CALL TO ORDER: Chair Kisch called the meeting to order at 7:04 p.m. ROLL CALL PRESENT: Michael Kisch, Carol Vosberg, Kathy Fraser, Philip Winn, Albert Smith, Cory Funk, John Granger, Doneva Carter,, Syed Husain, Scott Smeaton Mike Sable, Council Liaison Rich Gates ABSENT/EXCUSED: Rebecca Dougherty, Kwao Amegashie, Osagie Edebor, Todd Barbaris, Roll Call established that a quorum did exist. MOTION SMITH, SECOND SMEATON APPROVING THE AGENDA AS PRESENTED. MOTION PASSED UNANIMOUSLY. II. STATUTORY BUSINESS 3. CONSIDERATION OF MINUTES 3.1 Consider Approving Meeting Minutes. MOTION SMITH _, SECOND _SMEATON APPROVING THE SEPTEMBER 11, 2014 MEETING MINUTES. MOTION PASSED UNANIMOUSLY. 4. GENERAL AGENDA ITEMS 4.1 Signature Development Task Force - Amy Baldwin presented Provided Building to 2030 Update and asked Question: What excites you the most about the work of the Task Force: Winn asked Amy to define redevelopment. Which area are we talking about? AB: village creek. New physical development. Now we're shifting south rather than talk about land to the North. Kisch: all of the attention was north, but we must not forget south. efforts must be spread evenly Funk: As a longtime resident frustrated with village creek. I would like to see focus on middle territory with integrated ways to get around. We still need to get people east west. Transportation is key Fraser: Excited that we have the framework. Opportunities to create jobs for people and bring more companies

4 CLIC October 9, 2014 Meeting Minutes Page 2 Carter: how you're going to do it with a family focus. Getting renters to have an interest, maybe into homeowners. Multi-cultural part of it. Husain: Interested in the jobs portion. Smeaton: Strategic themes and strategic plan of Building to I ve had four homes in BP. Important to continue to offer various options for people to stay in BP. When we talk redevelopment - how do we know how we're sitting with regard to retail and restaurants? Transportation. Granger: Since Eagan and Albertville have outlet malls, why can't we? Woodbury, too. There are limitations to what can be done. We can be a destination. Why doesn't BP have one, too? Jobs and how to retain the money that's created by the jobs. Transportation piece. Major arteries good, links in between Fraser: we don't want to be Maple Grove Jr. Smeaton: We have good infrastructure in/out - but how to move around inside. Winn: Perception of village creek is a target for crime. That s the impression. Redevelopment must go hand in glove with image molding Kisch: Redevelopment concept is understanding the challenge vs. regular development. Identify the challenges and understand market impact and reality. Engaging residents is fun. The better we do, the bigger the buy in. If we miss that, we lost. We ve thought about partners and engagement. Vosberg: What s exciting is idea of revitalization. It's the heart of the city. It s important beyond just the area. It s bigger than most people realize. Granger: how do we change the conversation with the broader community? Smith: excitement of uniqueness of BP. Inviting community place. Clear gathering place. Year-round. Families like to go there. Started but not finished. Friendly gathering destination. Gates: finishing what we started. Smeaton, what problem are we trying to solve?

5 CLIC October 9, 2014 Meeting Minutes Page 3 Baldwin: we need to define that. The difference between development and redevelopment - it's a challenge. Message from community was to be patient for the right development idea.. Why is redevelopment more difficult than new development? It's not just bare land. We have to do demolition. Creek restoration. Other higher costs. We ve already spent a lot in that area. But there still has to be a market. The income levels aren't there currently to attract new development on its own. St. Louis Park spent $20m in the West End redevelopment Funk: incredible traffic in the West End. It's a mess, but they didn't put in enough traffic infrastructure. Kisch: City (SLP) focused on retail/entertainment and housing followed Granger: is there a way to measure activity of the people in the area. What are they doing? Where are they going to find. AB: part of the outreach will identify these things. There was lots of research from the Stable Neighborhood Action Plan study. Would CLIC like to expand the boundaries to study the same data from 2005? Comparative data from a decade hence may be beneficial? Funk: The new map shows the density of the area. Better than the others. Smeaton: I like the themes from Building to 2030, did we consider those for the whole city. Those themes could unify the whole city? Kisch: CLIC can be the common link, but it may fit within the theme. But the underlying issues are different. A wider net allows for better engagement. AB: the dynamics of building connections on 610 are different than on the Boulevard and Zane Avenue areas, and that s why there are two groups. Carter: the plan that worked on Lake St could be a model. International HUB. Draw the communities in. The international communities could be good for this area.

