1 Northside Community Council General Membership meeting December 20, 2010 notes by Gwen Marshall, Council Secretary as approved and updated at January 10, 2011 NCC Board meeting 1. Introductions - led by Tim Jeckering 2. Mission Statement / Membership Info - Robin reported that the membership level is holding steady. 3. Fire & Police & Probation Officer's Report - Sgt. Voelkerding reported: There is a new procedure for tracking/following burglars which involves using the canine unit; the police report that this has been effective. The night club 360 was denied their liquor license, the police had objected. In general the crime rate is down. Watch out for your neighbors in the winter months, especially the older ones. 4. McKie Center Update - Steve Gerth - Says the McKie pool is not scheduled to open next year under the budget proposal from the City Manager so it will not be open unless they come up with money. Actual operating hours for McKie are noon to 8:00 pm, but due to a senior program, they are allowed to open at 9:00 am. There is a 5:00 pm basket ball program in the gym. They also have a dance class. They have senior volleyball in the morning. The money they get from the city is based on the number of people who buy membership. The youth and 50 s and up are $10 a year. The 18 to 49 year olds are $20 a year. Memberships are for 1 year from time of purchase; but the take home message is that you need to purchased your CRC membership at McKie for McKie to get credited with the usage rate. 5. Treasurer's Report - Only presented in January, April, July, & October 6. Committee Reports Northside Safety & Livability Committee - Bill McCormick reported: They have new welcome kits available for the new Northside residents. There is a map that be viewed at web page showing with dots on the map approximately where the NCC members live in our neighborhood. They will be working on a new Northside book and are looking for a new design. There will be contest to make the decision

2 on the cover. They are now meeting at the C&D Cafe at 7:15 pm on the 2nd Thursday of the month. Education Committee Report - Alex Kuhns reported: They have been rotating days and times for their meeting. They are considering making the 3rd Tuesday at 12:30 pm at Chase School their regular place & time. The Boys & Girls Club will be doing service projects and are looking for suggestions; some that were given include: litter pick up, garlic mustard pulls, painting over or abating graffiti, community garden work. Northside Skate Park Committee - nothing to report 7. Announcements Announcements from the Floor Deborah Cole - She is concerned with issues related to the children and concerns with potential drug abuse. The name of the program she is developing is Children of the World. The goal of the program would be for children to recognize potential drug abusers and how to avoid these problems. Here contact information on Glen Parker is ; she is working on getting an address. Paul Komarek reported that he is working on a Cincinnati Mediation Project to help people resolve problems without having to go through a court. The program is using volunteer mediators to help resolve problems that aren t being handled well in the criminal justice program. He lives on Pitts Ave in Northside, contact him at Laura Conley reported on Citizen on Patrol - The next training is the first weekend of March. Holiday tip - leave your junk in the trunk is the name of their campaign to encourage people to not leave things where they can be seen. Also, she is compiling a stock photo collection for Northside - Please your photos to her at con13y1m@gmail.com Happen, Inc. - Tommy Rueff reported that the New Year s Party is from 5:30 to 7:00 pm, (the ball drops at 7:00) it is free and is first come first serve. Happen, Inc. decorated the wreaths that are on Hamilton Ave in the business district - this also turned out to be a fundraiser and now part of the money will go to the Northside Community Council Education committee. Yvette Simpson announced that she will be running for City council next year, she lives in the West End. She is visiting all of the community council meetings to get ideas as to what the community priorities are. She is a lawyer and member of the Urban league. Her web page is

