1 American Bar Association Section of International Law ADMINISTRATION COMMITTEE MEETING January 17, 2013; 11:30 a.m. 1:00 p.m. Minutes Call to Order, Legum The Chair called the meeting to order. Approval of Minutes of December 12, 2012, Legum The Chair asked the Committee to approve the December 12, 2012Administration Committee Meeting minutes. A motion to approve was made and seconded, and the minutes were unanimously approved. Vienna/Warsaw ILEX Trip & Other Upcoming Events. The Chair reminded the Administration Committee about the upcoming ILEX trip to Warsaw and Vienna in March and encouraged Committee members to join ABA President Laurel Bellows and others on the program. He also invited attendance of Committee members at the NYU LLM Program scheduled to take place on January 25th at 4:30 p.m., and provided updates on the 2013 Midyear Meeting including the SMU Symposium. He reminded Committee Members of the Spring Meeting in Washington, D.C., April 23-27, which is shaping up nicely, and a symposium on arbitration, scheduled for April 23, which is being co-sponsored with two distinguished organizations: the London Court of International Arbitration and the International Centre for Settlement of Investment Disputes. Other planned events were listed on the bottom of the agenda and these minutes. International Family Law Program Proposal, Richman Steven Richman, Programs Officer, reported that the International Family Law and International Private Clients Committees had proposed a program focused on Asia-specific topics to be held in Seattle, Washington, June 19-21, There is a $2000 profit target in the budget and Mr. Richman thought that the program was well organized and had a reasonable sponsorship goal. In addition, he noted that the organizers had previously planned a similar, successful event in Washington D.C. Mr. Richman recommended approving the program, although he recommended that we consider in long-range planning how to coordinate all of our stand-alone programs. The level of activity on the West Coast is not as strong as we would like, which means these events may both serve as outreach and present some risk. At the same time, given the lower risk of a standalone, he commented, these may be a better means of outreach than attempting to hold seasonal meetings there. After further discussion and a motion duly made and seconded, the proposal was unanimously approved. IMPOWR Website Upgrade, Pisciotta 1
2 Aileen Pisciotta, the chair of IMPOWR, advised the Administration Committee about a need for an upgrade to the IMPOWR website. The Chair proposed that we table this topic until the Finance Officer has had a chance to further consider IMPOWR s proposal. After some discussion, the matter was tabled. Diversity, Bellamy Diversity Officer, Gretchen Bellamy, next reported concerning the Section s diversity efforts. She noted that there will be a meeting at the Spring meeting on diversity and business. There are two programs that will be sponsored at the Fall Meeting in London and she indicated that the Diversity Committee also has prepared two articles for the International Law News. Ms. Bellamy shared information regarding work on the speakers bureau and Angela Benson s attendance at the National Association of Asian Pacific American Bar Association conference in November, on behalf of the Section. She indicated that the Section s diversity efforts will be highlighted in the ABA newsletter on diversity and the Committee discussed points to include in our submission. A diversity newsletter was recently released and the next one will be going out soon. There will be a pathways program sometime in March co-sponsored by the University of Miami. Liaisons, Farlow Liaison Officer, Adam Farlow, reported on the continuing negotiations of an MOC with CNF and that we are exploring a liaison relationship with the International Academy of Matrimonial Lawyers. Mr. Farlow is coordinating with the International Family Law Committee on that front. He noted that there are various intra-aba entities with which we do not currently have liaison relationships and invited suggestions regarding any we should add. Finally, he reported on the great work being done to update our website world map of liaison relationships and highlighted some of the good work reflected in the Liaison reports. Policy, Bettauer Policy Officer, Ron Bettauer, next reported on policy matters. He referred people to his written report and noted that most recent blanket authority projects. On R&Rs, he mentioned several slated for discussion at our Council Meeting at the Mid-year Meeting and potentially to be presented to the House of Delegates at the Annual Meeting. He also drew Committee members attention to several policy initiatives on the horizon and reported on the good news that, after we approved a blanket authority letter opposing the Stock Act s application to federal employees, Congress extended the federal employees exemption. Joint Report Liaison and Membership, Farlow/Brown Membership Officer, Robert Brown, and Mr. Farlow presented on their joint report regarding coordinated efforts to increase collaboration between committees and liaisons. The results have been very positive. On such result is formation of a Rome/Milan Chapter to be chaired by the leaders of the Italy subgroup of the Europe Committee. A similarly positive collaboration resulted in the formation of a Madrid/Barcelona Chapter. Long Range Planning, Brown, Burke, Sandford Robert Brown, Mike Burke, and Sara Sandford, Co-Chairs of our Long Range Planning Committee, reported on the Section s long-range planning efforts and, more specifically, plans for the Midyear Meeting. They indicated that we will be looking at both overarching goals and incremental implementing steps we should take to achieve those goals. They asked Committee members to review our strategic plan and consider what should be changed what works and what doesn t. 2
3 Another topic for discussion is whether we should decrease the frequency of meetings in D.C., so we can branch out to other locations for our Spring meetings. Please also consider the frequency and length of in-person meetings, generally. They welcomed any and all comments towards updating the Section s strategic plan.
