Call to Order Meeting called to order at 3:03 Quorum present January minutes were Co-Chair Cynthia Harvey reviewed the agenda and welcomed everyone to the meeting Discussed the Public Comment Card and avoidance of the use of acronyms 2. Public Kristina Kaufman discussed the impact last month s Comments Support, Employment, Assistance, Recovery, Consumer Housing (SEARCH) presentation had on her. Kristina also shared her thoughts on consumer communication issues and recognized the Department s responses to her inquiries 3. Medical Staff No medical staff report this month Report 4. Correspondence Contents of the meeting packet were reviewed /Hand Outs 5. Announcements Cheryl Grace was recognized for her service at the Iversen Center Computer Lab; to date, over 1,000 consumers have been trained and mentored over the past two years The Computer Lab was started by Julie Bartel eight years ago; Cheryl expressed her hope to continue training and mentoring. 6. NAMI (National Alliance on Mental Illness) Linda Nelson First Connection meeting on the first Sunday in March at the Iversen Center-call for more information Peer to Peer meeting in Oroville to happen in April Family to Family started two weeks ago; currently 19 members are attending Approved at the 3/19/14 meeting 1 Next Step Recording of the meeting will be available from Tina Cavalli

2 7. CIT (Crisis Intervention Team) Captain Andy Duch 8. Committee Follow Up 2014 NAMI Walk planning meeting is on Feb. 25 at 6 Governor s Lane, Chico; the Walk will take place on April 26 General meeting scheduled for 02/20 at 6:30 at the Behavioral Health Department Conference Rm., 109 Parmac Rd., Ste. 1, Chico; Linda expressed gratitude for use of the room as the Library meeting room was not available Feb Academy will be re-scheduled for July Andy noted that the Academy is the only course offered at Butte College with transferable units Will be meeting with the NAMI President on 02/24; it is anticipated that the Whitecard equipment will be purchased at that time Executive Committee o The Executive Committee is continuing its monthly meeting Membership Committee o Pat Cragar reported that the Membership Committee met at 1:00 on 02/19; Patricia Johnson will be recommended for membership at the March meeting o Supervisor Maureen Kirk mentioned that a Chico State student may be interested in filling a youth member position, provided there were assignments offered to that member Consumer Advisory Committee o Butch Hastaran of the Consumer Advisory Committee shared the following regarding the Iversen Center Consumer Advisory Committee with the Board: Bylaws created for Consumer Advisory Team The Committee is focused on the needs of the Iversen Center Gossip is prohibited under the new bylaws A Fund Raising Team is needed to make a 2014 camping trip possible; there hasn t been a camping trip for the previous two years Drug and alcohol consumption is prohibited Art supplies are needed Legislative Committee o The Legislative Committee did not meet Community Outreach/Education o Dennis Hyde of the community Outreach/Education reported the following : Approved at the 3/19/14 meeting 2 Patricia Johnson s membership will be an agenda item for March

Directors Report Cathi Grams WIN Program Department Budget Behavioral Health Director Recruitment o A special speaker is being sought for the first Public Forum meeting, which may be postponed to May to coincide with May is Mental Health Awareness Month o The ideal speaker will have expertise and be skilled at motivating people o The next Committee meeting will be on 02/27 o It is anticipated to have three to four public forums per year, alternating between mental health and alcohol/drug issues o The first Public Forum will take place in Paradise o Each Forum will end with a half hour question and answer session o Dennis noted that the Committee is open to any feedback Jeremy Wilson, Mental Health Services Act (MHSA) Program Manager, shared the following MHSA highlights: o The Community Input Process has started o MHSA surveys (600+) were sent out; 95 have already been completed o The program development process was explained; it was noted that Public Comment is expected to be scheduled for April No report this month; Sesha Zinn reported that data has been submitted to the SEARCH program for review The WIN Program will be subject to reductions in the near future; it was noted that some of its core functions will continue through the SB 82 Crisis Triage grant Cathi noted numerous innovation programs could end June 30th Outcome and demographic data will be thoroughly examined to make sure that no population is either over or under-served Patricia Watson suggested that the Board undertake site visits to inform its advocacy for programs subject to possible cuts The Department budget will be reported to the Board at the March meeting; the budget is due at the County Chief Administrative Office by March 10 The Behavioral Health Director recruitment closes at the end of February The recruitment s goal is to have a large pool of candidates Approved at the 3/19/14 meeting 3 A hand out on SB 82 will be available at the March meeting The Department s budget will be reviewed at the March meeting

4 12. Ongoing Business Bylaws Salvador Ventura Membership 13. Presentation SEARCH Program (Program Mgrs. Don Taylor, Julie Bartel, Dawn Rollins) 14. Public Comments Tony has accepted a job with Sutter Yuba County and will be leaving this month Beth Jones Patients Rights Advocate is tentatively set to present at April s Board meeting The Strategic Planning Report was reviewed and The revised Bylaws were reviewed as follows: o Article I, Section 2, Subsection F-revision approved with through the County Administrative Officer deleted o Article II, Section 1, Subsection A(1)- o Article II, Section 4, Subjection A and Article II, Section 4, Subsection B; it was agreed to maintain the current term limits for now o Article II, Section 4, Subsection B-it was recommended to omit this section; this section will remain in the Bylaws o Article II, Section 5, Subsection Noterevision o Article IV, Section I, revision approved as written o Article IV, Section 2 and 3, revision approved o Remove Legislative/Advocacy, MHSA Advisory Committee from Board agenda and change Membership to Ad Hoc Salvador Ventura was unanimously voted in and recommended to the Board of Supervisors for membership SEARCH stands for Support, Employment, Assistance, Recovery, Consumer Housing A brief overview of case management history was given to show it has evolved to become recoveryfocused Principles of hope, self-determination, recovery, are applied in the three main geographic areas that comprise the SEARCH program: Chico, Paradise, Oroville Demographic data is available Limited resources don t allow for all consumers to receive SEARCH services; consumers are triaged to see who will most benefit from the program Kristina Kaufman shared her perspective on Crisis Services, referring to data provided on Crisis Calls at the January meeting. Raen Willis introduced herself as a new staff with the WIN Program Changes will be made and reviewed at March s Board meeting A Board agenda item will be submitted to the County Board of Supervisors for Salvador s membership Approved at the 3/19/14 meeting 4
