1 MINUTES OF WAPAKONETA CITY BOARD OF EDUCATION REGULAR SESSION Tuesday, December 17, 2013 Gardenia Board Office 5:00 PM The meeting of the Board of Education of the Wapakoneta City School District was called to order by President Eric McKinniss. ROLL CALL Upon the roll being called. the following were present: BOARD MEMBERS: Brent Schwartz Eric McKinniss Pat Gibson Ron Mertz Willie Sammetinger Also in attendance were Keith Horner, Superintendent; Angela Sparks, Treasurer~ and John Bush with the Wapakoneta Daily News. The Pledge of Allegiance was led by President Eric McKinniss. REPORTS FROM THE BOARD Building Updates Wapakoneta Elementary-Pat Gibson Cridersville Elementary-Ron Mertz Wapakoneta Middle School-Eric McKinniss Wapakoneta High School-Brent Schwatiz Athletics-Willie Sammetinger Apollo Career Center -Willie Sammetinger reported that Touchstone/Shook now has a signed construction manager contract. The next Core meeting is January Drawings for the building are proceeding and should be ready to review in part in January. There are three days of school left in Each member thanked the respective administrator for providing the update from their building. (Copies of the reports are included with the minutes.) Page 1of7
2 ROUTINE BUSINESS Member Brent Schwartz moved and Member Pat Gibson seconded to approve the following items: Approve minutes from the regular meeting held November 26, Approve November financial reports. Approve the following student trips: Overnight drum line trip- February 8-9, 2014, in Troy, Michigan Overnight show choir trip - February 21-23, 2014, in Twinsburg, Ohio High School choir trip - November 25-30, 2014, in Orlando, Florida Approval of Board Compensation Board of Education members shall receive $ per meeting for the 2013 calendar year, up to a limit of 12 meetings annually. 3 It is understood that no member may receive a mid-term increase; however, this same salary will be awarded upon election or appointment of new members. Establishment of Annual Organizational Meeting WHEREAS, the treasurer is directed by Ohio Revised Code to canvass the members of the Board not later than December 31 to establish the date, time, and location of the organizational meeting. NOW, THEREFORE, BE IT RESOLVED that notice shall be given at least one publication not less than ten days prior to the hearing in a newspaper having general circulation in the school district. AND THEREFORE, BE IT RESOLVED, under the provisions of Ohio Revised Code , the Board of Education shall hold its organizational meeting as follows: Tuesday, January 14, :00 p.m. - Board of Education Office, 1102 Gardenia Drive, Wapakoneta. Appoint Presiding Officer for Organizational Meeting Appoint Willie Sammetinger to preside at the organizational meeting to be held Tuesday, January 14, 2014, at 6:00 p.m., until a President is elected. Appoint Willie Sammetinger to the Apollo Career Center Board of Education RECOMMENDATION: WHEREAS, the Apollo Career Center Board of Education is comprised of members appointed by each participating school district board of education in accordance with the Apollo Career Center plan submitted to the State Board of Education; WHEREAS. the Wapakoneta City Schools Board of Education is a participating school district board of education entitled to appoint a member to the Apollo Career Center Board of Education; WHEREAS, ORC requires members of the joint vocational school district board of education to have experience as chief financial officers, chief executive officers, human resources manages, or as other business, industry, or career counseling professionals and be qualified to discuss the labor needs of the region with respect to the regional economy: and WHEREAS, ORC requires members of the joint vocational school district board of education to represent the perspectives of employers in the region served by the joint vocational school district and be qualified to consider the state's workforce needs with an understanding of the skills, training, and education needed for current and future employment opportunities in the state; and WHEREAS, the Board prefers to appoint individuals who have served as members of an Apollo Career Center business advisory committee; and WHEREAS, the Board prefers to appoint current democratically-elected Board members who meet the qualifications above and desire to serve on both the Board of Education and the Apollo Career Center Board of Education: WHEREAS, the Board determines Willie Sammetinger has experience and qualifications as an Apollo advisory committee member and vast experience in the masonry industry, which is one of the sectors regionally in construction. WHEREAS, the Board determines Willie Sammetinger has experience as a chief financial officer, chief executive officer, human resources manager, or as another business, industry, or career counseling professional; is qualified to discuss the labor needs of the region with respect to the regional economy; represents the perspectives of employers in the region served by the joint vocational school district and is qualified lo consider the state's workforce needs with an understanding of the skills, training, and education needed for current and future employment opportunities in the state: and Page 3 of 7
