1 125 Tower Drive Burr Ridge, IL T: F: July 15, 2016 TO: RAILS Board of Directors FROM: RAILS staff ABOUT: RAILS service and operations report July 2016 Major sections in this report correspond to the goals in the RAILS strategic plan ( Resource Sharing Delivery On July 1, 2016, RAILS, in partnership with Illinois Heartland Library System (IHLS) and Continental Transportation Solutions (CTS), successfully assumed the Illinois Library Delivery Service (ILDS). The transition from Lanter (the previous contractor) went well. o ILDS serves 141 locations. Of these, IHLS delivers to 32, RAILS to 44, and CTS to 65. Beginning October 3, 2016, RAILS will provide delivery to the 65 locations now served by CTS. This restructuring will save RAILS $120,000 annually. (CTS will continue regular service for the RAILS Burr Ridge and Wheeling delivery routes.) o The IDLS contract requires 24-hour turnaround time. To do this, each delivery service center within IHLS, RAILS, and CTS shuttles its materials to the RAILS Bolingbrook facility, where the materials are sorted and redistributed to each hub for delivery to ILDS libraries the following morning. To expedite the sorting process, CARLI has modified the ILDS delivery label to reflect the three-letter delivery codes used by RAILS and IHLS. o RAILS purchased six new delivery vehicles at a total cost of $164,000 to handle the increased ILDS volume. Additional staff were also hired. Delivery volumes will continue to be monitored to ensure that staffing levels are correct. o RAILS, IHLS, and CARLI are still meeting weekly to ensure the conversion continues to run smoothly and to tweak processes as necessary. o Library staff at several ILDS locations have commented favorably on the delivery consistency and turnaround time since the July 1 conversion. eread Illinois During June, two RAILS librarians and four patrons using eread Illinois served as user experience test subjects for feature development for the Axis 360 Magic Wall. On June 26, during the American Library Association conference in Orlando, FL, Veronda Pitchford attended the Baker & Taylor Axis 360 Customer Innovation Program meeting to discuss library and user needs and preview upcoming platform features. On June 27, Dee Brennan, Veronda Pitchford, and Jane Plass met with the Baker & Taylor Axis 360 product development and sales leadership team. See the attached report for eread Illinois Axis 360 statistics. Live and webinar trainings are ongoing and listed at 1

2 Group Purchases and Discounts Vickery Tape, which provides custom-printed tape, labels, and stamps, was added to the RAILS vendor discounts web page at (Login is required to see all discounts.) The RAILS resource sharing team developed a survey called Pulse Point for RAILS members to give their input on products that may be offered for future RAILS member group purchases. Pulse Point surveys have been included in the June 22 and June 29 RAILS E-News. Interlibrary Loan and Reciprocal Borrowing Reciprocal Borrowing Question Does the Illinois library administrative code allow reciprocal borrowing between library systems? A patron of a RAILS public library wishes to borrow materials from a library in one of the other two Illinois library systems. What does the law say? RAILS Response According to Section of the Illinois Administrative Code ( Statewide Reciprocal Borrowing means the right of a person who holds a valid, in-good-standing library registration card from a full member public library to borrow materials onsite from other participating full member public libraries of any other Illinois library system under the same conditions that the library provides those materials to its patrons, subject to reasonable restrictions approved by the library's governing board in accordance with requirements of the reciprocal borrowing policy of the library system of which the public library is a member and this Part. Public library participation in statewide reciprocal borrowing is optional. See also Reciprocal Borrowing and System-wide Reciprocal Borrowing definitions in this Section. However, public libraries may (and do) support resource sharing between RAILS libraries and other library systems to support the expansion of resource sharing. LLSAPs and Other Consortia General LINC, MAGIC, and SWAN representatives have continued to meet and are now collaborating on a memorandum of understanding and tentative timeline to facilitate 20+ libraries joining SWAN. RAILS has also been a crucial part of this process, providing support and experience to these three groups. The project will be a high priority for RAILS LLSAP grant funding. SWAN convened