Call to Order-The Board of Directors of the Mediapolis Community School District met in regular session in the Board Room of the Administration Building at 6:30 p.m. Present were Kim Benz, Brad Coates, Carrie Lippert, Jenny McNeil, Dick Whitaker, and John Witte, along with Superintendent Greg Ray. Member Miles Erickson was absent. President Coates called the meeting to order at 6:30 p.m. Also present were: MS/HS Principal Roger Thornburg, Curriculum Director John Kerr, Activities Director Mike Wolter, Food Service Supervisor Brenda Newcomb, and Renee Joanou with the Mediapolis News. 2. Approval of Agenda- The agenda was reviewed. Motion: Whitaker (seconded by Lippert) I move to approve the agenda as presented. 3. Approval of Commendations, Gifts, Grants, Bequests and Thank Yous- Board President Coates thanked Legends Pizza for providing pizza at the meeting. Public Comments-None. 5. Approval of Consent Items- The consent items were reviewed.

Superintendent s Report- Supt Ray reviewed the Reading Recovery Report, the District Library Report, the Elementary Counseling Final Report for and the Secondary Counseling Final Report for , noting all reports were in the board packet that was sent out earlier. He stated that there are 22 students in Mediapolis s current summer 2017 driver s education course. Food Service Supervisor Brenda Newcomb reviewed the Meals Served Report for Supt Ray asked that board members review the legislative resolutions and submit to him their top priorities. Supt Ray stated that school board candidate packets are available with Board Secretary Kelly during the filing dates of July 10-August 3. Director Districts up for election are #3, #4, and #6. The school board election is September 12, Administrators Reports- EL Principal Van Ness, Curriculum Director Kerr s and Activities Director Wolter s written reports were reviewed. Members Whitaker and Benz thanked the administrators for their hard work. 9. Personnel- The personnel items were reviewed. Old Business- The Board took up for consideration Resolution # , as set out in its entirety in Appendix A, for the Election Regarding Change in the Method of Election of Board Members. Director (Member) Witte moved that the resolution be adopted, seconded by Director (Member) Whitaker. The Board President put the question upon the adoption of the Resolution and, the roll being called, the Directors voted: Ayes: Benz, Lippert, McNeil, Whitaker, Witte Nays: none Whereupon the President of the Board declared the motion duly carried and the resolution duly adopted as set out. Resolution passed and approved June 12, Motion: Whitaker (seconded by Lippert) I move to approve the Elementary Parent/Student Handbook. Proposed changes to the handbook for were reviewed. New Business- The list of proposed fundraisers was reviewed. For: Benz, McNeil, Whitaker, Witte Against: Lippert The motion was approved. The Board policies were considered reviewed at their first readings. 12. Items for Future Meetings- Reviewed. The next regular board meeting is Monday, July 10, Board Development- Supt Ray discussed communications and marketing concerning the school district. 14. RESOLUTION OF ELECTION REGARDING CHANGE IN THE METHOD OF ELECTION OF BOARD MEMBERS ~Olo I'J.;;lO 1'1, td,!)\ introduced and caused to be read th_r Resolution hereinafter set out and moved its adoption; seconded by Director I 1 )b I fn.&.r After due consideration thereof by the Board, the President put the question upon the adoption of said Resolution and, the roll being called, the following Directors voted: Nay: (\D(l.L Whereupon, the President declared said Resolution duly adopted as follows: RESOLUTION WHEREAS, pursuant to sections and of the Iowa Code, authority is extended to a school district's board of directors to pass a proposition to change the method of election of directors from division of the entire school district into designated geographical single director districts on the basis of population for each director and electing directors by the vote of the electors of the entire school district to no longer having director districts and electing board members at large from the entire district by the electors of the entire district and to submit the proposition to the voters at a regular school election; WHEREAS, the Board deems it necessary and desirable to pass a proposition to change the method of election of directors from division of the entire school district into designated geographical single director districts on the basis of population for each director and electing directors by the vote of the electors of the entire school district to no longer having director districts and electing board members at large from the entire district by the electors ofthe entire district and to submit the proposition to the voters at a regular school election; WHEREAS, the Board wishes to take action to adopt a Resolution of Election directing the County Commissioner of Elections to hold an election on the proposition to change the method of election of directors from division of the entire school district into designated geographical single director districts on the basis of population for each director and electing directors by the vote of the electors of the entire school district to no longer having director districts and electing board members at large from the entire district by the electors of the entire district;