4 WHEREAS, ORC requires members of the joint vocational school board to be selected based on the diversity of the employers from the geographical region of the state in which the teffitory of the joint vocational school district is located represented by the members and requires not less than three-fifths of the members of the board to reside in or be employed within the territory of the joint vocational school district board; WHEREAS, the Superintendent has consulted with the superintendent of the Apollo Career Center on December 12, to ensure that the appointment of Willie Sammetinger will satisfy the diversity and three-fifths requirements: NOW. THEREFORE, BE IT RESOLVED that the Wapakoneta City Schools Board of Education appoints Willie Sammetinger to the Apollo Career Center Board of Education for a three-year term of office commencing January 1, Mr. Horner stated that Willie's appointment is in compliance with the new laws. Mr. McKinniss stated that we are very fortunate to have representation on the Apollo Board. Mr. Horner stated that the policy changes are due to simple law changes. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion carried 5-0. 5 Employ the following substitutes for the school year, pending satisfactory completion of criminal records checks: Jason Ainsworth- Teacher Hannah Brown - Paraeducator Melissa Balbaugh - Paraeducator Employ the following substitute custodians for the 2014 calendar year: Charles Arnett Earnest Bradford Christopher Feltz Harold Johns Don Lee James Mullen Linda Nigh Paul Regula Mark Wright Increase the teaching contract of Katie Dabbelt from 52% to 100%, beginning January 6, Mr. Horner stated that the increase in Katie Dabbelt's teaching contract is due to an increase in enrollment in preschool. The District is actually two sections ahead of enrollment figures during last school year. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion carried 5-0. ADDITIONAL PERSONNEL ITEMS Member Willie Sammetinger moved and Member Eric McKinniss seconded to approve the following: Employ the following substitutes for the school year, pending satisfactory completion of criminal records checks: Elaine Mertz - Paraeducator Elaine Mertz - Secretary Elaine Mertz - School Nurse Upon a roll call vote being taken, the vote was: Aye: 4 Nay: 0 Abstention 1. 6 MISCELLANEOUS Member Pat Gibson moved and Member Brent Schwartz seconded to approve the following: Declaring Urgent Necessity and Dispensing with Bidding Procedures - WHEREAS, on 11/5/13 the Wapakoneta High School rooftop air handler for the kitchen failed, resulting in extreme environmental conditions in the High School kitchen and surrounding areas of the building that have adversely impacted persons within the building, and created the risk of additional damage to the building; WHEREAS, the District's Director of Operations, in consultation with representatives for the Ohio Facilities Construction Commission (OFCC), has taken immediate steps to solicit three proposals from qualified HV AC contractors for immediate replacement, renovation, repair and/or acquisition of the High School kitchen air handler; and WHEREAS, the District's Director of Operations, in consultant with representatives for the OFCC, has reviewed the proposals and determined that the 12/11/13 proposal of Regal Plumbing & Heating Co. for $32,055 will fully, completely, and promptly address the issues resulting from the failure of the High School air handler at the lowest cost to the District of the three proposals; and WHEREAS, compliance with procedures for the advertising of bids prescribed by ORC would unreasonably delay the necessary replacement, renovation, repair and/or acquisition of the High School's kitchen air handler, given the work necessary to prepare design specifications and advertise such work for bid, thereby threatening the health, safety, welfare and comfort of the students and staff; and, NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Wapakoneta City School District, that: Section 1: It is hereby found, determined, and declared, pursuant to and in accordance with ORC , that there is an urgent necessity for the replacement, renovation, repair