1 THE CITY OF FAIRVIEW HEIGHTS COMMUNITY COMMITTEE MINUTES Wednesday, March 22, :00 p.m. City Council Chambers Bunkum Road, Fairview Heights, IL Public Participation None. Approval of Febuary 22, 2017 Minutes Motion and second to approve said minutes as written were made by Aldermen Bill Poletti/Justin Gough. The motion Parks & Recreation Committee Alderman Justin Gough, Chairman Parks Director s Report Director Beaston presented her written report for review by the Committee. questions. There were no Special Event Approvals Director Beaston presented to Committee a motion to allow Heroinside Day, Fairview Heights Homecoming and Midwest Salute to the Arts contingent upon staff requirements, and further moved to approve the collection of fees or donations including the sale of concessions and that any pavilion or associated fees be waived for each of the events. 2 Director Beaston presented to Committee a motion to allow the 10 th Annual 5K Run/Walk for Peter s Place, and to approve the collection of fees or donations including the sale of concessions during each of these events. Motion and second to forward special events request to City Council with the recommendation to approve were made by Aldermen Bill Poletti/Harry Zimmerman. The motion carried by voice vote and was unanimous Director Beaston presented to Committee a motion to allow the Flintknapper s Campout, to be held June 1-4, 2017, at Pleasant Ridge Park and that participants be allowed to barter, sell and exchange materials and tools between participants only and not to the general public, and to further move that any associated park fees be waived for this event. The motion carried by voice vote and was unanimous. Bike Trail Updated Director Beaston/Director Malloy updated Committee on the status of easement negotiations for the Bike Trail. No action taken. Recreation Center Update Director Beaston updated Committee on the status of the Recreation Center and reported the groundbreaking could take place as early as September or beginning of October, No action taken. 3 Consider Approval of Salute to the Arts being funded for $45,000 with FY 17/18 Hotel/Motel funds Director Malloy requested approval of the Salute to the Arts being funded for $45,000 with FY 17/18 Hotel/Motel funds. Motion and second to recommend to City Council to fund the Salute to the Arts for $45,000 with FY 17/18 Hotel/Motel funds were made by Aldermen Justin Gough/Frank Menn. The motion Consider approval of Midwest Wingfest being funded for $30,000 with FY 17/18 Hotel/Motel funds Director Malloy requested approval of the Midwest Wingfest being funded for $30,000 with FY 17/18 Hotel/Motel funds. Motion and second to recommend to City Council to fund the Midwest Wingfest for $$30,000 with FY 17/18 Hotel/Motel funds were made by Aldermen Pat Baeske/Justin Gough. The motion Consider approval of Fairview Heights Homecoming Association being funded for $3,500 with FY 17/18 Hotel/Motel funds Director Malloy requested approval of the Fairview Heights Homecoming Association being funded for $3,500 with FY 17/18 Hotel/Motel funds. Motion and second to recommend to City Council to fund the Fairview Heights Homecoming Association for $$3,500 with FY 17/18 Hotel/Motel funds were made by Aldermen Frank Menn/Harry Zimmerman. The motion carried with 4 yeas and 1 nay. Consider approval of Metro-East Chamber of Commerce Radio Campaign being funded for $5,600 with FY 17/18 Hotel/Motel funds Director Malloy requested approval of the Metro-East Chamber of Commerce Radio Campaign being funded for $5,600 with FY 17/18 Hotel/Motel funds. Motion and second to recommend to City Council to fund the Metro-East Chamber of Commerce Radio Campaign being funded for $5,600 with FY 17/18 Hotel/Motel funds were made by Aldermen Frank Menn/Justin Gough. The motion carried by voice vote and was unanimous. Discussion of Violence Prevention Center of SWIL application (see attached of February 23, 2017 from Police Chief Gailius) Director Malloy briefed Committee on the Hotel/Motel Committee s denial for funding of the Violence Prevention Center of SWIL request. Police Department will be including funds in their FY17/18 budget. No action taken. Discussion of Metro-East Chamber of Commerce Digital Re-Targeting Campaign Application Director Malloy briefed Committee on the Hotel/Motel Committee s denial for funding of the Metro-East Chamber of Commerce Digital Re-Targeting Campaign s request. Tom Tyler with the Chamber of Commerce and Tim Tucker with the Belleville News Democrat gave a brief presentation. Page 3
4 Motion and second to table the discussion until the next Committee meeting in order to investigate additional information were made by Harry Zimmerman/Justin Gough. The motion Discussion of Jim McKay (NAPA Auto Parts) Redevelopment Agreement concerning December 31, 2016 completion date in Redevelopment Agreement Economic Director Malloy presented a request from Jim McKay (NAPA Auto Parts) Redevelopment Agreement by revising 3. (b) (page 6 of 36) of McKay Redevelopment Agreement to allow City to extend an additional five (5) months vs. additional three (3) months. Motion and second to forward to City Council an Ordinance with the recommendation of approval to amend Ordinance No , by revising 3. (b) (page 6 of 36) of McKay Redevelopment Agreement to allow City to extend an additional five (5) months vs. an additional three (3) months were made by Aldermen Justin Gough/Frank Menn. The motion Development Director s Report Director Malloy presented his written report to Committee for review. Bill Poletti questioned if there were any ways of increasing sales tax revenue without changing our tax rate. Mayor Kupsky informed that the Finance Director will be doing an analysis of all outstanding City debt. Planning Committee Alderman Pat Baeske, Chairman Land Use & Development Director s Report Director Tolliver presented his written report to Committee for review. There were no questions. PC02-17 Special Use Permit, 1601 Pleasant View Drive Director Tolliver briefed Committee on Planning Commission case PC Commission recommended approval of the request. Planning Brian and Erica Kniffin, applicants, were present and answered Committee questions. Motion and second to recommend to City Council an Ordinance to approve PC02-17 regarding the Special Use Permit for agricultural use at 1601 Pleasant View Drive in accordance with the recommendation of the Planning Commission were made by Aldermen Frank Menn/Harry Zimmerman. The motion carried by voice vote with 4 yeas and 1 nay. Special Event Lincoln Trail St.- John UCC - Community Garden Farmer s Market Director Tolliver briefed Committee on a Special Event request to hold a Farmers Market on twenty-three consecutive Saturdays, May through October, Motion and second to recommend to City Council a Resolution approving a special event for a Farmer s Market at of St. John UCC per their request allowing up to twenty-three consecutive Saturdays each year from May through October, for the years 2017 and 2018, pending review by the Land Use Director were made by Aldermen Bill Poletti/Harry Zimmerman. 5 Demolition - 8 Belle & 9058 Crest Drive Director Tolliver briefed Committee regarding the demolition of 8 Belle & 9058 Crest Drive as well as possible purchase of properties from St. Clair County Trustee. Staff recommendation was to proceed with demolition of the Crest Drive property and demolish and purchase the Belle Drive property. Motion and second to recommend to City Council a Resolution authorizing the purchase of 8 Belle Drive from St. Clair County Trustee for $750 plus recording fees were made by Aldermen Justin Gough/Frank Menn. The motion carried with 4 yeas and 1 abstaining. Development Code Review - Article X Landscaping & Article XI Sign Regulations Director Tolliver presented to Committee proposed Development Code changes for review. Motion and second to table until the next Committee meeting were made by Bill Poletti/Harry Zimmerman. The motion Justin Gough moved to adjourn. Bill Poletti seconded. Motion carried.
