1 Filing/Election Procedures 1. Candidates may file for a position by turning in their completed paperwork between Wednesday, January 16th at noon and Wednesday, February 7 th by noon. A completed application must be returned to Gatton Student Center 160 Avenue of Champions, Suite A267 (SGA office). No late applications will be accepted. 2. Signatures must be returned with the application on 2019 Student Government Spring Election signature forms for candidacy to be valid. Attached in this packet are the rules outlining the number of signatures required per position. It is highly recommended you obtain 10% more signatures than needed to ensure candidate eligibility President/Vice-President need 500 signatures; can be from any current UK student 2.2. Undergraduate Senator-at-Large candidates need 200 signatures; can be from any current undergraduate UK student 2.3. Graduate/Professional Senator-at-Large candidates need 100 signatures; can be from any current graduate or professional UK student 2.4. College Senators need to obtain signatures for 2% of their college or 25 signatures, whichever is higher; can be from any current UK student enrolled in the college (grad or undergrad) that the candidate is running to represent 3. All candidates must have a current, cumulative GPA of 2.5 in order to be eligible to run. Your GPA will be verified by the Student Government Advisor or his/her designee. 4. Candidates must each pay a $35.00 deposit by filing deadline ($70.00 total for President/Vice-President). Deposit returns are discussed in Election Rules and Regulations. It is preferred to turn in this amount with the completed application. If you need to make a payment online please let us know when you turn in your application so we can make the link available to you. 5. All candidates must attend or send a representative to the Candidate s Meeting on Monday, February 11th in The Senate Chambers, Gatton Student Center at 8:00 pm 5.1. Candidates will receive the Election Rules and Regulations (appropriate election legislation) at this time. These rules can also be printed off the SGA website ( under the Spring Election section. 6. Candidates will receive an expenditure form with this application packet. All forms and receipts must be received by Friday, March 1st, 2019 by 5:00 in the Student Government Office, Gatton Student Center. 7. All claim submissions must be submitted to the Election Investigator via . Please send all claims to uksgaelections@gmail.com. All claims must be received by Friday, March 1st, 2019 by 5:00pm. The full legislation includes the election- related portions of the Constitution, the Election Act and the Election Expenditure Act. A. EXPENDITURE LIMITS: Senatorial candidates are limited to spending $ These figures include inflation from 2006 to today. B. TICKETS: A ticket is defined as two or more candidates campaigning jointly. Senatorial campaigns should be independent from all other Senatorial Campaigns. Senatorial Candidates cannot appear on campaign materials with other candidates, including but not limited to, banners, posters, handbills, social media accounts, and other promotional materials. Senatorial Candidates may not exhibit support, electronic, verbal or written, for other candidates running in their election. - For more information, refer to the SGA Elections Act and the SGA Constitution. C. EXPENDITURE FORMS: Each candidate must submit their expenditure form to the Elections Board Chairperson no later than Friday March 1 st, 2019 by 5:00 pm if they wish to be eligible to receive $26.50 of their deposit back. If no money was spent, the expenditure form must be turned in showing zero expenditures. - Candidates are responsible for getting a receipt form showing the date, time, and the chairperson s or designates signature.
5 - Original receipts and a copy of all printed material shall accompany the expenditure form. - All commercial or individual services or tangible material donated by non-students to a candidate or candidates shall be attributed as expenditures of the receiving candidate or candidates at a reasonable retail price. All candidates should refer to the Elections Expenditure Act of 2006 for additional understanding. - If no money was spent, a form must be returned as $0.00 D. CAMPAIGNING: - Interested students may begin speaking at any time as a candidate. - Candidates must obey federal, state, local and university rules in conduction of their campaign. - Candidates may not campaign in areas designated by the Elections Board as Campaign Free Zones (i.e. SGA office, 25 feet within polling location, etc). - No student may set up a computer as a polling location for the purpose of soliciting votes (i.e. you can t pass around a laptop to get people to vote for you). - All computer labs and libraries on campus will be considered campaign-free zones on election days. Therefore, no campaigning can occur in these areas during election days. The information below is designed as a summary version of the election legislation. - Candidates must campaign individually without collusion with other candidates. Tickets are no longer an allowed form of campaigning. - Candidates are prohibited from tampering with any campaign materials other than theirown. This includes but is not limited to destroying, defacing and/or removing campaign materials. E. POSTER & BANNER REGULATIONS - Any Senatorial candidate/ticket is limited to posting UP TO 100 posters & 10 banners. - There is no limit to the number of handbills a campaign may distribute. The Elections Board will be in the SGA office Friday, February 15th, 2019 to stamp any candidate poster or banner. All stamping of campaign material will befrom2-5pm. - Candidate s posters/banners may not be displayed on campus property without the Election Board of Supervision approved stamp. University of Kentucky administrative approval might also be needed based on the location of the campaign material.
6 i. No posting in classrooms; ii. No posting on the sidewalk or ground; iii. No posting on any painted surface; iv. No posting on living materials (i.e. trees, bushes, etc.) except humans wearing campaign material; v. No posting on glass, windows, doors, buildings, display cases or elevators Posters & banners may appear on campus on Friday, October 5th, 2018 after approval from the Elections Board. - Campaign material is based on the sizes below: i. Handbill sized 8.5 X 11 inches or less; to be distributed by hand ii. Poster sized 13 X 19 inches or less that is to be posted iii. Banner sized 13 X 19 inches or larger F. CONSTITUTION & ELECTION LEGISLATION - On the Wednesday following the election, the Elections Board of Supervision, Election Investigator, and Supreme Court will meet at the Election Review Hearing. All claims will be heard and ruled on at that time. Candidates that have claims filed against them will be notified and expected to attend this meeting. - If after the Court s judgment, a candidate chooses to contest the ruling(s), the candidate must appeal directly to the University Appeals Board. - If a candidate is disqualified, the candidate with the next highest vote will be certified as the winner. - The results of the election will then be presented to the Supreme Court for certification. The election will be certified by a simple majority vote of the justices present. Disclaimer: This is not the complete SGA constitution or election legislation. 8 Signature Requirements All signatures are checked for accuracy of information, legibility of name, and verification of student status (grad/undergrad, college as needed). Signatures must be on the signature sheets provided below, or must include the exact language as stated on the top of each sheet. Signatures that do not meet these criteria are invalidated during the eligibility determination.
