2 A. CALL TO ORDER AND PLEDGE OF ALLEGIANCE Supervisor Moty called the meeting to order at 1:02 p.m. and led the meeting with the Pledge of Allegiance. B. WELCOME AND INTRODUCTIONS Everyone present introduced themselves. C. APPROVAL OF AGENDA Supervisor Holmes moved to approve the agenda. Supervisor Lofton seconded. Motion approved. D. PUBLIC COMMENT Supervisor Moty asked the public if anyone would like to speak to an issue that is not on the agenda. None was forthcoming. E. BOARD MEMBER ANNOUNCEMENTS There were no announcements. F. CONSENT AGENDA The July minutes were suggested to be revised as follows: Supervisor Holmes was happy to report the consolidation of the Loomis and South Placer Fire District under Supervisor Holmes leadership (Under Item E: Board Member Announcements). Supervisor Weston moved to approve the Consent Agenda with the suggested change to the minutes. Supervisor Holmes seconded. Motion approved. G. INFORMATION UPDATE 1. Response times All the Counties are reporting at 90% or above, with a couple of the usual exceptions. Glenn and Colusa counties are being monitored due to the difficulties with the number of units available in their systems. An exclusive contract is being developed currently for Westside Ambulance in Glenn County. 2. 3 This is being reported to the State now, and being sent out to all of the SSV region hospitals. Since this started being reported, patient off-load times have decreased. There will probably be an increase when Flu season arrives. 3. Pediatric report card These report cards have been going out to the hospitals for several months for STEMI and Trauma. This was a pediatric medication and skills audit. This format of issuing report cards will be done on a quarterly basis on difference QI issues. 4. EMSAAC position on grandfathering and ambulance exclusivity EMSAAC hired an attorney to author this position paper to look at and which concerns regulations under exclusivity. Most of the SSV providers are grandfathered through their EOA contracts, but some are not. This is a controversial issue and has been for 30+ years. This comes back around every time the State tries to do something with exclusivity, or the Fire service wants to change 201 rights. This is EMSAACs opinion of what 201 and 224 mean. The Cal Fire Chief s Association issued a counter-opinion. 5. County Contributions All of the invoices have been sent out to the counties, and some payments have been received. Because the contributions are based on population, and set in the Bylaws, adding or removing a County does not change the amount of what each County pays. H. OLD BUSINESS - There was no old business. I. NEW BUSINESS 1. Shasta Regional Medical Center notification of contract cancellation for Level III Trauma Designation action item. Shasta Regional Medical Center sent a letter to SSV voluntarily relinquishing their Level III Trauma Center designation. This is a positive thing for the region and patients in Shasta County since they were in close proximity to another Trauma Center in their area. 4 Shasta Regional asked for a 30 day relinquishment, as opposed to a 180 day period. Supervisor Connelly motioned to accept the relinquishment effective 30 days from August 15, Supervisor Holmes seconded. Motion approved. J. EMCC/COUNTY COMMITTEE REPORTS This report was provided to the Board at the meeting. Most of the committees hadn t met, or were getting ready to meet. Bi-County EMCC: No meeting Colusa County EMCC Meeting: No meeting Placer: The Health Department reported on Whole Person Care Program, which serves the homeless population; they identified vulnerability in accessing prophylaxis in cases of mass infection; they received a grant to purchase Narcan; they will drill on Skilled nursing facility evacuation in November. The hospitals report an increase in mental health patients; Kaiser stated they had the highest volume in history last month. S-SV gave a progress report. Nevada: Committee reports were given. Revision of the bylaws was discussed, particularly Section 2: Liaison Agency moving from OES to Public Health. Purchase of ballistic vests and helmets for fire departments were purchased using Homeland Security funds. MCI drills were conducted in Penn Valley, a request was made to include a MHOAC component next time. The next committee meeting will occur after the bylaws are revised. Siskiyou: Later this month Glenn: Next week K. LEGISLATION Most bills are in suspense or appropriations. AB1250 is the most concerning bill at this point. Despite being opposed by every single County, as well as EMDAC, EMSAAC, and CSAC, it s flying through and will probably end up on the Governor s desk. L. MEDICAL DIRECTOR S REPORT Trauma care has really come far in the SSV region. JPA Governing Board of Directors Meeting Minutes of September 8, 2017 Page 4 of 6

5 In the beginning, only Sutter Roseville Medical Center and Rideout were ACS verified Trauma Centers. As more counties were brought on with SSV, the new hospitals were required to become ACS verified as well. Each hospital goes through this process and are reviewed and given advice. Every hospital has major and minor deficiencies. The fewest found was 12, and the most was 48. These hospitals work hard to fix all deficiencies and improve Trauma care. M. S-SV EMS AGENCY ACTIVITIES Noted. N. CLOSED SESSION Closed Session convened at 1:22pm Pursuant to the cited authority (all references are to the Government Code), the JPA Governing Board will hold a closed session to discuss the following listed item. A report of any action taken will be presented prior to adjournment. Item 1. Government Code Regional Executive Director Performance review CLOSED SESSION REPORT: 1:39pm Brian Wirtz reported that the Board met in closed session and discussed the performance of the Director, and had a brief conversation with her. O. Discussion on Executive Director s compensation package and possible action Supervisor Lofton motioned that retroactive to July 1, 2017, Vickie s pay be raised to $125K/year, and effective July 1, 2018, raise her pay to $130K/year. Supervisor Sullenger seconded. Motioned passed. Supervisor Moty added that salary surveys were conducted and other Agency s salaries were considered in this decision. P. NEXT JPA GOVERNING BOARD MEETING Action on next meeting regularly scheduled meeting is Friday, November 10 th, 2017, Veterans Day. Vickie doesn t anticipate anything major that would need to be voted on in November. A couple of extensions were put on the September agenda just in case the November meeting is cancelled. The Board picked November 17 th as an alternative date for the next meeting if needed. Supervisor Boes motioned to approve November 17 th, and if not needed it will be cancelled.
