Resolution by the Mayor To Amend the Official Map (for the City of Kenosha, Wisconsin,) to include the Attachment of th Street, (Parcel # , in the Town of Somers, Kenosha County, Wisconsin,) in accordance with the approved City of Kenosha/Town of Somers Cooperative Plan (under Section of the Wisconsin Statutes). 2 CITY PLAN COMMISSION Minutes March 22, 2018 MEMBERS PRESENT: MEMBERS EXCUSED: STAFF PRESENT: Mayor Antaramian, Alderperson John Fox, Alderperson Jan Michalski, Charles Bradley, Pat DeGrace, Anita Faraone, Scott Haraty and Lydia Spottswood Alderperson Dan Prozanski and Katherine Marks Brian Wilke, Zohrab Khaligian and Jeffrey B. Labahn The meeting was called to order at 5:00pm by Mayor Antaramian, roll call was taken. Citizens Comments - No Citizen comments A motion was made by Alderperson Michalski and seconded by Mr. Haraty to approve the minutes of March 8, The motion passed. (Ayes 8, Noes 0) 1. Resolution by the Mayor To Adopt a Project Plan Amendment for Tax Incremental District #13, City of Kenosha, Wisconsin, under Section (4)(h)1., Wisconsin Statutes. (District 16) PUBLIC HEARING Public hearing opened. Zohrab Khaligian, Community Development Specialist, explained the TID 13 Amendment was to add three (3) properties to the TID boundaries. The City will acquire the homes and demolish them. Public hearing closed. Mr. Bradley asked why they are being demolished and are there relocation costs? Mr. Khaligian said to clear the residential for development to the south. There are no relocation costs, they have six (6) months to move. Ms. Faraone asked why we are buying the properties to make vacant land. Mr. Khaligian said the property owners are upset they are being surrounded by Industrial and they were not bought out. Ms. Faraone said she does not support the Amendment and wants to know what the properties are appraised for. Mr. Khaligian said the appraisals were done by a third party and he does not have that information with him. Alderperson Michalski said if they want us to purchase because of property is devalued or quality of life has decreased we should pay less. Alderperson Michalski would like to see the appraisal of the properties. Mayor Antaramian said we had people say they were not treated fairly because their property values decreased. The City is working with the County and said we will pay the value of the property, no increased amount. We are trying to solve a problem. City Plan Commission March 22, 2018

3 Mayor Antaramian asked Mr. Khaligian to get the appraisal information and come back to the meeting. In the meantime, we will take Items 3,4 and Resolution by the Mayor To Adopt a Project Plan Amendment for Tax Incremental District #20, City of Kenosha, Wisconsin, under Section (4) (h)1., Wisconsin Statutes. (District 16) PUBLIC HEARING Mayor Antaramian asked that Items 3, 4, and 5 be taken together for public hearing purposes. The three items were read. 3. Resolution by the Mayor To Amend the Official Map (for the City of Kenosha, Wisconsin,) to include the Attachment of th Avenue, (Parcel # , in the Town of Paris, Kenosha County, Wisconsin,) in accordance with the approved City of Kenosha/Village of Somers/Town of Paris Cooperative Plan (under Section of the Wisconsin Statutes). (Ridge Kenosha 120th, LLC) (District 16) PUBLIC HEARING 4. Resolution by the Mayor To Amend the Official Map (for the City of Kenosha, Wisconsin,) to include the Attachment of th Avenue, (Parcel # , in the Town of Paris, Kenosha County, Wisconsin,) in accordance with the approved City of Kenosha/Village of Somers/Town of Paris Cooperative Plan (under Section of the Wisconsin Statutes). (Ridge Kenosha 120th, LLC) (District 16) PUBLIC HEARING 5. Zoning Ordinance by the Mayor To Rezone the properties located at th Avenue, th Avenue, and th Avenue from A-2 Agricultural Land Holding District and C-2 Lowland Conservancy District to M-2 Heavy Manufacturing District (in conformance with Section of the Zoning Ordinance). (Ridge Kenosha 120th, LLC) (District 16) PUBLIC HEARING Public hearing opened. Aaron Martel, Logistics Property Company; Adam Artz, Pinnacle Engineering and Werner Brisske, Partners In Design; were available for questions. Alderperson Michalski said he