1 THE UNIVERSITY OF OKLAHOMA STUDENT GOVERNMENT ASSOCIATION UNDERGRADUATE STUDENT CONGRESS Session XCI General Body Meeting 7:00 pm, Tuesday April 8, 2014 Adams Hall 150 Session XCI Roll Call - Flag Salute Approval of Minutes Bourland sec Naqvi Chair s Report- New members will be sworn in in the next meeting after session 91 ends. Lots and lots of food to eat! Vice Chair s Report- I ll be sitting with you during the meeting Secretary s Report- Welcome to new members, I m sorry about the super long first agenda. Committee Reports- AA CA- had quorum and saw one bill regarding the legislative forum EA-saw one bill and rec of do pass on the candy legislation P&P-did meet quorum, just spilled my drink PR WAM-we always meet and did primary funding Liaison Reports Special Orders Student Concerns Old Business An Act Updating the Bylaws 2.0 (Aragon)(No rec-conad) Bourland sec Shetley Aragon: Reforms constituent service and adds one duty for the vice chair. Current constituent service requirements aren t serving constituents and there isn t enough accountability. Byron: Monthly procedure instead of weekly. RSO meetings. Sample: Vice Chair put in charge of legislative forum. Sandoval: Do repercussions for not completing constituency service stay the same? Carlough: How will unexcused absences be handled since requirements now monthly instead of weekly? Aragon: Still four monthly requirements instead of one for four weeks. Unexcused absence for each miss with excused absences possible. Carlough: How is it fair to treat different months responsibilities differently? Aragon: There is only one meeting in January so only one possible absence for that month. All other months stay the same and these bylaws updates get PR by attending RSO meetings. Bourland: Friendly amendment to fix error. If I authored 8 bills would I still have to do constituent service? Aragon: No, you get excused for the next month if you author legislation. Carlough: How are different monthly requirements justified in terms of absences? Sample: They allow representatives to do constituent service by visiting RSOs.

Your assignment to a committee would last forever until you ask for a change. Committee officers shall serve for a year, each officer shall be reauthorized individually. Shetley: can you remove members from committees for not doing their job? Carlough: there is not a process for that now. Shetley: who decides if they should serve again in that committee? Carlough: not everyone fills out a committee preference sheet Sample: your addition negates the line above Carlough: I would accept a friendly amendment on that. Sample: unless a member requests a change. Carlough: (figuring out this friendly amendment) Naqvi: (friendly amendment about requirements for being in Congress) Aragon: Are you aware of anyone currently serving as both a Representative in Undergraduate Student Congress and GSS? Carlough: No Aragon: Are you aware that some students better themselves by taking graduate hours due to coming into college with hours, why are you requiring them to take undergraduate hours if they don t need them. Carlough: 60% undergraduate hours is what the Act asks for Aragon: What if a student only needed 3 more UG hours and took 9 graduate hours. Carlough: I would say such a student is better suited to represent graduate students Aragon: Are you aware that under this Act someone splitting their hours 50/50 could not be a member of either body? Carlough: I am not aware of GSS requirements. If this was the case I would accept a friendly amendment to allow a student taking graduate hours to serve in UG Congress Searcey: I am an undergraduate taking mostly graduate courses and GSS requirements require you to be a graduate student to serve as a member Carlough: I would accept a friendly amendment changing the 60% UG requirement. Przebinda: What would be a conflict of interest for an UG/Graduate student? Carlough: GSS grants Debate has been called Naqvi Aragon Searcey Shetley Berry Naqvi: Friendly amendment to remove previous parts of the friendly amendment Carlough: Bill still makes it so graduate students can t serve in our leadership and our leadership can t serve in Executive Cabinet at director level or higher. Aragon: Please read amendments Montgomery: Friendly amendment to remove own name as cosponsor Failed by roll call vote Resolution Regarding the Collegiate Housing and Infrastructure Act (Epting)(Do pass-exec) Bourland sec Petersen Berry: This is a resolution asking our representatives to support this an act that allows people to give to Greek housing tax free. Byron: how would this benefit the donors? Berry: It would allow people to give money tax free to Greek housing. Bourland: would you accept a friendly amendment adding me as co-sponsor? Berry: yes

