3 Council Minutes The council of the City of Washington, Iowa, met in Regular Session in the council chambers in the Former Public Library Building, 120 E. Main Street, at 6:00 P.M., Wednesday, October 19, Mayor Sandra Johnson in the Chair. On roll call present: Stark, Roth, Zieglowsky, Shepherd, Wilson-Johnson. Absent: Hagie. Motion by Stark, seconded by Wilson-Johnson, that the agenda for the Regular Session to be held at 6:00 P.M., Wednesday, October 19, 2011 be approved as amended. The Mayor requested that the presentation from the Healthy Community Coalition be moved to first item on new business. Motion carried unanimously. Consent Agenda: 1. Mayor Johnson announced that now is the time for the second Reading of An Ordinance Amending the Municipal Code of the City of Washington, Iowa, Chapter Special Yield Required By the Adding Paragraph 54 E. 9th Street and N. 7th Avenue (eastbound and westbound yield). Motion by Wilson-Johnson, second by Stark, to pass the ordinance to the third reading. Roll call on said motion as follows: Ayes: Stark, Roth, Zieglowsky, Shepherd, Wilson-Johnson. Nays: none. Motion carried. Mayor Johnson announced that now is the time for the second Reading of An Ordinance Amending the Municipal Code of the City of Washington, Iowa, Chapter No Parking Zones By Amending Paragraph 7 S. 2nd Avenue on the east side for a distance of one hundred (100) feet from its intersection with Madison Street and Paragraph 50 a. E. Van Buren Street, on both sides, for a distance of one hundred forty five (145) feet east of centerline with S. Iowa Avenue and deleting 8:00 a.m. to 4:00 p.m. on school days and b. W. Van Buren Street, on the south side, for a distance of one hundred thirty five (135) feet west of the centerline with S. Iowa Avenue and deleting 8:00 a.m. to 4:00 p.m. on school days. Motion by Wilson-Johnson, second by Shepherd, to pass the

4 ordinance to the third reading. Roll call on said motion as follows: Ayes: Stark, Roth, Zieglowsky, Shepherd, Wilson-Johnson. Nays: none. Motion carried. Discussion and Consideration-Oakwood Village Subdivision (Tabled ) Discussion and Consideration of Sidewalk Extension to Mercy Medical Clinic (Tabled ) Discussion and Consideration of Sewer Camera System and Trailer. (Tabled ) Healthy Community Coalition members Crystal Woller, Eric Turner, Lynn Fisher, Erin Rugg, Teri Hartzler, and Edie Nebel gave a presentation to the council about the Coalition s background and the types of projects and goals they have and asked that the City of Washington be a partner and supporter of the Coalition s projects working for a healthier community. The council discussed Fox Engineering s preliminary review of the 90 acres as a site for the new water tower. Zeus Knupp representing the FFA, spoke to council about the need for the students to do the fall tillage and fertilizing on the property. Sid Ryan from the Washington Area Soccer Club and Don Pfeiffer from the park board were present to give an update on the proposed soccer field location based on the new information from Fox Engineering. After lengthy discussion, motion by Shepherd, seconded by Roth, to approve temporary use of 9.4 acres of the 90 as proposed by the Washington Area Soccer Club and amend the current agreement with the FFA to allow used of comparable (yield) acres at the new wastewater treatment facility project site. Motion carried unanimously. Motion by Roth, seconded by Stark, to affirm the proposed list of personnel to serve on the Comprehensive Plan Project Steering Committee. Motion carried unanimously. Motion by Roth, seconded by Shepherd, to approve the quote from GE to perform maintenance on the EDR units in the amount of $1,795. Motion carried unanimously. Motion by Roth, seconded by Wilson-Johnson, to approve the quote from Liquid Engineering to perform inspections on the water ground storage tank and the south water tower in the amount of $3,800. Motion carried unanimously. Motion by Stark, seconded by Zieglowsky, to approve the Resolution Accepting Project and Authorizing Final Payment in the amount of $7, for the 2011Seal Coat Project. Roll call on said motion as follows: Ayes: Stark, Roth, Zieglowsky, Shepherd, Wilson-Johnson. Nays: none. Motion carried. (Resolution No ) Motion by Shepherd, seconded to approve the Resolution Setting, Time and Place for a Public Hearing for West Side Sanitary Sewer Interceptor Project. Roll call on said motion as follows: Ayes: Stark, Roth, Zieglowsky, Shepherd, Wilson-Johnson. Nays: none. Motion carried. (Resolution No ) Motion by Shepherd, seconded by Stark, to approve the Resolution Authorizing Levy, Assessment, and Collection of Costs to the Washington County Treasurer. 16 To: From: CC: Washington City Council Washington Public Library Illa Earnest, City Clerk Brent Hinson, City Administrator Date: October 27, 2011 Subject: October Report to Council While closing out my first month in the position of Director of the Washington Library, I want to take a moment to thank you for giving me this opportunity to serve the residents of Washington and to manage such a wonderful facility and public service. Your support of the Library during times of feast and times of famine is commendable and I look forward to working with you into our future. Here are a few things we ve been working on during the month: As of Wednesday, October 19, the Library is now an Iowa Workforce Development Access Point. Although we were disconcerted to see the Washington IWD office close, staff and the board felt it is important to help our residents make up for the loss. IWD has provided no support or training for this effort, so the staff will continue following our procedures for assisting patrons with computer issues as we normally would. According to staff and the previous Director, the library has had phone issues since moving into the new building. Mostly this is in the form of dropped calls. The previous Director attempted to work with Iowa Telecom and then Windstream on this issue to no success. I met with a representative from Mediacom this Wednesday who will be sending out a technician to study our wiring and determine if the original wiring was done incorrectly. We hope to continue our professional relationship with Mediacom, as they are willing to offer us the same telecommunications package as Windstream for less and to provide stronger technical and customer assistance. After meeting with the City Councils of Ainsworth and Brighton, both groups have agreed to contract with the Library for service to their residents for FY12. They seem supportive of the Library and the work we do on behalf of their residents. The Library had a booth at the WCHC Seniorfest to highlight the programs, collection, and services we provide to senior citizens in Washington. Library staff attended the city s CPR training on Nov. 1 st, so we can now assure the public that there is a staff member certified in CPR on the desk during all open hours. Thank you! 18 WWTP report for November 2, 2011 Council Meeting After hour alarm and dog call outs 8 th dog call, Safety Center reported a dog to be picked up at 527 South C, 8:00 p.m. Jason 1 st dog call, Safety Center reported a dog to be picked up at 912 South D Ave, 4:10 p.m. Jason 24 tt dog call, Public reported a dog to be picked up at 709 W Main, 5:04 p.m. Danny WWTP lagoon The lagoon is pumped down at press time. USEPA Peter Green of the USEPA contacted me wanting more info needed to complete his inspection report. Mr. Green inspected the WWTP and collected samples on August 23-26, 2011.We should receive his written report within the next days. SASSO meetings Jason, Danny, and I attended the following safety meetings. The meeting on the 25 th was on Confined Space Entry and Lock Out/Tag Out. The meeting on the 1 st was on CPR and First Aid. Dog pound IA Dept of AG was at the dog pound on the 18 th to perform the annual inspection. The inspector suggested Jason purchase or build an enclosure for the dog box on the dog truck. This would help keep the dogs warmer during transport in the colder months. Stabilized bio-solids Rich Pumping, LLC incorporated approximately six hundred forty four thousand (644,000) gallons to the Keith Murphy farm on the 22 nd. Parkside Estates lift station We performed a confined space entry on the 26 th to tighten the suction line on one (1) of the pumps. We re still having problems with the pump priming. We ll continue to work on it until it s fixed. Lagoon field & Lexington Blvd lift station Jason borrowed work bull tractor and mower from M/C Dept. He mowed the lagoon field and road ditches by the lift station on the 21 st & 24 th. West Main sewer structure Jason and I placed the new steel lid on the opening at the West Main and H Avenue sewer structure on the 18 th. The old lid had rusted through and was unsafe. Sunset Park lift station Danny and Jason put a seal in one (1) of the pumps on the 20 th. Montchevre-Betin, Inc. Jason collected another round of samples on the 26 th. National Weather Service (NWS) Service Techs from the Quad Cities NWS Office were here to winterize their equipment on the 17 th. WWTP extended hours The WWTP will be open on Saturday mornings in November from 7-10 a.m. so residents can haul their yard waste to the compost site. Fred E. Doggett 10/28/2011 9:02 AM

