5 Judicial Council Rulings The 2005/2006 Judicial Council met on Friday, September 16, 2005, before the Fall voting began. The Judicial Council unanimously ruled that in order for an election to begin, whether it is in the fall or in the spring, a Quorum of the Judicial Council must be in existence at least two weeks prior to the election. The Quorum must exist to oversee the election, to enforce the Election Codes and Bylaws, and to uphold the Constitution. The Fall 2005 election is exempt from this ruling. The 2005/2006 Judicial Council met on Monday, September 19,2005, before the Fall voti ng began. The Judicial Council unanimously granted a blanket exempti on to all Fall 2005 Senatorial Candidates from attending the mandatory Candidates Orientation, allowing them to remain an eligible candidate. The Judicial Council granted the exemption on the basis that there was no Judicial Council for the majority of the election process. 6 The Judicial Council of the Student Government Association hereby rules that Joshua Brandon McCubbins is ineligible to run for election as the President of the Student Government Association for the 2006/2007 school year. It has been presented and proven to the Judicial Council that Mr. McCubbins has not participated in SGA for an entire year due to excessive absences and a late appointment. The Judicial Council of the Student Government Association of West em Kentucky Uni versity does hereby rule that in order for the Student Government Association to gain recognition for their donation to the WKU Police Department ofs\ 0,000, that a representative from SGA should make a certificate commemorating the donation and occasion for the WKU Police Department to di splay at their headquarters. The Judicial Council of the Student Government Association of Western Kentucky University hereby rules that limitations on Facebook.com and Myspace.com are to be put in place for all candidates running for Executive or Legislative positions within SGA during the election process. There are to be no groups in fa vor of a candidate made by the candidate. Further, there is to be no advertisement space to be bought that advertises for a candidate in the election. There is also to be no writing on walls or messages sent through facebook or on myspace that ask others to vote for a particular candidate. No campaigning is to be done by the candidate on facebook.com or myspace.com. The Judicial Council of the Student Government Association of Western Kentucky University hereby rules that any advertisement materials for a candidate must be kept fi ve feet away from any computer labs, multipurpose rooms, or other areas that are designated to be prohibited from campaigning in the Election Codes. The Judicial Council of the Student Government Association of Western Kentucky Uni versity hereby rules that the method of having all announcements made verbally in the weekly Senate meetings is the Constitutionally correct way to make the announcements and that this structure of the meetings is to continue as is.