3 Petersen: friendly amending adding people to the list to be sent to Sample: would this be a deduction or a write off on your taxes? Berry: I m not sure Passed by roll call vote, Concurring Resolution Requesting a Railway Transportation System (Cramm) (Do pass-ea) Bourland sec Sample Cramm: there are already blueprints in place for this, this just requests that it be done Petersen: friendly amendments making it a congressional resolution Sample: why have they decided not to do this? Cramm: I think a lot of it is the work involved. No one has picked it up. Carlough: would this be like the Dallas DART system, with stops on the route? Cramm: the plans have one that is straight from Norman to OKC but another plan would have a stop in Edmond or Moore. Bourland: how much would this cost? Cramm: $200 million but the calculated return is much higher according to current estimates. Sample: Did the mayor dismiss this idea? Cramm: I m not sure. Ross: Is this looking to expand the current railway system? Cramm: This is more of a mass transportation system rather than a train. Searcey: Would you accept a friendly amendment regarding the wording? Cramm: yes I would Consent w/out objection Items to Be Considered An Act Establishing a Survey Regarding Korean Language Classes (Pae) (Do pass-p&p) Bourland sec Byron Pae: This establishes a survey for Korean classes. The survey will ask the students if they want to see Korean classes at OU. Consent w/out objection Increasing Legislative Cooperation Act (Sample) (Do pass-conad) Bourland sec Berry Sample: this spells out what was previously written in the bylaws. This bill is postponed indefinitely An Act Expelling Representatives (Aragon) (Do pass-exec) Carlough sec Bourland Aragon: Since we did not meet quorum and some people have way too many absences, I am kicking out four people. Two of them have contacted me and may ask for friendly amendments removing their names from the list. Harris: Friendly amendment to remove own name from bill. Aragon: yes Consent Bourland Conoco Space Allocation Act (Grunewald) (Do pass-exec) Petersen sec Bourland Montgomery: this is a very important piece of legislation regarding the office space allocation for next year. A few organizations did not reapply and we allotted those spaces to other organizations. 3 spaces could have been not allocated but we gave them back to organizations that had been using the space. We did go in and check who was and was not using the current space they had been allocated last year. Consent w/out objection A Resolution Supporting UAS Personal Use on Campus (Shetley) (No rec-p&p) Bourland sec Carlough Shetley: this allows us to use drones on campus to film things like Camp Crimson, etc. All these drones do is film and these are really loud (you will hear it) so there will be no invasion of privacy on campus from these drones.

4 Carlough: are you aware that someone got injured because of a drone? Shetley: This is why I would like communication between the users of drones and the campus faculty and staff. The incident you re speaking of was caused by someone who was flying a drone recklessly. Consent w/out objection A Resolution Requesting the Expansion of Fair Trade Goods on Campus (Sample) (No rec- P&P) Carlough sec Aragon Sample: There are many benefits to fair trade goods, they help advocate for fair wages and fair treatment to those in developing countries. The Director of Housing and Food, who agrees that we should implement fair trade goods on campus, is a strong supporter of this legislation. He has asked that Sooners for Fair Trade be involved in the implementation of increased fair trade goods on campus. We already have a precedent regarding fair trade and local goods. This resolution would help us become the 20 th university to be a certified Fair Trade university. Also, we will help our constituents by providing healthier goods. Berry: if fair trade promotes human rights, why not push for more than 5%? Sample: we asked for 5% because that is a feasible goal for We currently have between 1 to 2% fair trade goods on campus. Carlough: how can I tell fair trade apart from other goods? Sample: all fair trade products have locos and signs on them. Dining locations would have signs promoting the fair trade goods there. Bourland: would these be more expensive? Sample: I have faith in the Director of Housing and Food that he will not burden the students with higher costs. Long term this helps the students by avoiding harmful pesticides and fertilizers and the long term costs of ingesting unhealthy products. Bourland: Would you accept a friendly amendment to add a section 2, stating that goods must be at a lower or equal price to the products currently bought? Sample: I would not accept this amendment, this would severely limit which foods we could get. And since they are higher value, they are more expensive. (hostile amendment submitted- did not get seen since previous question was moved by Representative Shetley) Carlough: would this raise the costs to the students? Sample: the budget is already set for next year and will increase by 4% as already planned. The Director of Housing and Food would not go past that already existing increase in the budget. Bourland: Would the costs of the fair trade items would be more and this would this cost be transferred to the students? Sample: There will be no immediate impact on students but in the long run the products would be more expensive because they are higher quality. However, I believe this would help create a market and that would allow costs to decrease in the long-run. Bourland: So is it right for this body to vote to raise the costs to students? Sample: I think this body should vote to promote human rights and promote the health of our students Searcey: Would the Director be able to work within the existing budget to make this happen? Sample: The director has a set budget and he has already worked within the budget to get OU 30% local products. Hinds: Would the water quality in Norman not be a bigger issue than pesticides on food? Sample: Fertilizers on food cause water pollution. Students already have access to clean drinking water through the university but not as many choices for fair trade goods. Hinds: Are they no current regulations on the use of fertilizers on food products? Sample: Many studies have come out that fertilizers we still use can increase health risks and we have not stopped their usage Sandoval: Did you survey students regarding fair trade? Sample: I have worked with sooners for fair trade and other sustainability groups and they support this resolution. Carlough: How will this be implemented, are we forcing students to eat these products or will there be options?