and/or acquisition of the kitchen air handler for Wapakoneta High School. Section 2: It is further found, determined, and declared that compliance with the procedures for advertising for bids prescribed by ORC would delay the replacement, renovation, repair and/or acquisition of the kitchen air handler for Wapakoneta High School for an excessive period. Section 3: In lieu of the procedures prescribed by ORC , the Director of Operations is hereby authorized and directed to enter into a contract with Regal Plumbing & Heating Co. for $32,055 for replacement, renovation, repair and/or acquisition of the kitchen air handler for Wapakoneta High School. Mr. Sammetinger questioned if this was new work or replacement work. Mr. Homer stated that it was an existing unit that was not replaced during the project, but should have been. Further discussion was held on the unit, whether there were additional quotes received and if the OFCC was going to pay for a portion of the replacement. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion carried 5-0. Page 6 of 7
7 ANNOUNCEMENTS There will be a 2-hour delay for students on December 20. Christmas Break is December 23 through January 3. EXECUTIVE SESSION Member Willie Sammetinger moved and Member Pat Gibson seconded to adjourn to executive session to discuss the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee, unless the public employee requests a public hearing; with no action to be taken. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion carried 5-0. 8 FISCAL CERTIFICATE WAPAKONETA CITY SCHOOLS The Treasurer, Board President, and Superintendent of Wapakoneta City Schools certify that the monies required to meet the obligations entered into by the Board of Education have been lawfully appropriated by the Board of Education, and are either in the Treasury of the Board or are in the process of being collected to the credit of the appropriate fund, free from any previous encumbrances, and the Board has in effect for the current fiscal year and the succeeding fiscal year the authorization to levy taxes including the renewal of existing levies which, when combined with the estimated revenue from all other sources available to the Board on the date of this certificate, are sufficient to provide the operating revenues necessary to enable the Board to operate an adequate educational program for all the days set forth in its adopted school calendar for the current year and in the succeeding fiscal year equal to the number of days instruction has been held and is scheduled in the current year. This also includes multi-year contracts. This certificate is given in compliance with Sections , , , and of the Ohio Revised Code. 9 WES December BOE Update Pat Gibson * Second grade students successfully performed "Twas the Night Before Christmas." Even though the weather was chilly, their voices warmed our hearts so much so that they received a standing ovation after their performance. A special thank you goes to Mrs. Ann Lawrence, our music director, Mr. Wimmers for operating the lights and sound, as well as the second grade teachers, staff members and parents who assisted in putting this outstanding show together. * We are proud to announce during the Christmas Cheer Program, students brought in a total of 1,297 food items. Mrs. Pelger' s and Mrs. Puthoff's classes won the free pizza party for bringing in the most food items! We would like to thank our families for helping other families by donating to the Christmas Cheer Program coordinated by the Wapakoneta, Buckland, Uniopolis and St. Johns Fire Departments. * Our Service Learning Committee was invited to attend an awards ceremony and was presented with a Heart of the House Award. It is an award given annually to individuals or organizations that have gone "above and beyond the call of duty" in support of the Ronald McDonald House of Dayton. * Under the direction of our PE teacher, Mrs. Amy Burke, assemblies were held to introduce the new WES Walkers Club. Students were informed on how they can earn incentives by walking and keeping track of their laps. A special guest, Miss Ohio Heather Wells, came to talk to the students about staying healthy. After sharing tips on healthy habits with the students, Miss Wells got the students off to a good start by walking in the hallway with them. We truly appreciate the sponsorship of the YMCA and Joint Township District Memorial Hospital, in conjunction with an Active Schools Grant, to fund this program. We look forward to the new outdoor walking track that will be built on the playground this spring. What an excellent way to promote lifelong fitness! The staff at Wapakoneta Elementary School wishes everyone Happy Holidays and Happy New Year!
