Approval of Minutes of the March 20, 2017, City Council Meeting The minutes stand approved. 5. Petitions, Recognitions and Communications A. Proclamation for National Crime Victims' Rights Week - presented by Councilmember Marriott Councilmember Marriott said that every child deserves to grow up in a nurturing environment. free from harm and fear. All children do not receive appropriate care; in fact, too many children bceomi: victims at the hands of abusive perpetrators, and it is up to us as a community to tirelessly work to end it through awareness and action. Every responsible person will agree that even one abused child is l\lll many. The City of Arvada recognizes the importance of protecting children through our collaboration\\ ith the Ralston House. This nationally recognized program partners with the City and other law
2 Page 2 enforcement agencies throughout the region to investigate suspected child abuse crimes and raises child abuse awareness through outreach, education and information. One of the awareness campaigns implemented by the Ralston House is Pinwheels for Prevention. This campaign is initiated in association with the national designation of the month of April as Child Abuse Prevention Month. At this time, we encourage all Arvada citizens to join in renewing our commitment to preventing child abuse and learning what we can do to promote the safety and well-being of children. Ashley Irlando, Development Officer for Ralston House, was present to accept the Proclamation. B. Proclamation for National Public Safety Telecomrnunicators Week - presented by Councilmember McGoff Councilmember McGoff said the Week of April 9-15, 2017 is National Public Safety Telecommunicators Week. This week is dedicated to recognizing the hard work and dedication that the 911 call takers and dispatchers provide every day. These personnel arc often the unseen link for citizens in a time of need to receive the assistance they require. Colleen Eyman, representing the Arvada Police Dispatch Center, was present to accept the proclamation. C. Proclamation for Sexual Assault Awareness Month - presented by Mayor Pro Tern Fifer Mayor Pro Tern Fifer said that April is Sexual Assault Awareness Month. This year's theme, "Engaging New Voices," builds on the idea that we are stronger together, and that new partners and community members are needed to expand sexual assault prevention efforts. We can all help the next generation foster attitudes that promote healthy relationships, equality, and respect. Mayor Pro Tern Fifer read the proclamation and said that April is Sexual Assault Awareness Month. D. Proclamation for National Fair Housing Month - presented by Councilmember Allard Councilmember Allard said that Every April, HUD celebrates National Fair I-lousing Month and commemorates the anniversary of the passage of Title VIII of the Civil Rights Act of 1968 (the Fair Housing Act). The Fair Housing Act requires that housing providers offer equal access to housing, regardless of race, color, national origin, sex, religion, familial status, or disability. In April 2017, communities and various entities celebrate the 49th anniversary of the passage of the Fair Housing Act. Residents of this country will be reminded that all housing consumers have the right to be free from illegal housing discrimination and be able to select and live in housing of their choice. Fair Housing Month is a perfect time to recognize our commitment in fostering open and diverse communities of opportunity. During April, HUD has indicated there are fair housing events throughout the region. These events recognize that equal opportunity and cultural diversity strengthen communities and are synonymous with sustainability.