a Fees Committee to investigate and make a recommendation on a revised fee formula to its membership and has included the treasurers from LINC and MAGIC as committee members. LLSAPs MAGIC MAGIC s Governing Board approved a recommendation to dissolve the consortium and encourage its member libraries to join SWAN. The libraries joining SWAN would go live in mid RAILS is in the process of hiring an LLSAP Services Manager for MAGIC to keep consortium operations running smoothly while moving forward on the dissolution procedures and migration project. Anne Slaughter has been serving as an interim manager since February LLSAPs PrairieCat The PrairieCat Training Committee has finished a membership-wide survey on training needs. Information will be used to design training plans in the coming year. Planning for the annual PUG (PrairieCat Users Group) Day continues in conjunction with members from the Training Committee. PUG Day will be held on September 30, 2016 at Kishwaukee College in Malta. Several sessions will be held pertaining to professional development and the PrairieCat system in RAILS Operational Report July

3 particular. RAILS awarded a continuing education grant to fund the keynote speaker (Carson Block), and sessions are open to all RAILS membership. A PrairieCat staff retreat was held on June 8, 2016 at Sycamore Public Library. All PrairieCat staff attended to discuss changes to job descriptions and duties, as well as PUG Day topics. PrairieCat upgraded its Sierra production environment to the latest release (V. 2.2) on July 13. Carolyn Coulter (PrairieCat LLSAP Services Manager) is working with Innovative Interfaces sales and executive staff to develop a contract extension proposal. The existing contract expires on June 30, PrairieCat membership o On June 13, Carolyn Coulter attended the board meeting of Savanna Public Library District to discuss potential PrairieCat membership. o Black Hawk College (Moline campus) migrated from PrairieCat to I-Share, going live with I-Share on June 30. o Durand schools (Durand CUSD #322) withdrew from PrairieCat as of June 30. o Creston-Dement Public Library District upgraded from union list to Basic Online circulating level on July 11. o Johnsburg Public Library District s board has voted to upgrade from union list to Basic Online circulating level with PrairieCat. The formal intergovernmental agreement will be voted on at PrairieCat s Delegates Assembly on July 27, o Lena Community District Library and Richard A. Mautino Memorial Library (Spring Valley) have scheduled their training and upgrades for this fall. Both libraries are upgrading from union list to circulating level. PrairieCat s LIPS (Longevity, Independence, Partnership, and Sustainability) subcommittee continues to investigate the process of removing staff from the RAILS organization. A cost analysis for IMRF membership is underway, as is a cost analysis from LIMRiCC. A Hot team of the OPAC Committee has been formed to investigate the redesign of the front page of PrairieCat s catalog. RAILs web design staff will assist in creating a page that provides more information and resources to patrons. LLSAPs RSA RSA finished data extractions for two libraries that left RSA on June 30 Black Hawk College (Galva campus) and Dunlap High School (in Dunlap CUSD #323). Both libraries have been removed from RSA s membership lists and will be cleaned from RSA s system in late July. Both campuses of Black Hawk College are now in I-Share. Three RSA staff members visited Quincy Public Library for two days to work with their staff for initial policy, user, and item mapping. The mapping is complete. The test data pull and translation will happen in August. RSA staff transitioned four more libraries to individual cataloging logins. They also worked with several early adopters to revise things after procedure changes. RSA set up, configured, and prepared its system for Knoxville Public Library to join. RSA staff did an initial catalog training visit to allow library staff to start considering how to catalog their items in RSA. RSA staff continue to re-create reports from RSA s two older reporting products in its new reporting product. Work has begun on preparing training materials and scheduling training sessions. RSA staff conducted site visits to seven public, one school, and one special RSA member libraries. Staff conducted twelve training classes/committee meetings for RSA members in June, working with 49 library staff members for contact hours. RAILS Operational Report July

