1 City of Naples Purchasing Division Conference Room 735 Eighth Street South Naples, Florida MINUTES EVALUATION COMMITTEE Baker Park Design and Permitting Services - RFP May 9, 2016 Gregory Givens, Purchasing Division, called the meeting to order at 10:02 A.M. CALL TO ORDER..ITEM 1 Committee Members Present: Also Present: Gregg Strakaluse, Director S/SW Gregory Givens, Purchasing Dana Souza, Director Community Services Kevin Mangan, Stantec Alison Bickett, Traffic Engineer S/SW Mike Leslie, Community Services Michael Evans, Project Coordinator S/SW All Committee Members being present, the meeting was called to order. There was a motion by Gregg Strakaluse to approve the Agenda as posted with the City Clerk s office on May 2, This motion was seconded by Mike Leslie, and passed on a unanimous voice vote. There was a motion by Dana Souza, seconded by Mike Leslie, to elect Gregg Strakaluse as the Committee Chairperson. This motion was passed on a unanimous voice vote. REVIEW OF PROPOSALS ITEM 2 The Chairperson initiated discussion of each of the vendor s proposal submissions as related to the stated RFP evaluation criteria. The different strengths of each of the proposals were highlighted. A number of issues were discussed by the Committee including; key personnel experience, past experience, approached to the project, permitting, and references issues. There was considerable discussion on schedules for project completion. DISCUSS SCORING SHEETS ITEM 3 Each of the Committee members then discussed their specific individual scoring as related to both the proposal document and the evaluation measures. After this, the Chairperson directed Committee members to submit their initial individual scoring sheets data, and these were compiled by staff onto a composite score sheet. The composite score showed Kimley-Horn & Associates Inc. as the highest ranking firm for the project. There was additional discussion on minority business qualifications. RECOMMENDATION AND AWARD..... ITEM 4 There was motion by Gregg Strakaluse, seconded by Michael Evans, to accept the final individual and composite scoring sheets as submitted by the Committee members and submit the Kimley-Horn & Associates Inc. proposal for contract negotiation, and consideration of award approval by the City Council. There was a consensus on this, and the motion was unanimously approved by the Committee. ADJOURN MEETING..ITEM 5 There being no other business, the Chairperson adjourned the Committee meeting at 10:31 A.M. 2 Analysis of Bid ANALYSIS Baker Park Design and Permitting Services RFP Department Estimated Cost: N/A Date: May 10, 2016 Summary: This Request for Proposals (RFP) was to solicit information for development of Jay & Patty Baker Park Project from consulting firms (or teams of firms) proven to be qualified and experienced in civil, geotechnical and structural engineering, environmental engineering and permitting, marine facilities design, water resources, landfill land use changes, park design, landscape and lighting design, and construction. Analysis: The Purchasing Division concurs with the Evaluation Committee in recommending Kimley-Horn and Associates, Inc. (EIN ). The non-technical elements of their submission were not deficient in any manner. Pursuant to the information below, the firm is found to be responsive in their submittal and the data on the company indicates an acceptable level of responsibility. Kimley-Horn and Associates, Inc. is a City registered vendor (Vendor No. 3583) and has done previous work at proficient levels. A purchasing staff check of references found no areas of concern. Please provide your concurrence as soon as you are satisfied with the technical portions of the submission, at which time Purchasing will post Notice of Declaration of Intent to Award.
