11 CITY OF GRAIN VALLEY BOARD OF ALDERMEN MEETING MINUTES Regular Session 11/09/2015 PAGE 1 OF 7 ITEM I: CALL TO ORDER The Board of Aldermen of the City of Grain Valley, Missouri, met in Regular Session on November 9, 2015 at 7:00 p.m. in the Council Chambers located at Grain Valley City Hall The meeting was called to order by Mayor Mike Todd ITEM II: ROLL CALL Deputy City Clerk Tami Love called roll Present: Arnold, Headley, Johnston, Palecek, Stanley, West Absent: None -QUORUM PRESENT- ITEM III: INVOCATION Invocation was given by Darryl Jones with Crossroads Church ITEM IV: PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Alderman Yolanda West ITEM V: APPROVAL OF AGENDA City Administrator Hunt stated no need for changes. Mr. Hunt mentioned to the board a change to Item XII Ordinance Election in the City of Grain Valley, Missouri on April 5, Section 4 An election is hereby called for the 5 th day of April, 2016 for the purpose of electing Mayor for a two year term was missing from the original Ordinance that was placed in the e-packet ITEM VI: None PROCLAMATIONS ITEM VII: CITIZEN PARTICIPATION Norm Combs 1008 SW Foxtail Drive Expressed gratitude to the Public Works Department on the great work on Foxtail Drive. Thank you for the Pathway of Honor for the Veterans. Mr. Combs brought up the last Board of Aldermen meeting on October 26 th regarding the discussion of Trail or Treat and the cost of having the event. Mr. Combs states this event is needed for the moral in town. This ordinance will model what the other surrounding Municipalities already have in. It will also allow the Police Department to document continued problems of all sorts. With this the PD will be able to take further steps to correct and resolve the continuing issue. B15-22 APPROVED FOR A SECOND READING: 6-0- ITEM XII(B) Bill No. B15-23: An Ordinance to Re-Establish the City of Grain Valley, Missouri's Utility Occupation Tax to Comply with the Provisions of Section of the Revised Statutes of Missouri City Attorney Jim Cook read Bill No. B15-23 for its first reading by title only Alderman West moved to accept first reading of Bill No. B15-23 bringing it back for a second reading by title only The Motion was Seconded by Alderman Headley Cathy Bowden, Director of Finance gave a brief explanation of this ordinance. When the electric company has a rate increase of 7% the state statue states requires you to reestablish and reauthorize your existing franchise fees otherwise the state and utility will establish one for you Bill No. B15-23 was voted upon with the following voice vote: Aye: Arnold, Headley, Johnston, Palecek, Stanley, West Nay: None Abstain: None -BILL NO. B15-23 APPROVED FOR A SECOND READING: 6-0- ITEM XII(C) Bill No. B15-24: An Ordinance Calling an Election in the City of Grain Valley, Missouri on April 5, 2016 City Attorney Jim Cook read Bill No. B15-24 for its first reading by title only Alderman Headley moved to accept first reading of Bill No. B15-24 bringing it back for a second reading by title only The Motion was Seconded by Alderman Palecek Ryan Hunt, City Administrator mentioned the additional sections that were missed on the previous ordinance. The ordinance that was placed in the e-packet was missing the election of the Mayor. Alderman Johnston mentioned that we need to watch the money that we are spending as a City and look at how we are spending money in the future. Alderman West discussed the CIP and the priorities regarding that. The existing ordinance had no accountability for those in possession of tobacco products by individuals or adults of the age of 17 and 18. Alderman West asked if there is a charge to the person getting charged. At this time there is not charge, however, after January 1 st, 2017, individuals will be charge and they will pay at the pump. Ryan Hunt, City Administrator mentioned that the City is short staffed. The City has a portion of the money budgeted but that doesn t cover the whole cost. There is approximately 690 seniors. o An individual in the audience suggested to get ahold of the Community Service League o Mayor Todd suggested the board and staff look into different options for the years ahead. Also, if no baskets are delivered this year, then a notice will need to go into the water bill and also the city website. There was a consensus on the November 23 rd meeting to hold the 2015 budgeted money of $5,000 for the 2016 budget year. This was due to short staffing and late in the year to get the baskets completed o Several board members discussed with Mayor Todd after the November 23 rd meeting their concerns of letting down the senior citizens and not wanting to sit on the money for the following year if a solution could be found for this fiscal year. o Alderman Johnston mentioned Patricia s is willing to do all the stuffing of the gift bags this year. Patricia s will be using the money that was set aside for the baskets and any money that is donated to make a goody bag for all seniors this year.