6 CLIC October 9, 2014 Meeting Minutes Page 4 AB: The city wasn t quite ready for the outreach a year ago. We have some partners identified. The role of the city has changed. Policy thinking has changed over time. AB: Presented Resilient Communities Project - partnership with the University of MN. CLIC would be the host committee. Funk: Does the SNAP geography tie with the RCP? AB: it helps for sure. helps us track progress over time Granger: we start to conform a lot. Do we have the opportunity to find fringe elements? We want something that doesn't exist. AB: it's a fresh perspective. It's very valuable. AB: Presented Bush Foundation grant through Local Initiatives Support Corporation (LISC). LISC applied for the community. Citizen driven community involvement. Looking for a Spring 2015 grant award. AB: we'd be well-served to support the work we want to see done. It gives us a true action plan and implementable projects. Funk: where to learn more about Hopkins. blakeroad.org Kisch: It helps find strategic partners. They re a connector and resources group Smith: we could do both? AB: yes Kisch: they should be integral to the process. What if we don't get them? How do we get started now? AB: it could/should be the RCP application. Kisch: where are the opportunities for soft touch engagement? Faith community. We want to do that. Implement sooner rather than later.

7 CLIC October 9, 2014 Meeting Minutes Page 5 Carter: exciting. Part of town was forgotten. Now it's back on the radar. We ve been thinking. Funk: Since city owns so much, how come no one considered Tater Daze there. Why not have it in there? Smith: where do we go? What can we do in the interim? Coalition of staff and task force members. We should get started now so we don't lose 6 months. 4.2 Signature Development Task Force/Discussion - Kisch presented an update on the Zane and Oak Grove Parkway Comprehensive Plan Amendment 5.1 Task Force Updates Aging Task Force on Aging current members of this task force reviewed past meetings and the upcoming agenda Meeting 2 weeks ago. LRT discussion and transportation Carter: insight that things are up in the air. Vosberg: a lot of time spent on transportation 5.2 Bottineau Transitway CAC Station Area Planning Update 5.2 Blue Line extension. Community Advisory Council AC being formed under Met Council. City selected consultant for Station area planning. Hennepin County selects them. Perkins and Will selected for what stations will look like Gates: Lunde named as the City's representative on the Blue Line discussion. Gives us a seat Kisch: I attended the Rail-volution conference in Mpls. Focused on transit options and plans. Very good conversations on what development looks like. How does rail help equity? What are pros and cons of planning and land use? Best practices and insights gained 5.3 HC Library Fraser. Met today to define vision for STEAM program. Discussed realities Strengths Weaknesses Opportunities and Threats. Commitment statement. Brainstormed ideas.

The road mixture is failing sooner than anticipated. Replacement schedule is moving up. Kisch: no specific intent, but there is a shortfall in the budget. MOTION Vosberg, SECOND Winn, motion to approve letter signifying okay with plan as presented. 6. VERBAL REPORTS AND ANNOUNCEMENTS 6.1 City Council Report: Approved a lawsuit, formal complaint with HUD against the Met Council. Housing policy plan places an unfair burden on communities that succeed meeting the goals of affordable housing. Approved prelim approval to have fire look at full time fire. Look at how we hire and respond. Preliminary approval. Union negotiations, pay scale, insurance. Coming back in November. Vote on November 4th. 6.2 Staff Report: Mike Sable, Staff Liaison NA 6. GENERAL AGENDA ITEMS 4.1 Branding Campaign Discussion Michael Sable, Assistant City Manager Presenting Sable presented a PowerPoint related to Branding Initiative: What will be the first steps in carrying out the Brand Initiative? Signage Website Name tents Dougherty: Little blurbs and talking points will be helpful for more residents to be brand ambassadors Smeaton: Bike trails/parks/trails/ballfields could be branded to make an impact Barbaris: Ask the CEO questions. Ask the Mayor: Monthly responses. Online discussion panels Husain: Food Festival a good idea Dougherty: Cooking at Farmers Market in the summertime.

We need to respond with specific ideas to consider. Lighting, barriers, changes to speed. Lighting improvements. Additional patrol. Jersey-type barriers. Come and talk about options. Come prepared to discuss temporary solutions. What options/restrictions might exist for acting on our own? 5.1 Task Force Updates Aging Caregiver presentation by the Wilder Foundation focused on connectivity. Conversations about other practices in other cultures. 5.2 Bottineau Transitway CAC Station Area Planning Update Station area planning beginning in station areas are to be designed Opportunity to engage at each station.
