1 THE UNIVERSITY OF OKLAHOMA STUDENT GOVERNMENT ASSOCIATION Session XCI General Body Meeting 7:00 pm, Tuesday April 1, 2014 Adams Hall 150 Session XCI Roll Call - Flag Salute Approval of Minutes Bourland sec Sample Chair s Report- I m stuck on the side of the road Vice Chair s Report- Go vote in the elections Big event group should have gotten an Secretary s Report- I ve only gotten a few constituent service reports Committee Reports- AA CA- 2 piece of legislation received a rec of no rec and one was tabled till next week EA- rec of do pass on one piece of legislation regarding a mass transit system P&P- did not meet quorum but did have a piece of legislation to see PR- did not meet WAM- emergency allocation #12 (do pass), 7 hours of deliberation for primary funding, to be seen next Tuesday. Primary funding is posted online under the funding tab. Union catering this coming Sunday and last round of emergency funding Liaison Reports Special Orders Student Concerns Old Business Items to Be Considered An Act Updating the Bylaws 2.0 (Aragon)(No rec-conad) Byron sec Bourland Sample: Legislative forum run by vice-chair to collaborate on legislation Aragon: Constituent service changed to mandate one office hour bi-weekly, encourage members to author legislation. Byron: New per month constituency service tasks, encourage involvement from constituents Carlough: Does constituency service exemption for authoring bill include coauthor? Aragon: Must be author Carlough: Excluded from all constituency service requirements? Aragon: Yes Carlough: When WAM and ConAd are excused as per current bylaws requirements will this now be for the whole month? Aragon: That will continue to be at the discretion of secretary Shetley: If WAM meets for seven hours can they be excused for more than one month?
2 Byron: No because we encourage representatives to be fully active members of this body. Berry: bad math friendly amendment Naqvi: yes I accept the friendly amendment Carlough: how many people are on the power lifting team? Naqvi: they have about 9 Carlough: does the power lifting team have both girls and boys? Naqvi: not quite sure Passed by roll call vote, New Business Follow-Up Reports Carlough: referendum is on the election ballot so please vote Sample: survey went beautifully, 469 people took the survey and most agreed that having multiple tests is bad for grades. Items for Future Agenda Shetley: resolution supporting UAV use at the university for personal use (PP); primary funding 2014 (WAM), administration primary funding (WAM) Hinds: resolution expressing condolences (exec) Pae: an act establishing a survey regarding Korean classes (PP) Sample: more candy resolution (exec, PP) Announcements and Comments Carlough: I only called quorum because I feel like the majority of our body should be here to vote on bills. WHEREAS: WHEREAS: WHEREAS: WHEREAS: The Collegiate Housing and Infrastructure Act eliminates a distinction in existing tax law that would result in allowing tax-exempt charitable and educational organizations to make grants to non-university owned not-for-profit student housing entities that provide collegiate student housing; and The Collegiate Housing and Infrastructure Act would make college more affordable at no cost to taxpayers by offering a housing alternative less expensive than University housing; and The Collegiate Housing and Infrastructure Act results in safer student housing by encouraging charitable contributions to collegiate housing for installation of life saving equipment such as fire sprinklers, smoke detectors, and alarm systems; and Approximately 1,400 University of Oklahoma students live in non-university-owned notfor-profit housing during a collegiate year; NOW, THEREFORE, BE IT RESOLVED BY THE UNIVERSITY OF OKLAHOMA STUDENT GOVERNMENT ASSOCIATION : Section 1: Section 2: That all members of the United States House of Representatives and United States Senate support the Collegiate Housing and Infrastructure Act. 7 THE UNIVERSITY OF OKLAHOMA STUDENT GOVERNMENT ASSOCIATION CONGRESSIONAL SESSION XCI April 1, 2014 GRADUATE STUDENT SENATE SENATE SESSION GX-XX CONGRESSIONAL BILL NO AS INTRODUCED A Concurring Resolution requesting the state of Oklahoma to build a railway transportation system from Norman, Oklahoma to Oklahoma City, Oklahoma; and directing distribution. A railway transportation system would help fuel the downtown Oklahoma City economy through providing a more efficient and effective means of transportation for the thriving university populace of Norman; Through providing alternative means of transportation to the downtown metro area, the dense traffic on I-35 would be decreased, Less traffic on the interstate system would allow for better and easier interstate commerce coming through the major interstates of Oklahoma City; Less traffic on the interstates would cause less pollution allowing a more environmentally friendly form of transportation to Oklahoma City; A railway mass transportation from Norman to Oklahoma City would lay the ground work for further integration of the Oklahoma City area through further development to other surrounding suburbs; A better connection between the suburbs and the downtown Oklahoma City area would bring the expansive space of the Oklahoma City metro area closer economic linkage; NOW, THEREFORE, BE IT RESOLVED BY THE AND THE GRADUATE STUDENT SENATE CONCURRING THEREIN THAT: Section 1: Section 2: The student body of the University of Oklahoma requests the Oklahoma Department of Transportation to implement a mass transportation railway system from Norman to Downtown Oklahoma City; to help decrease traffic on the interstates and to provide a more environmentally friendly means to commute to the Oklahoma City downtown area.