5 Sample: The director discussed with me how important he thinks choices are for students. He seems to want to have at least one of each choice. Byron: (to the Sooner for Fair Trade President) What are your general thoughts on this issue? Author: We just want to expand the choices for students regarding fair trade goods. Fair trade is a human rights issue, not just a food issue. Having the option to make a difference by choosing fair trade goods. Norman is considered a fair trade town. This furthers along the movement by bringing it to OU. This achieves fair trade status Searcey: Isn t this about promoting human rights? Sample: We are placing emphasis on fair trade both for international and domestic reasons. Molina: Has the director already made a decision regarding the increase in fair trade goods? Sample: This might not necessarily change his mind, this is more about showing support for the transition. Regardless of this resolution, he has already been working on these goals. Bourland: Should a survey not be conducted prior to this resolution passing? Sample: There have already been PR moves regarding this movement Carlough: who is picking up the tab for the extra produce? Sample: We would just have choices on campus Bourland: Did you ask the students are you willing for tuition and fees to go up to have more fair trade goods on campus? Authors: Many people asked where they could get fair trade goods already. Carlough: How will this be promoted when students don t know fair trade is? Authors: We want to see more education going on with the implementation of these goods on campus Passed by roll call vote, A Resolution Requesting More Candy (Sample) (No rec-exec) (Do pass-ea) (Do not pass-p&p) Bourland sec Petersen Sample: there used to be candy in the Conoco and currently there is no more candy. This would bring back candy in the Conoco, chocolate or not. People who come to the office will find this adds to the atmosphere Berry: In your opinion, what is the most delicious candy? Sample: obviously Reeses Petersen: Are you condoning obesity? Sample: These will not be huge pieces of candy, these will be eaten in moderation. Petersen: Would you accept a friendly amendment adding that the candy should be fun sized candy? Sample: no, I would not (hostile amendment submitted, not seen because of previous question) Carlough: What is moderation? Sample: Moderation as in a small amount that does not cause harm. Use serving size directions would be good for understanding moderation. Bourland: Is this a good use of student money? Sample: I believe that we already use SGA funds for food. Aragon: (friendly amendment providing for distribution) Carlough: why should congress be held accountable for providing candy? Sample: Debbie already does a lot for us and I think candy would be beneficial for the Conoco Consent w/out objection Emergency Allocation #13 (Naqvi) (Do pass-wam) Bourland sec Shetley Naqvi: this is the last emergency allocation of the year Carlough: the numbers should be equal (amendment-ish) Administrative Organization Primary Funding Appropriations Act of 2014 (Naqvi) (Do pass-wam) Naqvi sec Shetley Naqvi: this is the first of the two primary funding bills. There was an increase in funding. Shetley: friendly amendment Montgomery: no amendments can be made this to legislation

6 Berry: how much time was spent on this? Naqvi: at least 7 hours in one day and lots of interviews and meetings Student Organization Primary Funding Appropriation Act of 2014 (Naqvi) (Do pass-wam) Carlough sec Bourland Naqvi: This is the second part of primary funding; this bill is for funding for student organizations. We increased this funding from what it was last year. Carlough: How do you figure out these numbers? Naqvi: I use an excel formula but it might get lost in translation. 21 THE UNIVERSITY OF OKLAHOMA STUDENT GOVERNMENT ASSOCIATION CONGRESSIONAL RESOLUTION NO UNDERGRADUATE STUDENT CONGRESS CONGRESSIONAL SESSION XCI April 8, 2014 AS INTRODUCED A congressional resolution supporting the use of Unmanned Aircraft Systems by University faculty, staff, and students at the University of Oklahoma, and providing distribution, Whereas: Whereas: Whereas: Whereas: The Federal Aviation Administration (FAA) has written a set of policies to regulate appropriate and inappropriate uses of Unmanned Aircraft Systems (UAS) in the National Airspace System (NAS). The National Transportation Safety Board (NTSB) has recently struck down the FAA s attempt to regulate UAS activities. The NTSB has nullified the FAA s policies since they were not created and passed through the traditional law making process and had not been complied with the requirements of the Administrative Procedures Act. The FAA is working on a lawful set of rules and policies to regulate UAS activities. These policies are expected by the end of fiscal year The University of Oklahoma has adopted a policy regulating UAS activities that is in concert with the recently nullified FAA policies. NOW, THEREFORE, BE IT RESOLVED BY THE UNDERGRADUATE STUDENT CONGRESS THAT: Section 1: Section 2: Section 3: Until the Federal Aviation Administration (FAA) can produce a set of policies that are created through a formal law making process and in accordance with the Administrative Procedures Act, the elected representatives of the University of Oklahoma student body reject the current University policy regulating Unmanned Aerial Systems (UAS). The elected representatives of the University of Oklahoma student body find that the current University policy is oppressive to hobbyists, cinematographers, researchers, and anyone else who finds pleasure or can conduct business through the use of an UAS at the University. The elected representatives of the University of Oklahoma student body support a University policy regarding UAS activities that promotes safety without interfering with the activities and endeavors set out on by members of the University community.