would like to see manufacturing go into this spec building. Ms. Spottswood asked why this isn t being rezoned to M1- Light Manufacturing rather than M-2 Heavy Manufacturing. Mr. Artz said the City has controls through the Conditional Use Permit. We just want to make the property more marketable. Brian Wilke, Development Coordinator, said the Long Range Plan looks for M-2 toward the interstate. Mr. Wilke added that the Commission can require restrictions on the Conditional Use Permit. Jeffrey Labahn, Director, added that the Ordinance will manage the restrictive and prohibited uses. Alderperson Fox asked if there is any concern with semis using the frontage road. Mr. Wilke said the west frontage road is under the jurisdiction of the State and we are City Plan Commission March 22, 2018

4 working with them. Access points would be laid out subject to state approval. Mr. Bradley said he would like to see the complex laid out like Uline, further off the interstate to allow for more green space along the interstate. Ms. Spottswood said the Site Plan could be re-examined to require more green space. Mr. Haraty agreed that he would also like to see more green space along the interstate. Vaughn Tendeland, th Avenue, Paris, lives next to the proposed site. He has concerns the stormwater pond is too close to their property. Mayor Antaramian assured him the Public Works Department will do their calculations to make sure the properties drain correctly. Public hearing closed. Mr. Wilke explained that a requirement of the development is that 128th Avenue be upgraded to an urban cross section similar to the road west of Uline. Alderperson Fox said the road will go from 4 lanes to 2 lanes south of 60th Street? Mr. Labahn said yes. Alderperson Fox asked if there will be a restriction on what roads the semis will use? Mr. Artz said that will be laid out. A motion was made by Mr. DeGrace and seconded by Mr. Haraty to approve Item 3. The motion passed. (Ayes 8, Noes 0) A motion was made by Mr. DeGrace and seconded by Mr. Haraty to approve Item 4. The motion passed. (Ayes 8, Noes 0) A motion was made by Ms. Spottswood and seconded by Mr. Haraty to approve Item 5. The motion passed. (Ayes 8, Noes 0) The Commission resumed with Item #1. Public Hearing opened. Mr. Khaligian gave the amounts of the appraisals: # = $245,300 # = $231,000 # = $221,000 Mr. Khaligian added they will need approximately $25,000-$30,000 to demolish each property. Ms. Faraone said we used to pay the assessed value. The value we are paying is not there. The taxpayers are getting no relief. What is our percentage? Mr. Khaligian said we are at and the cap is 12 this is an Amendment, not a new TID. Alderperson Fox asked if there were any environmental issues. Mr. Khaligian said not that we are aware of. 5 Ms. Spottswood said she supports the purchase because the City initiated this, not the property owners. This will allow us to move forward with orderly development and possibly ramp up the value of the TID. Mr. DeGrace asked why the other property owners did not take the offer. Mr. Khaligian said they think they can get more. Mr. DeGrace said he supports the purchase, it is the right thing to do. Public Hearing closed. A motion was made by Mr. Haraty and seconded by Mr. DeGrace to approve Item 1. The motion passed. (Ayes 7, Noes 1) Faraone vote no. 2. Resolution by the Mayor To Adopt a Project Plan Amendment for Tax Incremental District #20, City of Kenosha, Wisconsin, under Section (4)(h)1., Wisconsin Statutes. (District 16) PUBLIC HEARING Public hearing opened. Mr. Khaligian said the TID add money due to sewer design changes and increased roadway improvements. Public hearing closed. Ms. Faraone said this is not giving any relief to the taxpayers and she does not support. A motion was made by Ms. Spottswood and seconded by Mr. Haraty to approve. Mr. Bradley asked for an explanation of the parking lot improvements. Mr. Khaligian said they will have to submit all cost for the improvements and only be paid for the what the improvement they do. The motion passed. (Ayes 7, Noes 1) Faraone voted no. Commissioners Comments A motion to adjourn was made by Alderperson Michalski and seconded by Alderperson Fox. The motion passed.
