3 Council Minutes The Council of the City of Washington, Iowa, met in Regular Session in the council chambers in the Former Public Library Building, 120 E. Main Street, at 6:00 P.M., Wednesday, June 20, Mayor Johnson in the Chair. On roll call present: Kendall, Shellmyer, Shepherd, Stark, Zieglowsky. Absent: Hagie. Motion by Stark, seconded by Kendall, to approve the proposed agenda for the Regular Session to be held at 6:00 P.M., Wednesday, June 20, Motion carried unanimously. Consent Agenda: 1. City Accountant Joe Myers and City Administrator Brent Hinson went over some of the City s financial reports. Michelle Canfield, HACAP, came before the council to update the council on two programs available through HACAP to serve working middle class families. HACAP in partnership with Alliant Energy has a Home Energy Savers Program and a weatherization program to help families save money on their energy use.

4 Mayor Johnson announced that now is the time for the third reading of an Ordinance Amending the Code of the City of Washington, Iowa, by Amending Section 92, Water Rates, Section 99, Sewer Usage Charge, and Section 106 Collection of Solid Waste. Motion by Shepherd, seconded by Stark, to approve the third reading with the added wording except as amended by resolution of council after increased 3.5% from the prior year in Section 92.02(5), 99.05(3) and (4) and adopt the ordinance. Roll call on said motion as follows: Ayes: Kendall, Shellmyer, Shepherd, Stark, Zieglowsky. Nays: none. Motion carried. (Ordinance No. 988) Motion by Stark, seconded by Shepherd, to approve the Resolution Approving and Authorizing an Amendment to the Loan and Disbursement Agreement By and Between the City of Washington and the Iowa Finance Authority, and Authorizing and Providing for the Reissuance of the $16,316,000 Sewer Revenue Capital Loan Note, Series 2011A, of the City. Motion by Stark, seconded by Kendall, to approve the proposed agenda for the Special Session to be held at 6:00 P.M., Wednesday, June 27, Motion carried unanimously. Consent Agenda: 1. (Resolution No ) Motion by Shellmyer, seconded by Hagie, to approve Resolution Awarding Contract for Highland Avenue Drainage Improvements to G&R Miller Construction in the amount of $19,485. 9 Maintenance and Construction Report 6/9/12-6/22/12 STREETS: M/C Personnel began street line painting, cross walks, stop bars, and parking stalls around the schools and downtown area. Crews repaired pot holes around town. Crews repaired streets and culverts as needed for the seal coat streets that were completed last week by Municipal. WATER DISTRIBUTION: M/C Personnel repaired 2 water leaks, 900 block of E. Jefferson where a section of 4 PVC was installed and 300 block of S. Iowa where a leaking water box was repaired and a new one installed. Personnel installed 320 of 6 water main on E. Adams and three 6 gate valves. SEWER COLLECTION: M/C Personnel began inspections and measurements of sanitary sewer manholes on the north end of town. Personnel jetted, televised, and used root cutter to unplug sewer line south of Hy-Vee. Crews finished measuring sanitary sewers for bids to be taken for cleaning purposes; 75,000 feet in the northwest quadrant of the city will be televised to begin inspection. STORM SEWER COLLECTION: M/C Personnel N/A MECHANIC/SHOP/CEMETERY: M/C Personnel had 6 funeral services at Elm Grove and Woodlawn Cemetery. Personnel serviced FD #1 (electric windows), PD#38 (electric windows and tool inventory), #202 (repaired electrical shortage), PD#12(rotate tires, scheduled for warranty work on window operation), Leaf Vac replacement cost for repair, PD#92 (Replaced transmission pan and filter and right head light), #104(replaced starter and rotated tires), street sweeper (A/C repair and repaired flashers), #602 (brake fluid leak repair) and #304 (repaired brakes). OTHER: M/C Personnel picked up yard waste bags and brush. Personnel had 49 One Call locates. Crews hauled 40T of spoil away from shop. Crews hauled 1 ballast back to stock pile. Please note that this report does not include every task M/C personnel performed, but shall be a highlight of our work performed as a department.

10 WWTP report for July 3, 2012 Council Meeting After hour alarm and dog call outs 16 th Sunset Park lift station, high water alarm, 5:30 a.m. Jason 16 th WWTP, 1:30 p.m. Jason 16 th Park lift station, high water alarm, 6:30 p.m. Jason 19 th dog call, Safety Center reported a dog to be picked up at 903 N Iowa, 6:00 p.m. Jason WWTP lagoon The lagoon is pumped down at press time. Training at new WWTP We have received training from factory service techs on the following dates: 19 th SBR and digester blower start up training 20 th raw waste water pump training 21 st aeration bubble test, decanter, and waste activated sludge pump training 26 th grit equipment training 27 th grit washer training 28 th stair screen training Gridor continues to make progress on the new WWTP. We walked through the new WWTP on the 22 nd and 28 th. New tractor bids - Bids due back by June 29 th. Meetings I attended the Dept Head meeting on the 26 th. 11 Elm Grove & Woodlawn Cemeteries Council Report for June 2012 By Nicholas Duvall Our mowing has slowed down a little this month due to the dry weather, but we still are keeping a regular schedule on mowing. We have mowed Elm Grove three times, Woodlawn two times, and our ½ of the airport two times. We also have been trimming and mulching. Cemetery cleanup after Memorial Day resulted in approximately 60 trash bags (40 gallon size) full of flowers and decorations. We have been pulling out military markers and repairing or replacing them based on damage. There is only a few that we have not been able to repair. These will cost about $300 - $500 total to replace. Most of these are damaged from improper installation or location years ago, so we are relocating them to a safer place around monuments where they won t get damaged. We have had ten funerals this month. That gives us a total of 40 funerals for the year to date. This month we plan to continue mowing, landscaping, mulching and general cleanup of cemeteries. We will also begin some tree trimming in areas that the trees are too low above roadways. There will be some temporary fencing installed in the northwest corner of cemetery before the Fourth of July to keep people from driving in the Garden of Good Shepherd section. We also have had a sudden rash of vandalism at Woodlawn with four large monuments knocked over.

