4 City Council Chamber 735 Eighth Street South Naples, Florida Moorings Bay Citizens Advisory Committee Meeting January 30, :00 a.m. It is noted for the record that all documents electronically appended hereto are also contained in the file for this meeting in the City Clerk s Office. Call to Order Chairman Katz called the meeting to order and presided. Jessica Rosenberg, Executive Assistant/Deputy City Clerk, subsequently administered the oath of office to newly appointed Member Carson McEachern. 1. Roll Call Committee Members Present: Al Katz, Chairman Sharda Spahr, Vice Chairman John Calce George Kartsimas Carson McEachern Staff Present: Gregg Strakaluse, Streets and Stormwater Director Stephanie Molloy, Natural Resources Mgr. Jessica Rosenberg, Exec. Assist. / Deputy City Clerk Katie Laakkonen, Environmental Specialist Jessica Hernandez, Administrative Coordinator 2. Announcements Stephanie Molloy, Natural Resources Manager, informed the Committee that the Doctors Pass light had been replaced, and that replacement of signage was impending 3. Items to be added None. 4. Public Comments None. 5. Approval of October 24, 2017 Meeting Minutes MOTION by Calce to APPROVE the meeting minutes of October 24, 2017; seconded by Kartsimas and unanimously carried (Calce-yes, Kartsimas-yes, McEachern-yes, Spahr-yes, and Katz-yes). Minutes 6. Seawall Inspections Gregg Strakaluse, Streets and Stormwater Director, provided an overview of seawall inspections utilizing an electronic presentation, and he and Stephanie Molloy, Natural Resources Manager, responded to questions. During discussion, Director Strakaluse noted: that temporary repairs had been made to outfall pipes and seawalls that had been damaged by Hurricane Irma; that the process of a Request for Proposal (RFP) to hire a contractor to make permanent repairs of same should be completed by March 2018; his anticipation that the Federal Emergency Management Agency (FEMA) would assist in funding repairs; and his anticipation that the entire project would be completed by the end of DRAFT During ensuing discussion, the Committee requested that informational brochures regarding seawalls be provided to Moorings Bay property owners. Chairman Katz distributed a scope of work for the Moorings Bay Seawall Assessment [see below attached Scope of Work (Katz/Added Attachment )] and Marco Island s Seawall Owner s Manual [see below attached Seawall Owner s Manual (Katz/Added Attachment] and suggested that some of the information contained in the 4

5 Moorings Bay Citizens Advisory Committee Meeting January 30, :00 a.m. report comprised of the Moorings Bay Seawall Assessment and the Seawall Owner s Manual be incorporated in an informational brochure. MOTION by McEachern to REQUEST City Council approve expenditures from the Moorings Bay Special Taxing District budget for production and distribution of an informational mailer regarding seawalls to Moorings Bay property owners. Motion seconded by Katz and unanimously carried (Calceyes, Kartsimas-yes, McEachern-yes, Spahr-yes, and Katz-yes). Moorings Bay Water Quality and Trawling Update Katie Laakkonen, Environmental Specialist, utilized an electronic presentation to provide an overview of the Moorings Bay Trawling and Water Quality Update, and responded to various questions. Presentation (Staff/Added Attachment) 8. Financial Report Review Chairman Katz briefly reviewed the Quarterly Financial Report. Stephanie Molloy, Natural Resources Manager, then noted that the cost of light and sign replacement at Doctors Pass and expenditures for the most recent water quality testing had not been included in the report. 8-Moorings Bay Quarterly Report 1 9. Storm Drain Medallion Replacement Chairman Katz provided a brief history of the City s storm drain medallions, and he and Stephanie Molloy, Natural Resources Manager, responded to questions. Following discussion, the below action was taken. MOTION by Katz to RECOMMEND to City Council replacement of the storm drain medallions in the Moorings Bay Special Taxing District and any storm drains discharging into Moorings Bay; seconded by McEachern and carried 4-1 (Calce-no, Kartsimas-yes, McEachern-yes, Spahr-yes, and Katz-yes). Collier County Manatee Protection Zone Update Stephanie Molloy, Natural Resources Manager, provided a brief update regarding legislation revising the Collier County Manatee Protection Zones, responded to questions, and noted that she would coordinate with the Florida Fish and Wildlife Conservation Commission (FWC) to determine which signs the FWC would now be responsible for maintaining. 11.