Northside Green Grant - report by Ollie Kroner: NCC has won a grant from the Hamilton County Department of Solid Waste for the placement of recycling containers in the business district and Hoffner Park. The first year of recycling will be paid for by the Cincinnati Office of Environmental Quality. There is money left for one more grant from NCC for a specific program environmental program and Ollie asked that the remaining $250 be applied to service the business district recycling bins for the 2nd and 3rd year of the program. A show of hands gave support from all to apply the final $250 to lock in the current rate for the recycling for the next 3 years. The previous grant winners included the Green Corp program at Chase School, Northside Greenspace for plantings, and a mapping program. Two Green Corp members came from the Chase school, including their t-shirt designer, Angelo; they will be helping with the monitoring of the recycling bins from this project. 10. Zoning Issue related to a 5 fence at 4209 Brookside, this house is located just north of the UDF. The home owner wanted to be able to keep the 5 foot high fence (as opposed to the standard 4 ) that they had already installed. The vote in favor of sending a letter of support for the variance was: for 27, oppose 1, abstain 5. Tim said that he would have to attend the zoning meeting to deliver the NCC letter of support since a letter that is mailed/faxed has to be turned in 3 days ahead of the hearing which was not possible due to the timing of the NCC meeting. 11. NSP funding for Requests for proposals for At the

5 time this announcement was made, it was hoped there would be $5,000 like there was in 2010, to divide up for 2011, so people were told to start thinking about ideas for programs and projects for next year, they must follow NSP guidelines. (turns out there will only be $2,500 for 2011.) 12. NCC Bylaws Review & Vote - Tim Jeckering presided over this matter, which is required by the NCC Bylaws to be conducted every 5 years. Members were given green cards to show for voting; 32 members were present at the start of this process. Tim announced there would first be a reading and vote of all of the changes previously supported by the NCC Board, that had been presented at the November meeting &/or mailed to those members who had missed the November 2010 meeting, be approved together and if, while reading the suggested changes, 10% or 3 people raised concerns, these areas of concern would then be considered separately. The first vote to accept all but one item of the proposed change, with 29 present, was that 20 positive votes were needed for support; the vote was 28 for, none opposed, so it passed. The one concern that was held separately, concerned deleting the word read and just leaving the concept of provide on page 10 in Article X - Nominations & Elections, section 1 - Nominations. The vote on deleting the word read was 26 for, and 2 abstain. Gwen Marshall said that she withdrew her suggested amendment so no further discussion was needed on that item. Paul Green was not at the meeting so his amendment proposal was discussed since he had only taken informal, not formal measures to withdraw his proposals. Before discussion on Paul s proposal began Tim announced that the Board had adopted a proposal for rewording Article XVI - Review of ByLaws that was presented orally by Tim, and people were told that they could only support one of the two amendment proposals since they would have been in conflict with each other. The vote on Paul s proposal was NO - 23; abstain 5. The vote on the following proposal read by Tim was YES - 25, No - 0 & 5 abstain. Article XVI - Review of Bylaws: "The Bylaws shall be reviewed by the Board every five (5) years. The next review shall be in Approved amendments will be incorporated into the by-laws and the revision date shall be noted on the front page of the Bylaws.

6 The Board Secretary shall immediately: a) deposit a copy of the revised Bylaws in the Northside Community Council's safe deposit box; and b) deposit a copy of the revised Bylaws at the Northside Branch of the Public Library and shall periodically check with the Library to make sure a current copy is available for review. " In the sent to the Board with this proposal, Martha Dourson also stated, I would assume these duties of the Board Secretary would be added to the Board Secretary's list of duties. This matter was not formally discussed and currently not all of the Board Secretary s duties are listed in duties section (specifically the duty of Article X, Section 2 Elections), so this issue remained unresolved. Clerical suggestions that were suggested and gained support during the meeting: -- Article V, section 2, change the letters for c-f to reflect deletion of b. -- pg 7, Article VII Board Officers, Section 2 - Duties of Officers, section d The Treasurer, item 5: strike out the work all since the treasurer reports are now given quarterly. -- pg 10 Article X Nominations & Elections, section 1- Nominations, - paragraph B. last sentence, change the word residents to resident referring to the adjective for members. - paragraph D, last sentence, change the word media to medium to indicate plural form of the noun. -- pg 10, section 3 - Voting, item d - rearrange the order of the sentence to make it more clear, Only Resident Members with current memberships are eligible to vote in the annual election. 13. Post Office Letter - The Northside Community Council voted 29 for and 1 opposed to send a letter to the Postmaster General to ask that the Northside Post Office not be closed. Everyone who wanted to was encouraged to send their own letter to: Postmaster General John E.
