if property were available in Brookhaven or Parkside, she would support the same type of agreement. Following a motion by Mrs. Jones and seconded by Mr. Armour, the above motion was approved 6-2.