4 LLSAPs SWAN Plans to move to a new facility are underway. SWAN s completed rider to the lease was sent to the landlord for review and approval. A more concrete timeline for the move can be shared once the lease is finalized. SWAN has hired new staff to support its growing workload and to fill some vacant positions: o Scott Brandwein, Bibliographic Services Manager o Claudia Nickson, Bibliographic Services Consultant o Vickie Totton, Member Services Consultant o Crystal Vela, Member Services Consultant Access to Information Illinois Talking Book Outreach Center ITBOC statistics for FY2016 o Readership: 11,683 (10,479 adults; 140 children; 1,064 institutions) Institutions include 608 libraries, 51 hospitals, 275 nursing homes/retirement facilities/assisted living facilities, and 130 others, such as school/teacher accounts, rehabilitation centers, veterans facilities, etc. Total readership is down 1.6% this year as compared to 11,878 from last year. o Braille and Audio Reading Download (BARD) has 1,211 patrons. In an average month, 536 audio patrons and 4 institutions download audio books. In an average month, 800 books and 346 magazines are downloaded from BARD. WebBraille is part of BARD. Patrons download refreshable braille books and magazines. In an average month, 36 patrons download 390 braille books and 63 braille magazines. Outreach events o June 16 Prairie Skies Public Library District, Ashland. Presentation o June 29 Senator Neil Armstrong Senior Fair, Sterling. Exhibit o June 30 Senator Laura Murphy, Senior Fair, Elk Grove. Exhibit Nonresident Issues Nonresident Question How do I submit to RAILS my library board s decision to participate in the public library nonresident card program? We used to have to submit a form when we were members of a legacy system. Is that still necessary? RAILS Response According to Section of the Illinois Administrative Code ( The public library board of trustees shall notify the regional library system within 30 days of the action taken and effective dates and fee formula as determined in this Part. Notification to the library system simply means you need to log into L2 ( and go to your library s page. From your library s page, you can select Edit nonresident card status from the menu on the right-hand side. Some legacy systems did require you send the system a form, but that is no longer required. A list of RAILS members participating in the nonresident program may be found on the RAILS website at RAILS Operational Report July

5 Member Engagement Communications The new RAILS website went live on the evening of July 14. It features a cleaner and mobile-friendly design, easy access to information for each library type, an enhanced search function, and other improvements that RAILS members have suggested. Additional features are planned for the new site during the second half of the calendar year. Dee Brennan interviewed Cindy Fuerst, Director at Vernon Area Public Library District in Lincolnshire, for this month s episode of the Sparks podcast. Cindy spoke about her library eliminating overdue fines and how this has improved customer service and led to a better overall user experience for library patrons. The podcast will be posted to when available and will be announced in the weekly RAILS E-News. RAILS has a map ( that shows the state of resource sharing within RAILS, including consortia participation, public library standalone catalogs, and unserved areas. RAILS staff are revising the map to reflect changes made in the past year. RAILS Board members who know of changes in any of the above areas can contact Renee Anderson at renee.anderson@railslibraries.info. The summer edition of the What s New at RAILS flyer is available in the About section of the RAILS website at and is being promoted to members. It includes the latest information about RAILS grant opportunities, summer continuing education offerings and networking events, the FOIA hotline, and more. RAILS staff assisted in the formation of a very active Makerspace networking group. Debbie Baaske attended the inaugural meeting of the group on June 24 at the Aurora Public Library. As previously reported, RAILS set up a mailing list for the group earlier this year. Networking Events The next RAILS networking event will be held July 26 at Peotone Public Library District from 10 a.m. to noon. Rose Chenoweth, Director of Talking Books, will discuss how talking book services benefit those unable to read print due to a visual or physical impairment. Debbie Baaske will give a RAILS update and answer member questions. Member Visits See the attached report for statistics on member visits during June Continuing Education and Consulting Services Continuing Education See the attached report for statistics