Approval of Minutes of the March 19, 2018, City Council Meeting The minutes stand approved. 5. Petitions, Recognitions and Communications A. Proclamation Designating April as Child Abuse Prevention Month presented by Councilmember Jones Councilmember Jones said that the is proud to partner with Ralston House child advocacy center in recognizing April as Child Abuse Prevention Month on behalf of the many children who were interviewed at Ralston House in 2017, as well as the children and teens who are suspected of being sexually or physically abused. These children and their families directly benefit from the family-friendly care provided at Ralston House in 2017 and beyond. Ralston House provides comprehensive services to child victims and

2 Page 2 their families as they begin the healing process after traumatic experiences. During the month of April, our community joins with those who have suffered abuse by planting pinwheel gardens of hope. The fundraising goal for 2018 is $60,000 which will be raised from large community gardens and from selling individual pinwheels. As our streets and neighborhoods become planted with pinwheels, we encourage all Arvada citizens to join in renewing our commitment to preventing child abuse and learning what we can do to promote the safety and well-being of children. Tara Roesener, Development Officer for Ralston House, was present to accept the Proclamation. B. Proclamation for National Public Safety Telecommunicators Week presented by Councilmember McGoff Councilmember McGoff said the Week of April 8-14, 2018, is National Public Safety Telecommunicators Week. This week is dedicated to recognizing the hard work and dedication that the 911 call takers and dispatchers provide every day. These personnel are the unseen link allowing citizens to receive assistance they require in a time of need. Colleen Eyman, the APO Civilian Operations Manager, was present to accept the proclamation. C. Proclamation for National Crime Victims' Rights Week presented by Councilmember Miller Councilmember Miller said the week of April 8 through April 14, 2018, will be recognized as National Crime Victims' Rights Week. This week is an opportunity to acknowledge and strive to bring justice to victims of crime throughout the nation. This year's theme is to expand the circle and to reach all victims, emphasizing the importance of inclusion in victim services. The theme of expanding the circle hopes to address how the crime victim's field can better ensure that every crime victim has access to services and support, and how professionals, organizations and communities can work in tandem to reach all victims. Andrea Bell, a Board member for Victim Outreach Inc. is present to accept this Proclamation. Judy Maxfield, Volunteer for Victim Outreach, Inc. was present to accept the proclamation. D. Proclamation for Volunteer Month presented by Mayor Pro Tern Marriott Mayor Pro Tern Marriott said that Organizations Serving Arvada, a committee of the Arvada Chamber of Commerce, asks us to imagine the impact if we all came together to accomplish 52,000 hours of community service. The committee recognizes that through the power of many we can achieve BIG results. April 2018 marks the fourth year that Organizations Serving Arvada has challenged residents, businesses, and community organizations to volunteer in the community during National Volunteer Month. In 2017, the challenge resulted in over 20,000 hours of service; the 2018 challenge has set a goal of 25,000 hours. Participants can visit to get ideas and log their hours. Participants who log hours will be eligible to win $500 provided by the Sooper Credit Union Foundation to donate to the winner's charity of choice.

3 Page 3 Members of Organizations Serving Arvada were present to accept the proclamation and invited council and residents to participate in the 25th Annual Courage Walk on Saturday, April 14 and the volunteer challenge, E. Proclamation for Parkinson's Awareness Month presented by Mayor Williams 6. Public Comment- Mayor Williams said that Parkinson's disease is the second most common neurodegenerative disease in the United States. The symptoms vary from person to person and the exact cause is still unknown. As research continues, new technologies and treatments are being approved. In Arvada, Pedaling for Parkinson's hosts an indoor cycling class at the Apex Center; Parkinson's-specific exercise programs are offered at the Apex Center and the Duncan Family YMCA; and Homewatch CareGivers hosts the Arvada Parkinson's Support Group. Representatives from the Arvada Parkinson's community were present to accept the proclamation. A. Nina Piccinini, Sharon Kohen and Jennifer Kemps, representing Festivals Commission, invited council and the public to attend the annual kite festival on Sunday, April 8 at Stenger Field. B. Mindy Moore, representing Arvadans for Progressive Action, addressed council with a request for a moratorium on development in Arvada until the Land Development Code rewrite is finished. C. Pat Osness, Arvada Resident, addressed council regarding the Timberline Farms development. D. Dave Palm, Arvada Resident, addressed council regarding the notice posted for Olde Town Residences public hearing. 7. New Business A. Consent Agenda 1. Presentation of 2017 Annual Financial Report Bryan Archer, Director of Finance and Lisa Yagi, Assistant Finance Director, presented the Year End Report for They talked about performance levels for 2017, reviewed the General Fund and said the revenues ended positive. Mr. Archer and Ms. Yagi, discussed council strategic goals, milling overlay, sales tax revenue, building permits, Arvada Events, Building Revenue, Parks, Tax Increment Funds, Community Development, Arvada Housing, Capital Projects, Water, Wastewater, Stormwater, Golf, Hospitality and Risk Management funds. 9. Public Hearings - 6:30 p.m. A. CB An Ordinance Increasing the Size of the Board of Directors of the Olde Town Arvada Business Improvement District; Adding Provisions Relating to the Length of Terms and Term Limits (Ordinance No. 4626) (Continued from March 19, 2018) Mayor Williams opened the public hearing on CB Bill Ray, Deputy City Manager, reviewed this ordinance with council. CB An Ordinance Vacating a Portion of Public Right-of-way Within the Koldeway Subdivision Located at Approximately 6250 Independence Street, Fitzmorris Elementary School (Ordinance 4629) Mayor Williams opened the public hearing on CB Rita McConnell, Director of Community Development, stated that the posting Jogs and mailing affidavit have been received and are in order. Mayor Williams made them a part of the official record, along with the staff report. No one wishing to speak for or against, the hearing was closed. Mayor Pro Tern Marriott moved that CB 18014, An Ordinance Vacating a Portion of Public Right-of-way Within the Koldeway Subdivision Located at Approximately 6250 Independence Street, Fitzmorris Elementary School, be approved on final reading, numbered 4629 and ordered published by title only. This motion is based on the findings of fact adopted by Planning Commission. JO. Other A. Appointments to the Olde Town Business improvement District (BID) Board Councilmember Ford moved to Appoint Charlie Berger and Karen Wood to the Olde Town Business Improvement District (BID) Board. Said appointments to be effective upon the effective date of Ordinance Public Comment- Five Minute Limit - none 12. Reports from City Council - Councilmember Ford invited everyone to the Arts and Culture Commission open house on April 4. Councilmember Fifer discussed the annual DRCOG award banquet and said the city, along with Bob Manwaring, will be recognized. Councilmember Fifer invited everyone to the Kiwanis melodrama on April 13 and 14 at the Shrine of St. Anne Catholic Church Mayor Pro Tem Marriott reported on the NLC Conference he attended the week of March 12.

11 Page 11 Mayor Pro Tern Marriott said that the Urban Drainage Flood Control will have a ballot question to return the mill levy to one mil. Councilmember Jones discussed the School Safety Panel he participated with in March. Councilmember Miller encouraged everyone to go to her "Talk & Rock" at Kline's. Mayor Williams requested feedback from council regarding a letter of support of West Connect. The consensus of council is to send the letter of support. Mayor Williams thanked all those who put the pressure on the P.U.C. regarding the G Line and said that further testing will continue. 11. City Manager Reports - None 12.
