2 SWAN Fees Committee Meeting RAILS 125 Tower Drive, Burr Ridge, Illinois September 19, 2016 Minutes Members in Attendance: Aaron Skog, SWAN Executive Director; Jim Deiters, SWAN Board Treasurer; Susan Westgate, MAGIC Board Treasurer; Dawne Tortorella, MAGIC Director; Tim Jarzemsky, LINC Board Treasurer; Doug Losey, SWAN Board Member; Carol Dawe, LINC Executive Director. Absent: None. Visitors: Anne Slaughter, RAILS Director of Technology Call to Order: Skog called the meeting to order at 9:33 a.m. Introductions, Public Comment The Committee members were introduced to Dawne Tortorella, the new MAGIC Director. With Tortorella s addition, Anne Slaughter will no longer participate on the Fees Committee unless requested. Review and Approve July 25, 2016 Fees Committee Meeting Minutes Susan Westgate moved to approve the July 25 th Fees Committee meeting minutes, seconded by Doug Losey. Motion carried by unanimous voice vote. RAILS Support Allocation Discussion Slaughter reviewed the current RAILS formula for determining LLSAP support. The criteria used in this formula are geared towards consortium activity on the whole, so it is not necessarily applicable to consortia geared towards determining individual library membership fees. Data Worksheet Discussion Skog reviewed the three data elements the Committee agreed upon at its last meeting: base fee, operating budget, circulation counts, and title counts. SWAN Fee Formula Discussion After discussion, the Committee agreed to explore other data metrics that could form two possible fee scenarios. EAV, population served, and a base fee would be one scenario. The other scenario would require some investigation of EAV against library operating budget. Losey and Jarzemsky offered to work on that analysis with Skog. The Committee discussed the discount to membership fees for SWAN OCLC Cataloging Libraries. The Committee discussed if SWAN were to take away this 15% discount, what would happen as a result? As a thought exercise, Jarzemksy asked what would SWAN need to do if it did not have OCLC Cataloging Libraries, is there an estimate on what operating cost value these libraries bring to the consortium? Skog answered that there is benefit as there would have to be some increase within SWAN s operating expenses to make up for the contributions. Others on the Committee noted that the SWAN OCLC Cataloging Library designation or decision to be a library of this type is not based on the 15% discount, but rather is an individual library choice as it fits their mission and internal operations. 3 Message to Library Members The Committee agreed there was no update at this time for the SWAN Board or membership. Set Next Meeting Date Monday, October 24 at 9:30am was tentatively set as the next meeting. Location is to be determined. 4 Notes What is this Scenario? 1 Title count represents 35% of needed revenue 2 expenditures represents 22% of needed revenue 3 Library Fee is the base that everyone pays, which is 28% of needed revenue 4 Annual circulation is 15% of needed revenue 5 Dawne has provided some analysis on the resulting SWAN fees against the operating expenditures 6 Some problematic data exists which is highlighted in red, such as La Grange Public Library. 31 About this Scenario Doug Losey I took your numbers for the fee based on EAV and Budget and averaged the two fees. Then I calculated the difference between that fee and the current SWAN Fee. The final tab is Winners Losers and has some interesting situations. The cataloging libraries are the biggest losers because I didn t factor any discount for cataloging. This is only part of their increase. The other difference was I don t know how much the MAGIC and LINC libraries paid in fees in past years. From our meetings most will see a decrease in cost. The averaging of the costs based on EAV and budget looks promising. That is essentially a 50% weight to each category so varying the percentage may be a tweak that could make this close to working. Take a look when you can and make any corrections and/ or changes that you think of and we can see if this is a path worth pursuing.
