2 Beyond the Earth Limits Today humanity uses the equivalent of 1.5 planets. Moderate UN scenarios suggest that if current popula1on and consump1on trends con1nue, by the 2030s, we will need the equivalent of two Earths. We have only one! Source: Global Footprint Network, 2012

3 of ecosystems are now damaged or being used unsustainably rise in temperature by the end of the century, due to doubling of GHG emissions by 2050, under BAU. 2 to 3 billion addi1onal middle class consumers by 2030 of global extrac1on of natural resources if consump=on stays at current developed country rates. 3

4 What is SCP? Sustainable Consump0on and Produc0on (SCP) is about the use of services and related products, which respond to basic needs and bring a be>er quality of life while minimizing the use of natural resources and toxic materials as well as the emissions of waste and pollutants over the life cycle of the service or product so as not to jeopardize the needs of further genera0ons. (Oslo symposium, 1994) SCP is not necessarily about consuming less. It is about doing more and be>er with less.

5 SCP Mandate from Rio to Rio Agenda 21, adopted in Rio de Janeiro in 1992 The major cause of the con1nued deteriora1on of the global environment are the unsustainable parerns of consump1on and produc1on Johannesburg Plan of Implementa=on (JPOI) 2002 SCP is one of the overarching objec=ves of, and essen=al requirements for, sustainable development. Encourage and promote the development of a 10- year framework of programmes (10YFP) in support of regional and na1onal ini1a1ves to accelerate the shiw towards SCP. 5

6 Marrakech Process: Outcomes Development of regional SCP Strategies: in Africa, Asia Pacific, La1n America, Europe and West Asia. Development of Na=onal SCP Programmes through capacity building and implementa1on over 15 countries. Seven Task Forces : voluntary ini1a1ves led by governments, in coopera1on with mul1- stakeholder partners that focus on developing and implemen1ng SCP policies, business management prac1ces, consumer ac1on, capacity building and projects. Over 70 ini=a=ves on SCP with 33 demonstra=on and pilot projects implemented worldwide.

7 Rio+20 Adopts the 10YFP Parragraph 226. We adopt the 10- year framework of programmes on sustainable consump0on and produc0on pa>erns, as contained in document A/ CONF.216/5, and highlight that the programmes included in the 10- year framework are voluntary. We invite the General Assembly, at its sixty- seventh session, to designate a Member State body to take any necessary steps to fully opera0onalize the framework. 8 UNGA 67 Resolution on Sustainable Development (Dec 2012) Ø Welcomes the adop8on of the 10YFP. Ø Recalls that UNEP serves as the 10YFP Secretariat. Ø Bearing in mind that the high- level poli1cal forum will replace the Commission, decides to designate the ECOSOC as the ad interim Member State body to receive reports from the board and secretariat and to review this ad interim arrangement at its sixty- eighth session. Ø Decides to establish a ten- member board consis=ng of two members from each United Na=ons regional group, and further decides to nominate, no later than 31 January 2013, the members of the board for an ini1al two- year term. Ø Requests the 10YFP Secretariat to elaborate a proposal on the dura=on of the subsequent terms, for UNGA 69. 8

9 What is the 10YFP? " It is a global framework of ac0on to enhance interna0onal coopera0on to accelerate the shiw towards SCP in both developed and developing countries. " Fundamental changes in the way socie0es produce and consume are indispensable for achieving global sustainable development... Governments, relevant interna0onal organiza0ons, the private sector and all major groups should play an ac0ve role in changing unsustainable consump0on and produc0on pa>erns; (A/CONF.216/5, para 1.a)

11 10YFP Main Objectives Ø Accelerate the shi^ towards SCP in all countries by suppor1ng regional and na1onal policies and ini1a1ves. Ø Increase resource efficiency and decouple economic growth from environmental degrada1on, crea=ng decent job and economic opportuni=es, contribu1ng to poverty eradica=on and shared prosperity. Ø Support capacity building and facilitate access to financial and technical assistance for developing countries, suppor1ng the implementa1on of SCP ac1vi1es at the regional, sub- regional and na1onal levels. Ø Serve as an informa=on and knowledge sharing plaaorm on SCP to enable all stakeholders to exchange policies, tools, ini1a1ves and best prac1ces, enhancing coopera1on 11
