1 Neighborhood Executive Committee Meeting Tuesday, May 7, 2013 Myron Scafe Building, 8500 Antioch Rd Ken Williams, NEC Chairperson, called the meeting to order at 6:01 p.m. Minutes: Monica Lazkani, Secretary, called for corrections and additions to the minutes from the March 5th meeting, distributed in the packet. Hearing none, the minutes were accepted as presented. Introductions and Neighborhood Reports: Ken explained the agenda item, Neighborhood Reports, will be passed over, due to time constraints. He asked Monica to call the roll to determine which neighborhoods are active and to determine whether a quorum is present. He called for staff reports. Staff Reports. Community Policing: No representative present. Community Services: Kim Hendershot presented a report detailing 2012 Code Enforcement results. The report includes a summary and individual maps of each NCP neighborhood and neighborhoods that participate in the NEC. Maps reflect total violations, not total cases. Staff responded in 2012 to over 4,927 property maintenance cases, including over 11,000 inspections. The report does not include pool and restaurant inspections. There are special ongoing code enforcement projects at Hickory Hills Apartments and Metcalf 56. Upcoming projects include inspections at Evergreen Apartments and The Villages as well as a sweep planned for Timberland Creek neighborhood and a staff campaign to remove unauthorized signs throughout the city. Update: Judy Paulette reported on behalf of Skip Moon. Staff are looking at solutions to apply to Problem Property cases. He plans to bring several ideas to the NEC for feedback. Plans continue for Antioch Square, a park at 79 th and Antioch. Staff is starting work to organize the Elmhurst neighborhood. 87 th Street Assessment Walk Update: John Rod said there was an excellent turn out for the walk, from 87 th Street from Goddard to Antioch. The follow-up meeting is 9 am at City Hall on Saturday, April 11 th. The follow-up meeting is to discuss the findings of the walk in detail. Planning & Development Services Update: Jack Messer Power line easement a cleanup is underway along 91 st street. Downtown mural project approved last night. Jack asked Marilyn Lyons to speak. Marilyn spoke about the process from initial idea to getting approval from City Council to paint the mural. The mural will be painted on the west wall of the Wild Birdhouse building, which runs along the east side of Overland Park Drive between 80 th Street and the Farmer s Market. Called, Day on the Trail, it depicts the Santa Fe Trail. Between 35 to 40 artists are involved. Kick-off is June 1 st at 10:00 am with the goal to finish by July 31. The project is p. 2

3 financed by private donation and grants. There is a recent article in the Kansas City Star regarding the mural. Neighborhood Organizations, NCP Grants: Judy Paulette: The Mobile Workforce Unit from JOCO Workforce Partnership will be at Shawnee Mission West H.S this Saturday. Anyone can come and use the computers to search for jobs, 9 to 1 this Saturday. Partnership staff will help job seekers with computer searches and give resume feedback. Neighborhoods-USA Conference in Minneapolis In late May, Judy will attend and follow the training track for Community Partnerships. Neighborhood Grants: There were applications from four neighborhoods. She handed out a written report with awards, listed in alphabetical order: Cunningham Heights Activity Neighborhood Block Party Resident/Resource Directory Cost Est. If any funds awarded are not spent, there may be another round. Volunteer Hours - Judy called attention to volunteer hours estimated for some projects on the full report. She reminded those who are receiving awards to keep track of volunteer hours so the neighborhood and others can see the impact of their work. Subcommittee Reports and Unfinished Business: Officers Board Report: Ken: There is an outline of the officer s board meeting in the packets. He asked for any questions regarding the officer s board meeting and stated the next meeting would Monday, June 10, at 1:30 pm. Neighborhood Outreach Subcommittee (NOC): Ken turned the meeting over to Wendy and Carol. They reported attending meetings of several neighborhoods to better understand how various groups function and how their subcommittee might serve as a resource. They handed out forms for volunteers to use to express interest in serving on the NOC. p. 3

4 Election of NEC Officers: Ken noted, the Kansas Open Meetings Act does not allow the group to vote by secret ballot. Nominated at January 8 meeting: Chair Ken Williams, Tricia Chitwood Ken opened the floor for further nominations. Tricia moved to cease nominations, Arthur seconded. Results of vote by show of hands: Ken, 11 votes; Tricia 3 votes. Nominated at January 8: Vice Chair Marilyn Lyons, Arthur Smith Ken opened the floor for further nominations. Wendy moved to cease nominations, Bonnie seconded. Results of vote by show of hands: Marilyn, 12 votes; Arthur 4 votes. Nominated at January 8: Secretary Monica Lazkani, Arthur Smith, Carol Wadsworth Monica withdrew her name from nomination, due to lack of time available for duties of the office. Carol also withdrew her name, due to other commitments. Ken opened the floor for further nominations. Marilyn moved to cease nominations, Wendy seconded. Results of vote by show of hands: Arthur, 14 votes. Proposed By-laws Revisions: Ken called attention to the proposed by-laws in member packets. There have been four committee meetings to discuss recommendations. Overland Park legal counsel reviewed the recommendations, and advised a few changes. He called on Arthur to lead discussion on the proposed revisions. Arthur noted and recognized committee members for their work. Proposed changes are mostly to bring the by-laws into compliance with state and local regulations, but also opens NEC membership to HOAs and smaller neighborhood groups. He mentioned Janie contacted him about some issues she has for discussion. The goal is to look at the changes and get approval tonight. He proposed to go through the document section by section. Detailed discussion continued for approximately one hour. Arthur moved, Tricia seconded, that the NEC accept the proposed By-Laws, as revised by consensus. There was discussion of whether to vote that evening or to bring the matter back for consideration at the next meeting. It was decided to vote at this meeting by show of hands. Motion passed, 13 for, 2 against. The revised document will go for final review by the city legal counsel. The By-Laws changes are effective immediately. Ken encouraged any neighborhood groups interested in formal membership to give their request to Judy. Strategic Plan Judy asked everyone to take hold of their future and participate in the next Strategic Plan session, Thursday, May 16 at 6 p.m. in the Training Room. Ken called for any other business. Palita invites everyone to attend the Friends and Neighbors Neighborhood Picnic is May 17 th, at 6 pm, at Tomahawk Elementary School playground. Arthur announced the Oak Park annual HOA meeting is May 16 th at 6 pm, at Oak Park Carpenter Elementary School. College Park Estates have some events scheduled. Moody Hills had their meeting last night with their COPPS officer. Hearing no further business to come before the committee, Ken adjourned the meeting at 8:20 p.m. The next officer s board meeting is at the Myron Scafe building, 1:30 p.m. June 10, Next NEC meeting: July 2, 2013, 6 p.m. at the Myron Scafe building. p. 5
