The President asked if there was any discussin, and Rep. Martin reprted that the City has signed an agreement with the State f Cnnecticut fr the 229 Nrth Street building, and essentially, the City must mve its health clinics and plice training academy. As part f the agreement, the City will receive abut $80,000 per year in rent and $30,000 fr a ne-time mving expense. The City has btained a lcatin frm Pitney Bwes, which will cst apprximately $37,000 per year fr the plice training academy and anther facility at St. Luke's Franklin Cmmns fr the health clinics. The lease has nt been finalized fr the Franklin Cmmns site, yet, but the estimate is $10,000 per year, which will bring ttal lease csts f these facilities t $47,000, which is less than we will receive frm the 229 Nrth Street rental. Rep. Martin further stated that the apprpriatin this evening is t cver varius expenses assciated with the ne-time mve; mst f these expenses are assciated with mdificatins t the facilities t accmmdate the plice training facility and the health clinics. The nly serius cncern heard expressed was that the mve f the plice academy t the Pitney Bwes facility may nt be a permanent mve. Hwever, this is the best facility available at this time, and there is a pssibility that they will be mving again. They are pursuing a grant t prvide a mre permanent and better lcatin fr this training academy. Rep. Martin stated that in his pinin, in that the City must vacate 229 Nrth Street and that this is f an emergency nature, it is apprpriate that the Bard mve frward and apprve this request. Rep. They will be using their wn sftware. The cst t the City is $339,150, payable mnthly. The agreement is effective this February and expires n June 30, 1998, when it is believed that the City will be able t assume the billing functin using its new IS system. Rep. Nakian further nted that all billing csts are included in the price, including stamps, envelpes, and the bills. The Cmmittee apprved this item Rep. Lglisci stated that the Bard had received a letter frm the Persnnel Cmmissin, signed by Lee Terrell and that the Republican Caucus discussed this letter. The Republican Caucus feels that the Persnnel Cmmissin is attempting t disregard the charter-given authrity f the Bard f Representatives. Further, Rep. Lglisci stated he hped the Demcratic Caucus is in agreement and feels that this letter requires a respnse frm the President f the Bard. In the letter, the Persnnel Cmmissin claims that they decided t discharge its respnsibility by granting raises t the emplyees n this nn-unin grup. Rep. Lglisci feels that it is the jb f the Persnnel Cmmissin t put the plan tgether and the jb f the Bard f Representatives t put the plan int effect /10 f 43

11 President Dmnks asked that the Persnnel Cmmissin take up this letter at its meeting and stated she wuld wrk with Rep. Skigen in drafting a respnse. Rep. Lglisci feels that a quick respnse is required in that they have decided t immediately grant raises. Rep. Lglisci als stated that perhaps a stp rder shuld be lked int. President Dmnks stated she wuld speak with Crpratin Cunsel tmrrw and will apprise the entire bard by mem f the results f her inquiry. PLANNING & ZONINGIENVIRONMENTAL/- Paul Espsit & ECONOMIC DEVELOPMENT COMMITTEE - Dnald Sherer, C-Chairmen Meeting: Wednesday, January 29, :00 p.m. - Republican Caucus Rm Rep. Sherer reprted that the Planning & ZninglEnvirnmental and Ecnmic Develpment Cmmittee met n Wednesday, January 29, 1997 in the Republican Caucus Rm. Present were Reps. Abbazia, Bccuzzi, Skigen, Kuzlik, Espsit and Sherer. Als present were David Emersn, Directr f Envirnmental Prtectin Bard; Richard Rbinsn, Esq., Assistant Crpratin Cunsel; Bb Langhrn, Sctt Cullin and Daniel Lyns frm the public representing envirnmental interests. I, PZ24.05, was discussed and the Cmmittee was given substantial infrmatin frm the Law Department cncerning public input. References t a particular state statute in fact cncerned twns and brughs, and nt cities. Therefre, the rdinance has been amended, taking this int cnsideratin. The Cmmittee then wrked with the Law Department and the public, wh had a sincere interest in this matter, and reviewed the rdinance line-by-line. While the rdinance is ready fr publicatin, the Cmmittee vted t apprve the cntent fr publicatin, but because f time limitatins, vted t hld the item. This item will be taken up next mnth fr publicatin, and a public hearing will be held next mnth /11 f 43

12 PUBLIC WORKS COMMITTEE - Bbby Owens & Lucy Crelli, C-Chairs Meeting: Thursday, January 23, :00 p.m. - Demcratic Caucus Rm Rep. Owens reprted that Public Wrks met n Thursday, January 23, Present were Reps. Crelli, Curtis, Fx, Zelinsky, Nans, Martin and Owens. Als present were Reps. DeLuca, Drucker, Girdan, Abbazia and Summerville; Patricia Brm, Directr f Operatins; Jeanette Semn, Directr f the Sewage Treatment Plant; Ken Fay f the cndminium assciatins; and Mayr Dannel P. Mally. Finally, twenty-ne persns representing cndminium were present at this meeting. 1. PW24.03 REVIEW; Administratin's plicy regarding fr cndminium refuse pick up. 10/15/96 - Submitted by Reps. Lglisci (R-14) and DeLuca (R-14) 11/06/96 - Held in Cmmittee 12/02/96 - Held in Cmmittee REPORT MADE Rep. Owens reprted that the Cmmittee affrded the public an pprtunity t ask questins cncerning the administratin's plicy regarding refuse pickup fr cndminiums, and the matter was extensively discussed. A written reprt is prvided t all representatives, which includes Directr Brm's written material submitted t the Cmmittee. Rep. DeLuca cmmended Rep. Owens n his reprt and stated that he attended the Public Wrks Cmmittee meeting. Rep. DeLuca stated that the cndminium assciatin representatives stated ludly and clearly that they were being "ripped ff' by the City. There is a stipulatin that they be reimbursed n a dllar-fr-dllar basis. The argument was made that this is nt being hnred because sme cndminiums receive five-day a week pickup, but the City is nly reimbursing them fr twice a week pickup. Rep. DeLuca stated that Directr Brm's reprt indicates the tax rate is.91, r less than ne mil per year fr garbage pickup; this, taking int accunt that the average cndminium is assessed at $77,000, this equals abut $70 per year fr taxes. The cndminium wners als have t pay abut $50 per year fr tipping fees, fr a ttal cst f$120. Yet, the City has the audacity t reimburse them fr $80 fr the year, which is a "rip ff' t the cndminium wners f $40 per year. Rep. DeLuca stated that the larger cndminium cmplexes can negtiate a better cntract with private haulers, and therefre, they end up making mney; hwever, the smaller cmplexes, i.e., twelve units r under, suffer the cnsequences. Rep. DeLuca further stated that at the Cmmittee meeting, the cndminium wners were advised that they culd cancel their private hauling cntract and have the City pick /12 f 43

13 up the garbage, but stated this was als ridiculus because the City tld these individuals t g ut and negtiate these cntracts several years ag. Thus, sme f these individuals have three- and fur-year cntracts. Rep. DeLuca hpes that the Bard f Representatives will cme up with a prpsal that will be beneficial - nt fr the City - but fr the cndminium wners wh have been ripped ff fr the past several years. Suspensin f Rules: Rep. Owens mved t suspend the rules t take up Item N.2, PW24. This item relates t an agreement fr the Gateway Phase II structure design. This item was apprved last mnth and passed by the full bard. Hwever, a few items in the cntract have been changed: dates, the fact that 80% f the design fees will be paid by the State, and that Swiss Bank may pay anther $70,000. Rep.