20 205 West Main Street Washington, IA (319) Fax (319) Monday, July 2, 2012 City of Washington Washington City Council 215 E Washington Street Washington, IA Dear Council Members, Main Street Washington will again be hosting Celebrate Washington, a one day community festival showcasing our downtown and highlighting Washington s unique culture on Saturday, August 4, Celebrate Washington has been developed to provide a fun and relaxing day for people of all ages, cultures, and backgrounds to enjoy downtown Washington. This one day festival is a family friendly event that will feature a juried art show, artist demonstrations, live entertainment, interactive children s activities, duathalon, 3 on 3 basketball tournament, street dance, outdoor service area, and local culinary offerings. We expect many residents and visitors to converge on downtown Washington to enjoy this full day of activities. Your help is needed to see this project through to fruition. We ask that you approve the closure of the four blocks surrounding Central Park from 9 pm on Friday, August 3 rd thru to 2 am on Sunday, August 5 th. MSW has planned activities that will utilize this space to attract participants of all ages and differing interests. The planning committee has developed the attached map to provide a better understanding of the planned use of the downtown area. We ask for you to approve our request for street closures to provide the following during Celebrate Washington: Marion Avenue will be utilized to set up all food vendors, an outdoor service area as well as a flat bed for the street dance entertainment from 8pm 12 am. Washington Street will be utilized for the duathalon as well as be the site of a 3 on 3 basketball tournament. Six half courts will be set up on Washington Street as well as a registration table, scoring tables, and concessions for the teams. Main Street will be utilized for the duathalon route as well as for a loading and unloading zone for art vendors and the entertainers. Behind the current public bathroom on Main Street, MSW will set up kybos for the expected large crowds to utilize. We also plan to utilize Washington Street to offer handicap parking for patrons. Iowa Avenue will be closed off as MSW plans to provide entertainment and activities for the youth of our community including a petting zoo, pony rides, bounce house, inflatable slide, dunk tank, and hands-on arts and crafts. Iowa Avenue will also be the start and finish line for this year s duathalon. We also ask that you approve our request to host a controlled and restricted outdoor service area between the hours of 5 pm and 12 am on Saturday, August 4 th on Marion Avenue. MSW will double fence the entire length of the street from Washington State Bank to the Village encompassing the food vendors, tented picnic tables and the service area. With the success of last year s family friendly service area we ask that you again consider that this area be split in two areas so that adults may enjoy this area with an area for their families to also enjoy the entertainment on the stage.

21 These requests are integral in the success of this event. By utilizing the entire Central Park area we are creating a space specifically for these activities including an area for the public to enjoy the music and street dance as well as enough room to block off and control for the restricted service area. The street closures will also require that all patrons utilize the sidewalks in front of our stores to encourage increased shopping and sales. Main Street has carefully planned this event so that all legal, safety, and other concerns are addressed. We will ID patrons entering the service area and supply wrist bands for future identification and access to the service area. In addition, they will purchase tickets for their beverages to allow servers to concentrate on who they are serving, not handling money. Patrons will be served only within the controlled designated service area. Main Street Washington representatives will meet with the Police Department prior to the event to ensure all logistics and safety concern are being addressed. Washington St. Brent Hinson, City Administrator Washington, IA Illa Earnest, City Clerk Craig Arbuckle, City Attorney Fax Only Administrative Policy on Safety Eyeglasses, Uniforms and PPE This policy is adopted to establish guidelines for a uniform allowance for City Employees Safety Eyeglasses: The City of Washington will reimburse full time city employees the purchase price of OSHA approved prescription safety eyeglasses to a maximum of $ every two years. A current eye exam will be required at the expense of the employee. Eyeglasses damaged on the job upon review may be replaced on a case by case basis. Uniforms: The City of Washington will reimburse and/or furnish uniforms for full time city employees, with the following limitations and restrictions: 1. All city employees will be furnished an ANSI Class 2 safety vest, hard hat and a job appropriate pair of work gloves. These PPE items will be replaced on an as needed basis only when the original equipment is turned back into your department supervisor. 2. T-Shirts, rubber boots, chemical gloves, and other job specific PPE required for the job will be provided as determined by the department supervisor. 3. The city will reimburse full time employees the purchase price of OSHA approved safety boots to a maximum of $ every two years. 4. The city will furnish full time employees a Class 3 safety jacket every two years. Clothing damaged on the job upon review may be replaced on a case by case basis. No reimbursement will be granted by the city without the original sales receipt for the items claimed for reimbursement. The clothing allowance is not an entitlement to any particular employee and all funds allocated in the departmental budgets will not necessarily be expended in a given year. Items furnished are expected to be used during working hours only. Usage and purchases will be strictly monitored by the City Administrator and Safety Coordinator.