7 NOW, THEREFORE, be it resolved by the Board: Section 1: The Board of Directors of the Mediapolis Community School District of Des Moines County of the State ofiowa passes a proposition to change the method of election of directors from division of the entire school district into designated geographical single director districts on the basis of population for each director and electing directors by the vote of the electors of the entire school district to no longer having director districts and electing board members at large from the entire district by the electors of the entire district and requests the Des Moines County Commissioner of Elections to submit the proposition to the voters of the Mediapolis Community School District at a regular school election to be held on September 12, The Board of Directors of the Mediapolis Community School District requests that the form of ballot be as follows: Shall the following public measure be adopted? Yes No To change the method of election of the directors on the Mediapolis Community School District Board of Directors from division of the entire school district into designated geographical single director districts on the 'basis of population for each director and electing directors by the vote of the electors of the entire school district to no longer having director districts and electing board members at large from the entire district by the electors of the entire district. Section 2: The Board Secretary and! or the Superintendent is authorized and directed to certify a copy of this motion and resolution to the Des Moines County Commissioner of Elections as they may request in order to accomplish the referendum. Section 3: Subject to the compliance with all necessary requirements of law, it is requested that an election be held on September 12, 2017, on the proposition passed by the Board to change the method of election of directors from division of the entire school district into designated geographical single director districts on the basis of population for each director and electing directors by the vote of the electors of the entire school district to no longer having director districts and electing board members at large from the entire district by the electors of the entire district. Section 4: All resolutions or orders or parts thereof in conflict herewith be and the same are hereby repealed to the extent of such conflict. 2.

9 MEMORANDUM TO: FROM: RE: DATE: MEDIAPOLIS COMMUNITY SCHOOL DISTRICT BRETT S. NITZSCHKE, LYNCH DALLAS, P.C. CHANGE IN METHOD OF ELECTION OF SCHOOL BOARD MEMBERS MAY 8, 2017 I am writing to set out the procedures the Board is required to follow in order to change the method of election of board members. It is my understanding the current method of election is by utilizing director districts and electing all seven directors at large. It also is my understanding the Board is interested in changing how members are elected so that there would be no more director districts and all directors would be elected at large. Section of the Iowa Code specifically allows a District to change its method of election of school directors to any method authorized by section by submission of a proposal, stating th.e proposed new method of election, by the school board of such district to the electors at any regular or special school election. Section (2)(a) of the Iowa Code allows school districts to have a method of election which would elect all Board members at large from the entire District by the electors of the entire District. If the Board were to pursue this option, there would be change in how all directors would be elected (i.e. they would no longer be required to be residents of director districts who are elected by the vote of the electors of the entire District. Instead, under this change, there no longer would be director districts and all directors would be elected by the electors of the entire school district. It is my understanding that the Board is considering passing and submitting its proposal to the District's electors at the next regular school election to be held on September 12, Therefore, the Board will have to adopt, by resolution, a proposal to change the method of election of board members and to have the proposal submitted to the District's electors at the next regular school election on September 12, The Board shall notify the county commissioner of elections (county auditor) as soon as possible after passage of the resolution and the commissioner shall publish notice of the election as required by law. The election shall be conducted pursuant to Iowa law by the county commissioner of elections. The proposal shall be adopted if it is approved by a majority of the votes cast on the proposition. Pursuant to Iowa Code section , if change in the method of election of school directors is approved, the directors who were serving unexpired terms or were elected concurrently with approval of the change of method shall serve out the terms for which they were elected. Finally, section of the Iowa Code provides that if a proposition for a change in the method of election of school directors is submitted to the voters and is rejected, it cannot be resubmitted to the voters in substantially the same form for three years and if the proposition is approved; no other proposal can be submitted to the voters of the district for the next six years.
