1 EXHIBIT # 1 CENTRAL COLUMBIA SCHOOL DISTRICT 4777 Old Berwick Road Bloomsburg, PA Call to Order: A meeting of the Central Columbia Board of School Directors was held at 6:00 p.m., on Monday, August 12, 2013, at the district office board room, President Coates presiding. Minutes: Mr. Chyko moved, seconded by Mr. Rhoads, passed unanimously with a voice vote, for approval of minutes from the Board Meeting on July 15, (6-0) Academic Presentation: Special Education Website: Special Education Director, Christina Fish, walked the Board through the Special Education webpage on the district website. She showed where parents/staff can go to view Special Education and Gifted information, what it is, the IEP process, etc. She also showed the links for teacher resources, parent resources, and paraprofessional resources. Informational Items: The following were presented for review: requests for buildings and facilities, field trip(s), meeting(s)/conference(s), reports on food service fund, general fund, capital reserve, middle school and high school activity accounts, athletic fund raising, high school construction fund, memorial fund and enrollment. Long Term Elementary Substitute Teacher Approval was granted to appoint Courtney O Donnell to the position of elementary teacher as a long-term substitute for the school year. Mrs. O Donnell will be placed on Step B1 and receive a salary of $38,412, plus she is eligible for full-benefits. Appoint Food Service Position Approval was granted to appoint Nancy Williams to a part-time food service position effective August 15, Ms. Williams will receive a rate of $9.25/hour, for 2 ¾ hours/day, 180 days/year. This donation is of greater value than their rental fee. Resolution Approval was granted to adopt Resolution authorizing the Administration to work with Public Financial Management, as Financial Advisor, Rhoads & Sinon, as Bond Counsel and the local Solicitor in conjunction with a bank qualified financing in the amount of $9,995,000 for the purpose of funding a portion of the Central Columbia High School project via a competitive Internet auction. Timeline: August 12 Board Authorizes Finance Team to Proceed; September 16 or later Sale; and October 22 or later Settlement. Payment of Bills Approval was granted to issue General Fund checks #68699 through #68842 totaling $321, and Cafeteria checks #8377 through #8387 totaling $10, (Attached) Pay Bills from Capital Projects High School Account Approval was granted to pay the following bills from the Capital Projects High School Account: Wagner s Mobile Home Set Up & Service (Modular Units) $ 35, Robert C. Representative Reports: Faculty Report No Report. Administrative Reports Dwayne Prosceno, Buildings and Grounds Supervisor, stated the last modular unit was delivered earlier that day. Chris Snyder, High School Assistant Principal, noted he is getting ready for the start of the new school year. Chad Heintzelman, Middle School Principal, thanked Dwayne and his staff for the work they did in the middle school. He also noted August 15 is 7 th & 8 th grade Math Night, August 19 is 5 th grade orientation; and August 20 is the middle school open house. Jeff Groshek, High School Principal, informed the Board that 9 th grade orientation is August 15 and high school open house is August 22. He also said that Mr. Mathias, Mr. Morgan, and himself met with PIAA and District 4 to show them the new stadium for possible use during district and state events. Tom Sharrow, Elementary School Principal, stated kindergarten orientation is August 19 and meet the teacher night is August 20. He also thanked Mrs. Witmer, and high school students Sydney Gronka and Megan Grozier for their beautiful mural on the elementary cafeteria wall. Annnette Lowery, Business Administrator, stated the auditors are in this week. Tracy Krum, Curriculum Coordinator, noted she will submit the approved comprehensive plan in the morning and she plans on moving forward with the plan this year.

10 PAGE 10 Harry Mathias, Superintendent, informed the Board of a recent meeting he had with PennDot regarding the upcoming changes to the entrance of the high school. He noted PennDot wants a traffic flow study done and Mr. Steve Beattie is requesting and addition $8,400 to perform the study. The Board requested a breakdown of what the $8,400 covers before they agree to having Mr. Beattie complete the study. The Board expressed the opinion that this contingency should be included in the original contract. Public Comments: None. Future Meetings: Board Meeting at 6:00 p.m., on Monday, September 16, 2013, in the district office board room. Executive Session: Mr. Coates called an executive session immediately following the regular meeting to discuss a legal matter.