on recent RAILS continuing education events. Joe Filapek and Louise Svehla finalized a FY2017 training schedule with the Management Association. Offerings will include sessions on the Fair Labor Standards Act (FLSA), job descriptions, social media, meeting management, employment onboarding, and employee discipline/dismissal. New for this year will be the ability for RAILS to record and archive webinars for seven days, a frequent request of members but previously prohibited by the Management Association. This archiving period is long enough to allow members to view content at a later time, but is still short because much of this information is rapidly outdated. Upcoming CE events include presentations from Kelly Krieg-Sigman on community partnerships on July 19 and 20 (same presentation at different locations), a program on dealing with active shooter RAILS Operational Report July

6 situations on August 4, and notary training workshops on November 2 and 16. Details are available on L2 at Consulting Membership renewals through the RAILS partnership with the Management Association opened on June 1. Thirty-one of forty libraries have renewed as of July 11, with two new libraries joining in June. New members and renewals will be accepted through October at a prorated cost. Joe Filapek, Debbie Baaske, and RAILS Board members Dane Ward and Laura Turner had a conference call on July 8 to share ideas and concepts for mini-grants to encourage multitype library collaboration. Joe and Debbie will continue working on a grant framework with the goal of making grants available by late fall Julie Tappendorf of Ancel Glink shared a three-month summary of FOIA hotline use, reflecting activity from April 1 through June 30, Ten FOIA questions were asked through the hotline, with those questions coming from both RAILS and IHLS libraries. RAILS and Ancel Glink staff will meet in early October to review this service after six months to assess its usage and utility to member libraries. Consulting Question A RAILS member inquired about the prevailing wage ordinance. Their library is not a district library so they asked if they have to pass an ordinance or not. RAILS Response RAILS advised this library that all public bodies are subject to the Prevailing Wage Act ( RAILS staff provided further information on the distinction between the library entering into contracts for projects as a separate public body and a municipality entering into that contract. The library director was referred to the administrative code and advised to seek input from the library s counsel if there is any uncertainty, as the fine for noncompliance could be substantial. Leadership and Innovation Jim Kregor attended, as a board member, the LIMRiCC board meeting held on June 21. Jane Plass presented Can You Hear Me Now? Tips for Running a Virtual Meeting during the joint conference of the American Society for Indexing and the Indexing Society of Canada/Société canadienne d indexation, held June 16 18, 2016 in Chicago. RAILS and its use of virtual meeting technology were mentioned during the presentation. (Conference attendance was of personal interest and not funded by RAILS.) Several RAILS staff participated in programs and meetings during the American Library Association annual conference, held June 23 28, 2016 in Orlando, FL. o Dee Brennan, Veronda Pitchford, and Jane Plass met with representatives from EBSCO and Zepheira to discuss emerging opportunities for linked data, particularly in relation to EBSCO s NovelList. o Carolyn Coulter was a speaker on the LITA (Library Information and Technology Association) Top Tech Trends panel. o Joe Filapek helped facilitate Conversation Starter: Libraries, Archives and Museums: Better Together. o Veronda Pitchford was a panelist for the ASCLA (Association of Specialized and Cooperative Library Agencies) program Library Consortia, E-books and the Power of Libraries: Innovative Shared E-book Delivery Models from a Library Consortium near You. Veronda also led the ASCLA Consortial E-book interest group meeting and attended the United for Libraries board meeting. Her United for Libraries board appointment began after the conference. 