3 DRAFT CITIZEN LONG RANGE IMPROVEMENT COMMITTEE (CLIC) City of Brooklyn Park May 11, 2017 CLIC Meeting Minutes I. ORGANIZATIONAL BUSINESS 1. CALL TO ORDER: Chair Funk called the meeting to order at 7:03 p.m. ROLL CALL PRESENT, (CLIC) Alida Abdullah, Doneva Carter, Sarah Dettmann, Kathy Fraser, Cory Funk, Heidi Heinzel, Scott Smeaton, Albert Smith, Kaade Wallace, Kendra Kuhlmann ABSENT: Oduwa Aganmwonyi, Christopher Herbers, Jeff Hewitt, Ray Klotz, Noya Woodrich, CM Mark Mata Roll Call established that a quorum did exist. 2. APPROVAL OF AGENDA MOTION Smeaton, SECOND Fraser APPROVING THE AGENDA Chairman, Cory Funk switched the order & added some items. MOTION PASSED UNANIMOUSLY. II. STATUTORY BUSINESS 3. CONSIDERATION OF MINUTES MOTION Smith, SECOND Smeaton APPROVING THE APRIL 13, 2017 MINUTES. MOTION PASSED UNANIMOUSLY. 4. GENERAL AGENDA ITEMS 4.1 Resilient Community Project Presentations Utility Superintendent, Jon Watson, gave an update of his experience with RCP this past fall. CLIC would like feedback from other staff as well. Some committee members stated that not much information on website. Subject is pending for future meetings. 4.2 Membership discussion regarding Noya Woodrich and Oduwa Aganmwonyi. MOTION Smeaton, SECOND Carter ACCEPTING NOYA WOODRICH S RESIGNATION. MOTION PASSED UNANIMOUSLY. MOTION Carter, SECOND Heinzel TO CONTACT THE CITY COUNCIL & START PROCESS TO REPLACE ODUWA AGANMWONYI. MOTION PASSED UNANIMOUSLY. 4.3 Election of Officers MOTION Smeaton, SECOND Fraser TO ELECT Cory Funk AS CHAIR OF THE BROOKLYN PARK CITIZENS LONG RANGE IMPROVEMENT COMMITTEE. MOTION PASSED UNANIMOUSLY.
4 Doneva Carter and Kathy Fraser were nominated for Vice Chair. Ballet vote resulted 7 to 3 for Kathy Fraser for Vice Chair. MOTION Smeaton, SECOND Carter TO ELECT Staff Liaison AS SECRETARY OF THE BROOKLYN PARK CITIZENS LONG RANGE IMPROVEMENT COMMITTEE. MOTION PASSED UNANIMOUSLY. 5. STANDING ITEMS 5.1 BLRT and West Broadway Updates Jon Watson showed composite map of the Oak Grove Station Area to the committee. 5.2 Construction Project Update Jon Watson gave an update & showed engineering s maps of the current construction & development projects Corridor Study Update Nothing new reported 5.4 Brooklyn Park 2025 Jon Watson showed an update of the goal chart matrix. Some discussion on the Ambassador Program which was mentioned in the 2025 matrix. Some member asked if it was a new program; others stated it was ongoing as part of Tater Daze events. 5.5 Task Force on Aging Albert Smith commented on action item for Seniors. The Committee would like Jay Stroebel to come to a CLIC meeting. Cory Funk will contact Jesse Struve to assist with a date. 5.6 Communication Update Cory Funk found some good reference materials at the new Hennepin County Library. Some discussion followed. The committee mentioned Mary Tan s previous visit. Some commented that Police & Recreation Departments do their own communications while the other Departments use Mary & staff. They would like to discuss further when Jay Stroebel comes to CLIC meeting. 5.7 Redevelopment Update No update The Committee would like someone from Community Development to give an update at a future meeting. 6. VERBAL REPORTS AND ANNOUNCEMENTS 6.1 City Council Report: Council Member Mark Mata Councilor Mata absent. No report. 6.2 Staff Liaison Update: Jon Watson 2018 & 2019 Budget coming up. First entry of numbers due to Finance on June 16 th. General order is to hold down or reduce the budget.
5 6.3 Open Discussion Succession planning: Watson mentioned there was a memo completed several years ago. Cory Funk reviewed the City Calendar with Committee Fire department open house RCP meeting May 15 th, 4 to 6 PM. Recreation & Parks Systems Plan: Saturday, May 20 th & Thursday, June 1 st. Commissions meeting on May 23 rd Kathy Fraser to attend in lieu of Cork Funk. There was discussion regarding the standing items and it was requested the order be switched to: o 5.1 BLRT and West Broadway Updates o 5.2 Construction Project Updates o Corridor Updates o 5.4 Brooklyn Park 2025 Updates o 5.5 Task for on Aging Updates o 5.6 Communications Updates o 5.7 Redevelopment Updates o 5.8 Village Creek Updates III.