10 BOARD OF EDUCATION NOTES CRIDERSVILLE ELEMENTARY REPORT December 17, 2013 A big thank you to our students and their families as well as the Cridersville staff for yet another successful Canned Food Drive! Many Cridersville students and their families enjoyed our 3rd annual Family Movie Night on Friday, December 6. Kids began the evening in the cafeteria making crafts, enjoying desserts from the bake sale, getting their face painted, and writing letters to Santa before heading to the gym to watch Rise of the Guardians with their families. The gym was filled with families on blankets enjoying the movie and free popcorn and water. The night ended with every student receiving a candy cane. A big thank you to our PTO for another great family evening! Congratulations to the following kids for being recognized as Students of the Month at the Noon Optimist luncheon: Makayla Srihanouvong, Trevor Houts, Breanna Kahle, and Jenna Loescher.

Walt Disney Wapakoneta Middle School Students Are At School To Learn And To Become Responsible Citizens Who Are Actively Involved. These are facts that you should know about Wapakoneta Middle School. Middle School staff members and students contributed generously to a number of service learning events designed to provide items for community residents in need this month. Our school's citizens hope that their gifts of good faith will brighten the Holidays for those benefactors. Classes have been busy handcrafting letters, cards, and pictures to be sent to American service men and women who will be away from home during this Holiday Season. Fifth, sixth, and seventh graders traded in "good conduct coupons" earned for excellent behavior and citizenship in exchange for popcorn during a school-wide "Character Corn Celebration" during lunch time on the first Friday of this month. Our aspiring musicians will be showcased this week during separate Winter Concerts for Band and Choir at the Wapakoneta Performing Arts Center on Monday and Tuesday evenings. Language Arts and Math instructors will be reviewing "value added" data and state ratings for teachers with Karen Smith of the Auglaize County E.S.C. this week. The school's annual Spelling Bee will be conducted this Wednesday afternoon. Mrs. Julie Golden has been invited to serve as the presiding official for that competition. It is with an attitude of gratitude that we wish District Office Leadership, the Board of Education, our staff team members, students, families, and our school community a safe, happy, and healthy Holiday Season! 12 Wapakoneta High School The senior class had been reading and studying Shakespeare's Macbeth before the Thanksgiving break. When they came back from break they had the opportunity to spend an entire week working with two actors from The Great Lakes Theater. These actors spent time teaching the students about Macbeth and acting. This was a great experience for our students and I want to thank Mrs. Temple for organizing this experience. I would also like to thank the Jose Family for generously paying to have the actors visit our school. The National Honor Society had a busy weekend. The students participated in the Shop with a Cop program on Saturday and helped to buy presents for seven area families. Also, students set up for the Miracle Meal on Sunday at the Fairgrounds, and then several students helped serve the meal on Monday evening. Last night our band performed at our annual Christmas Concert. Mr. Hilleary, Mr. Wimmers, and the students put on an excellent show. I would like to congratulate them on all of their hard work. It paid off with the performance. Tonight, Mr. Smith and our choir students are performing at their annual Christmas Concert. want to wish Mr. Smith and the students good luck. Our Academic Team competed last night and won their 4 th straight Black Swamp Championship. This is quite an impressive feat considering all the area schools that participate. Some of the schools are Elida, LCC, Shawnee, and Bluffton to name a few. Congratulations to Coach Friemering and the team on this accomplishment. I want to also commend our- seniors with being undefeated in their high school careers.
13 -W- Congratulations to the boys bowling team for winning the Best of the Best Ohio High School Kick Off Tournament in Columbus the first weekend in December. -W- The boys and girls swim teams have started the season undefeated in dual matches thus far! -W- The girls basketball team is undefeated in league play so far and will host Elida on Thursday night. Over break, we will host our holiday tournament on Dec. 2 7 & 28. -W- Good luck to our boys basketball team tonight at Bluffton. The team defeated Minster Saturday night and are looking for back to back wins. -W- With three wrestlers injured, the team is struggling a little. They will complete at Elida Thursday night for a tri-meet.