7 Debbie Baaske, Dee Brennan, Veronda Pitchford, Anne Slaughter, and Louise Svehla participated in the Illinois Library Leadership Summit, held July in Bloomington. RAILS Board members Kate Hall and Kathy Parker also participated. This event brought together former Synergy participants and other library leaders from across Illinois to envision a future for this leadership development program, which was formerly delivered by the Illinois State Library but cut due to the Illinois budget impasse. RAILS is a lead partner in this effort, and Dee and Veronda attended as members of the steering committee. Organizational Excellence Human Resources Since the June operations report, RAILS had eight new hires and one termination. The termination was due to the resignation of a newly hired sorter, as the position apparently wasn t a good fit for him. (Terminations refer to all persons leaving RAILS employment for any reason, including resignations and retirements.) The other seven new hires are Andrew Kohout, Driver; Peter McBurney, Driver; Michael Leaf, Driver; Robin Roberts, Driver; Shane Ellis, Driver; Bruce Kettler, Sorter; and Scott Richey, Sorter. Recruitment o Recruitment efforts during June were fast-paced due to the number of delivery openings for the IDLS conversion plus several open positions in other departments. The HR department is currently understaffed itself, so recruitment has started for a temporary Human Resources Assistant. In the meantime, Barb Brooks and Samantha Daly (HR Assistant) rose to the challenge, meeting day-to-day responsibilities as well as conducting interviewing marathons. Positions are being filled with good, qualified candidates, and HR staff can see the light at the end of the tunnel. o Work continues to fill the remaining open ILDS delivery positions and to plan for staffing needs when RAILS takes over delivery to the ILDS stops currently served by CTS. o The new PrairieCat Cataloging and Database Supervisor is expected to start at the end of July. This is the last open PrairieCat position. o Interviews for the MAGIC LLSAP Services Manager opening were conducted on July 6, and a meet and greet session with the finalist for MAGIC board members and the RAILS leadership team is scheduled on July 21. o The Network Administrator position has proven particularly difficult to fill, even after working with several agencies. However, the latest round of interviews has been completed, and an offer made, with acceptance anticipated. Work continues with the RAILS Employee Committee (REC) to finalize planning for the staff retreat on July 29, 2016 at Kishwaukee College in Malta. Information Technology Wi-Fi needs continue to grow, so Wi-Fi access points in Burr Ridge have been upgraded. The other RAILS locations will receive the upgrade in the coming weeks. On the morning of July 6, a lightning strike near the East Peoria facility damaged a piece of networking equipment. RAILS IT staff, with the assistance of Kendal Orrison in East Peoria, was able to do emergency maintenance remotely and get East Peoria staff back online within two hours. The damaged equipment has now been replaced. RAILS IT helped ITBOC with its KLAS software update during the week of July 11. RFPs for new staff computers were posted on the RAILS website, and bids are being received. RAILS Operational Report July

8 Professional Development On June 14, Renee Anderson attended a communications workshop sponsored by National Seminars Training (NST) in Oakbrook Terrace. The workshop covered all types of communication, with special emphasis on communications. Barb Brooks attended the annual conference of the Society for Human Resource Management, held June in Washington, D.C. On June 23, Jim Kregor attended the Illinois Government Financial Officers of America South Metro Chapter luncheon in Woodridge. Janine Sergay of the Carroll-Keller Group, LTD presented Unleash the Power of Your Culture and discussed how to make sure your work culture is aligned with the culture needed to achieve your goals. Dee Brennan, Carolyn Coulter, Joe Filapek, Veronda Pitchford, and Jane Plass attended the American Library Association annual conference, held June in Orlando, FL. On July 6, Natalie DeJonghe (RAILS E-Book Trainer/Coordinator) attended the Introduction to Data Processing with Python workshop held at RAILS Burr Ridge. The workshop covered the basics of analyzing data within CSV (comma-separated values) spreadsheets and MARC records. The information provided will facilitate extracting data from eread Illinois Axis 360 administrative reports. This in turn will allow more effective analysis of circulation information to help refine future collection purchases and marketing efforts. Stewardship Administration and Finance Finance staff is preparing final fiscal year financial information, for review by the outside auditors, for RAILS and the four LLSAPs for which it provides accounting services (MAGIC, PrairieCat, RSA, and SWAN). Facilities Bolingbrook: The office space was painted by Five Star Painters of Orland Park at a cost of $3,500. RAILS Operational Report July