19 10/15/11-10/28/11 STREETS: M/C personnel continued with the leaf vac program staying on their weekly schedule. Street sweeper was in operation but just for a short period of time. WATER DISTRIBUTION: M/C personnel finished the fall flushing of fire hydrants. Personnel made 2 water main break repairs, one at #608 South 12 th and the other in front of #729 West 3 rd. Each break resulted in replacing a section of PVC for the old CIP, one 6 and the other 4 water main. Crews repaired a few water box shut offs SEWER COLLECTION: M/C personnel investigated sewer services by dyeing them to see where they flowed to for an installation of a new storm line that would separate sanitary/storm water. STORM SEWER COLLECTION: M/C personnel jetted a few culverts around the town for better drainage. Crews installed a 10 culvert at a new residence which included ditching as well. MECHANIC/SHOP/CEMETERY: M/C personnel serviced #115 (power steering), #117 (fuel pump), #702 (flywheel) and #115 (leaf box repair). Personnel also dug 5 graves for funeral services at both Elm Grove and Woodlawn cemeteries and did some spraying for broadleaf and crabgrass as well. OTHER: M/C personnel finished hauling yard waste debris from WWTP, started and finished grinding the piles of brush and bags at the WWTP. Personnel had 17 water shut offs for nonpayment. Responded to 39 One Call Locates. Completed yard waste routes each week. Personnel hauled 24 ton of 1 road stone and 1 ballast from the quarry to the stock piles. Please note that this report does not include every task M/C personnel performed, but shall be a highlight of our work performed as a department.

22 PUBLIC NOTICE NOTICE OF TIME AND PLACE FOR A PUBLIC HEARING ON THE WEST SIDE SANITARY SEWER INTERCEPTOR PROJECT Public Notice is hereby given that the City Council of the City of Washington, Iowa will hold a public hearing to hear comments on the plans, specifications, form of contract, and cost estimate for the proposed West Side Sanitary Sewer Interceptor Project. The project will be located on the west side of town starting from the Wastewater Treatment Plant on W. Buchanan, then proceeds north and northwest to 250 th St., then north of 250th St., then through Parkside Estates Trailer Court to Sunset Park, and ends just north of the Main St. & H Avenue intersection. A secondary sewer line leads northeast from the first sewer to almost the west end of Van Buren Street. Said hearing will be held in the City Council Chambers, 120 E. Main Street, Washington, Iowa, on November 2, 2011 at 6:00 p.m. All interested persons are invited to attend and will be given an opportunity to be heard relative to this matter.
