APTA Anti-trust statement: The cardinal rule in keeping an association s operations within anti-trust laws is that there should be no agreements express or implied which restrain the member s freedom to make independent decisions in matters that affect competition. Each member must be completely independent to set prices, establish production and sales levels, choose the markets in which he or she will operate and select his or her customers and suppliers. 3. 2 Meeting Minutes June 9, 2018 I. Call to order Committee member Mark Magaldi, III called to order the regular meeting of the at 4:03pm on June 9, 2018 at the Hyatt Regency Denver in Denver, CO. II. Introductions Attendees were: David Boate, Huelon Harrison, James LaRusch, Mark Magaldi, III, Janet Rogers, Tony Jackson, Matt Hubel, Emmanuelle Toussaint, Dwayne Simpson. III. Approval of minutes from last meeting Committee member Mark Magaldi, III called for a motion to approve the previous meeting s minutes. A motion was made, seconded, and was voted on unanimously. IV. Agenda items V. New business a) Mark Magaldi, III delivered the safety briefing for the room in which the meeting was held. b) Regarding the Youth Summit, it was decided that this program would not occur in 2019 due to the lack of financial and personnel support. This committee was unaware of this decision and is appealing this decision. c) Metra in Chicago, IL was asked to host the 2019 Passenger Rail Engineering Education Symposium; no confirmation was received at the time of this meeting. The committee wanted APTA staff to follow up with Metra with hopes to market the symposium early. A survey was sent to the 2017 attendees. Only two responses were received thus far, both positive. The committee set the goal for 2019 attendees at 50. a) The committee discussed developing a vocational training program, like p-rees. The committee would like there to be coordination with the APTA Workforce Development Committee. It was agreed that training for rail maintenance is not a business member issue and transit agencies should be engaged. The committee

3 recommended outreach to associations that represent colleges and universities and former APTA Executive Committee member Greg Evans. VI. Adjournment Mark Magaldi, III adjourned the meeting at 4:57pm. Minutes prepared and submitted by APTA staff advisor Adam Martin.

4 Meeting Minutes September 11, 2018 I. Call to order Committee chair Mike Loehr called to order the regular meeting of the Business Member Workforce Development Committee at 1:04pm on September 11, 2018 via a virtual session. II. Introductions Attendees were: David Boate, Brad Carson, Natalie Cornell, James LaRusch, Mike Loehr, Kenneth Mall, Bacarra Mauldin, Anne O Neil, Janet Rogers, William Thomsen, Lucy Ventresca, Eve Williams, Jeff Wharton, Alan Wulkan, Gregory Yates, Barry Dykeman. III. Approval of minutes from last meeting The minutes from the last meeting were not put to a vote during this meeting. A vote will be taken at the next meeting of this committee in January IV. Agenda items V. New business a) Anti-trust statement was read. b) Jeff Wharton confirmed the APTA Youth Summit will be taking place Summer The kickoff meeting is scheduled for November. The APTA business members financially support the summit, in part, through the Business Member Activity Fund. c) The 2019 Passenger Rail Engineering Education Symposium; the date and site have been selected. The save-the-date is scheduled to go out by the end of September The content focus will be broadened to cover mechanical engineering, electrical engineering and computer engineering. The potential addition of a bus component is still being discussed. d) The Cummins-led technical training initiative was discussed. a) The committee discussed exploring a link between the APTF and workforce development programs. If a student receives a scholarship, a job should be

5 promised in the transit industry. This issue should be discussed when the committee meets in-person. The idea should also be presented before the APTA Workforce Development Committee and a working group established. Alan Wulkan volunteered to lead the group, comprised of Eve Williams, Jeff Wharton, and Greg Yates. Announced a tribute to Lou Sanders taking place at the APTA Annual Meeting. VI.