3 Page 3 In addition, this year the City recognizes the Denver Metro Fair Housing Center for their work to promote fair housing choice and to eliminate barriers to housing opportunities for all. The City Clerk shall attest and affix the seal of the City to this proclamation and a copy will be transmitted to the Denver Metro Fair Housing Center. In recognition of these efforts, it is appropriate for the City to issue and distribute a proclamation declaring the month of April as "National Fair Housing Month in Arvada." Ed Talbot, Manager, Housing Preservation and Resources, was present to accept the proclamation. E. Proclamation for Volunteer Month in Arvada - presented by Councilmember Ford Councilmember Ford said that Organizations Serving Arvada, a committee of the Arvada Chamber of Commerce, asks us to imagine the impact if we all came together to accomplish 15,000 hours of community service. The committee recognizes that through the power of many we can achieve BIG results. Participants can visit to get ideas and log their hours. There will be prize giveaways throughout the month with a grand prize for one winner to donate to a non-profit of their choice. Representatives from the Chamber of Commerce were present to accept the Proclamation. F. Proclamation for World War I Remembrance Day - presented by Councilmember McGoff Councilmember McGoff said that April 6 1 " is the centennial of America's declaration of war against Imperial Germany and marks America's entry into what was to become World War I. Council would like to remind everyone to reflect on what that moment meant how it continues to influence the nation, and how every American family, then and now, is linked to that perilous time. Phillip Snead, Executive Director of the Arvada Center, was present to accept the proclamation. G. Proclamation for Child Abuse Prevention Month - presented by Councilmember Jones Councilmember Jones said the City of Arvada is proud to partner with Ralston House child advocacy center in recognizing April as Child Abuse Prevention Month on behalf of the many children who were interviewed at Ralston House in 2016 as well as the children and teens who are suspected of being sexually or physically abused. These children and their families directly benefit from the family-friendly care provided at Ralston House in 2016 and beyond. Ralston House provides comprehensive services to child victims and their families as they begin the healing process after traumatic experiences. During the month of April our community joins with those who have suffered abuse by planting pinwheel gardens of hope. The fundraising goal for 2017 is $55,000 which will be raised from large community gardens and from selling individual pinwheels. As our streets and neighborhoods become planted with pinwheels, we encourage all Arvada citizens to join in renewing our commitment to preventing child abuse and learning what we can do to promote the safety and well-being of children.

Darren Hayman, Representing Sonsio, invited the public and council to the annual Arvada Car Care Quest, on Saturday, April 8 from 10:30 a.m. to 2 p.m., at the Sonsio office complex at 5630 Ward Road. Mr. Hayman invited members of council to be honorary judges at the car show. 7. New Business A. Consent Agenda 1. Reports from City Council - Mayor Pro Tern Fifer discussed his appointment to the Federal Communication Commission Advisory Committee and the meeting he attended in Washington D.C. two weeks ago. Mayor Pro Tern Fifer commended the police department for their hard work to keep everyone in the community safe. Mayor Williams encouraged everyone to go see ' Jesus Christ Superstar., at the Arvada Center. Mayor Williams noted the passing of Dick Ward. a past member of the Board of Adjustment and Planning Commission. 11. City Manager Reports - A. Mark Deven, City Manager, reviewed upcoming workshops with City Council. B. Mr. Deven reminded everyone of the Northey Foundation Drug Take Back event this Saturday, April 8, here at city hall from 8 a.m. to noon.

Mr. Deven said he received a letter from Century Communities requesting a waiver request for the Candelas Town Home Project. this request is pursuant to the Land Development Code, Section that provides that a denied application, or one that is substantially the same, may not be heard for one year unless city council explicitly states that a re-application will be considered. The request that was presented includes several changes to the application and a commitment to hold an additional neighborhood meeting. Staff is seeking council direction on how to respond to the request. Councilmember Marriott moved that council waive the one year re-application period for Century Communities for the Town Homes at Candelas, with the condition that they hold a neighborhood meeting before it is viewed again by city council. D. Mr. Deven said that staff has identified a potential source of revenue through a program called Marijuana Impact Grant Application. This is a grant program offered by the State Department of Local Affairs for communities that do not allow the sale of recreational use. cultivation processing, etc., of marijuana and are still affected by marijuana related incidents. Mr. Deven said staff is looking for permission from city council to apply for a $44,000 grant; there are no matching funds involved. This would fund the purchase of a new Crime Scene Investigation Lab Truck for the Crime Scene Investigation Unit and reimbursement of training for four task force officers to attend the 2017 Colorado Drug Summit to share best practices on how to deal with marijuana related investigations. Mayor Pro Tem Fifer moved to allow staff to submit the Marijuana Impact Grant Application outlined by the city manager. 12. City Attorney Reports - None 13.
